Environmental Protection Issues in the 108th Congress

Description: The 108th Congress has acted on a variety of disparate environmental measures; some of these represent proposals or issues that had been under consideration in the 107th Congress and earlier. Environmental issues considered by Congress tend to fall into several major categories: (1) funding issues — whether funding levels are adequate and focused on appropriate priorities; (2) expanding, renewing, or refocusing specific environment programs; (3) environmental issues that are important “subsets”… more

The Federal Helium Program: The Reaction Over an Inert Gas

Description: The CRS report describes the battle with natural gas companies on helium gas, being wasted, and released into the environment. Incentives were put in place for natural gas companies sell this helium to the government and for it to be stored in a government facility. Consequently, this also brought up controversy for why funding is being used to store a surplus of helium. Congress would debate on whether government involvement was the best option and a consensus was reached to fund the National … more

A Value-Added Tax Contrasted with a National Sales Tax

Description: Proposals to replace all or part of the income tax, proposals for national health care, and a proposal to finance America’s war effort have sparked congressional interest in the possibility of a broad-based consumption tax as a new source of revenue. Avalue-added tax (VAT) or a national sales tax (NST) have been frequently discussed as possible new tax sources. Both the VAT and the NST are taxes on the consumption of goods and services and are conceptually similar. Yet, these taxes also have si… more

An Analysis of the Tax Treatment of Capital Losses

Description: This report provides an overview of issues related to the tax treatment of capital losses. It explains the current income tax treatment of losses, describes the historical treatment of losses, provides examples of the tax gaming opportunities associated with the net loss deduction, examines the distributional issues, and discusses the possible stimulative effects of an increase in the net loss deduction.

Telemarketing: Dealing with Unwanted Telemarketing Calls

Description: This report provides summaries of the federal laws and regulations particular to telemarketing, the establishment of a national do-not-call registry, and the options that are available to consumers to limit the calls that they receive from telemarketers and to report questionable telemarketing practices to local or federal authorities. The report also lists sources of additional information with addresses, phone numbers, and Internet sites (if available).

Wetland Issues

Description: Instead of a single comprehensive federal wetland protection law, multiple laws provide varying levels of protection in different forms: the permit program authorized in §404 in the Clean Water Act; programs for agricultural wetlands; laws that protect specific sites; and laws that protect wetlands which perform certain functions. Many protection advocates view these laws and their implementation as inadequate or uncoordinated. Others, who advocate the rights of property owners and development … more

Free Spinning and Recovery Characteristics of 1/36-Scale Model of the Republic F-105B Airplane

Description: Report presenting an investigation in the free-spinning tunnel on a model of the Republic F-105B airplane to determine the spin and recovery characteristics. Results indicated that even with perfect control technique, full movement of the rudder against the spin and of ailerons with the spin is not adequate to ensure satisfactory recovery; extensions of both canard surfaces should accompany the control technique. Results regarding ideal parachute design are also provided.

Altitude cooling investigation of the R-2800-21 engine in the P-47g airplane 3: individual-cylinder temperature reduction by means of intake-pipe throttle and by coolant injection

Description: "Flight tests were conducted on a R-2800-21 engine in the P-47G airplane to determine the effect on the wall temperatures of cylinder 10 of throttling the charge in the intake pipe and of injecting a water-ethanol coolant into the intake pipe. Cylinder 10 was chosen for this investigation because it runs abnormally hot (head temperatures of the order of 45 F higher than those of the next hottest cylinder) at the medium and high-power conditions. Tests with interchanged cylinders showed that the… more

Altitude cooling investigation of the R-2800-21 engine in the P-47G airplane 2: investigation of the engine & airplane variables affecting the cylinder temperature distribution

Description: "The data obtained from cooling tests of an R-2800-21 engine installed in a P-47G airplane were studied to determine which engine and airplane operation variables were mainly responsible for the extremely uneven temperature distribution among the 18 engine cylinders obtained at the medium and high engine-power conditions. The tests consisted of flights at altitudes from 5000 to 35,000 feet for the normal range of engine and airplane operation. The results of the study showed that a flow conditi… more

Performance of 4600-Pound-Thrust Centrifugal-Flow-Type Turbojet Engine With Water-Alcohol Injection at Inlet

Description: "An experimental investigation of the effects of injecting a water-alcohol mixture of 2:1 at the compressor inlet of a centrifugal-flow type turbojet engine was conducted in an altitude test chamber at static sea-level conditions and at an altitude of 20,000 feet with a flight Mach number of 0.78 with an engine operating at rated speed. The net thrust was augmented by 0.16 for both flight conditions with a ratio of injected liquid to air flow of 0.05. Further increases in the liquid-air ratio d… more

Comparison of several methods of predicting the pressure loss at altitude across a baffled aircraft-engine cylinder

Description: Several methods of predicting the compressible-flow pressure loss across a baffled aircraft-engine cylinder were analytically related and were experimentally investigated on a typical air-cooled aircraft-engine cylinder. Tests with and without heat transfer covered a wide range of cooling-air flows and simulated altitudes from sea level to 40,000 feet. Both the analysis and the test results showed that the method based on the density determined by the static pressure and the stagnation temperat… more
