Clean Water Act and Total Maximum Daily Loads (TMDLs) of Pollutants

Description: Section 303(d) of the Clean Water Act requires states to identify waters that are impaired by pollution, even after application of pollution controls. For those waters, states must establish a total maximum daily load (TMDL) of pollutants to ensure that water quality standards can be attained. Implementation was dormant until recently, when states and EPA were prodded by numerous lawsuits.

Superfund Reauthorization Issues in the 106th Congress

Description: Two reauthorization bills have been reported in the House: the Transportation and Infrastructure Committee reported H.R. 1300 (H.Rept. 106-353, Part I), and the Commerce Committee reported H.R. 2580 (H.Rept. 106-775, Part I). Welfare Reform: TANF Provisions Related to Marriage and Two-Parent Families

Description: The shrinkage in U.S. family cash welfare rolls has slowed to a near halt, although national numbers still are 50% below those of August, 1996, when Congress created the time-limited and work-conditioned block grant program of Temporary Assistance for Needy Families (TANF). Under TANF, the nature of the caseload has changed. The share of recipients who combine welfare and work has risen sharply (from 11% to 26%).

Preliminary investigation of the effects of several seeker-nose configurations on the longitudinal characteristics of a canard-type missile at a Mach number of 1.60

Description: Report presenting an investigation to determine the effect of several seeker-nose configurations on the static longitudinal stability, canard control characteristics, and lift and drag at Mach number 1.60 of a canard-type ramjet missile with 70 degree delta canard control surfaces and 70 degree delta wings. The tests indicate that, for the most part, the configurations tested exhibited no significant difference in static longitudinal stability or horizontal-canard control effectiveness.

Experimental investigation of performance and operating characteristics of a tail-pipe burner for a turbojet engine

Description: Report presenting an investigation to obtain fundamental information required for the design of a satisfactory tail-pipe burner for augmenting turbojet engine thrust. Preliminary Tests of a Buffet Stall-Warning Device on a 1/5-Scale Model of the Republic XP-84 Airplane

Description: "During the first flight tests of the Republic XP-84 airplane it was discovered that there was a complete lack of stall warning. A short series of development tests of a suitable stall-warning device for the airplane was therefore made on a 1/5-scale model in the Langley 300 MPH 7- by 10-foot tunnel. Two similar stall-warning devices, each designed to produce early root stall which would provide a buffet warning, were tested" (p. 1).
