Strategic Plan for the U.S. Climate Change Science Program

Description: This strategic plan has been prepared by the 13 federal agencies participating in the CCSP, with coordination by the CCSP staff under the leadership of Dr. Richard H. Moss. This strategic plan responds to the President's direction that climate change research activities be accelerated to provide the best possible scientific information to support public discussion and decision-making on climate-related issues.The plan also responds to Section 104 of the Global Change Research Act of 1990, which mandates the development and periodic updating of a long-term national global change research plan coordinated through the National Science and Technology Council.This is the first comprehensive update of a strategic plan for U.S. global change and climate change research since the original plan for the U.S. Global Change Research Program was adopted at the inception of the program in 1989.

Description: Remarks by NASA Administrator Sean O'Keefe at the 2003 Earth Observation Summit in Washington, DC. The purpose of the summit was to promote the development of a comprehensive, coordinated, and sustained Earth observation system or systems among governments and the international community to understand and address global environmental and economic challenges, and also to begin a process to develop a conceptual framework and implementation plan for building this integrated Earth observation system. When the space age dawned it was clear that the ability to propel robotic spacecraft and humans beyond the gravity of our home planet would open up untold avenues of exploration and discovery throughout the Solar System and beyond. What was not understood at the time was how comprehensive observations of the Earth system from space would lead to a significant new field of scientific inquiry.

Numerical likelihood analysis of cosmic ray anisotropies

Reducing indoor residential exposures to outdoor pollutants

Description: The basic strategy for providing indoor air quality in residences is to dilute indoor sources with outdoor air. This strategy assumes that the outdoor air does not have pollutants at harmful levels or that the outdoor air is, at least, less polluted than the indoor air. When this is not the case, different strategies need to be employed to ensure adequate air quality in the indoor environment. These strategies include ventilation systems, filtration and other measures. These strategies can be used for several types of outdoor pollution, including smog, particulates and toxic air pollutants. This report reviews the impacts that typical outdoor air pollutants can have on the indoor environment and provides design and operational guidance for mitigating them. Poor quality air cannot be used for diluting indoor contaminants, but more generally it can become an indoor contaminant itself. This paper discusses strategies that use the building as protection against potentially hazardous outdoor pollutants, including widespread pollutants, accidental events, and potential attacks.

Uncertainty Analysis with Site Specific Groundwater Models: Experiences and Observations

Because all groundwater modeling results are subject to uncertainty from various causes; quantification of the level of uncertainty in the modeling predictions is beneficial to project decision makers. Microdrill Initiative - Initial Market Evaluation

Description: The U.S. Department of Energy (DOE) is launching a major research and development initiative to create a small, fast, inexpensive and environmentally friendly rig for drilling 5000 feet boreholes to investigate potential oil and gas reservoirs. DOE wishes to get input from petroleum industry operators, service companies and equipment suppliers on the operation and application of this coiled-tubing-based drilling unit. To that end, DOE has asked Spears & Associates, Inc. (SAI) to prepare a special state-of-the-market report and assist during a DOE-sponsored project-scoping workshop in Albuquerque near the end of April 2003. The scope of the project is four-fold: (1) Evaluate the history, status and future of demand for very small bore-hole drilling; (2) Measure the market for coiled tubing drilling and describe the state-of-the-art; (3) Identify companies and individuals who should have an interest in micro drilling and invite them to the DOE workshop; and (4) Participate in 3 concurrent workshop sessions, record and evaluate participant comments and report workshop conclusions.

Full - sky search for ultrahigh - energy cosmic ray anisotropies

Description: Using data from the SUGAR and the AGASA experiments taken during a 10 yr period with nearly uniform exposure to the entire sky, we search for anisotropy patterns in the arrival directions of cosmic rays with energies > 10{sup 19.6} eV. We determine the angular power spectrum from an expansion in spherical harmonics for modes out to {ell} = 5. Based on available statistics, we find no significant deviation from isotropy. We compare the rather modest results which can be extracted from existing data samples with the results that should be forthcoming as new full-sky observatories begin operation.

Indoor Pollutant Mixing Time in an Isothermal Closed Room: An Investigation Using CFD

Description: We report on computational fluid dynamics (CFD) predictions of mixing time of a pollutant in an unventilated, mechanically mixed, isothermal room. The study aims to determine: (1) the adequacy of the standard Reynolds Averaged Navier Stokes two-equation ({kappa}-{var_epsilon}) turbulence model for predicting the mixing time under these conditions and (2) the extent to which the mixing time depends on the room airflow, rather than the source location within the room. The CFD simulations modeled the 12 mixing time experiments performed by Drescher et al. (Indoor Air 5 (1995) 204) using a point pulse release in an isothermal, sealed room mechanically mixed with variable power blowers. Predictions of mixing time were found in good agreement with experimental measurements, over an order of magnitude variation in blower power. Additional CFD simulations were performed to investigate the relation between pollutant mixing time and source location. Seventeen source locations and five blower configurations were investigated. Results clearly show large dependence of the mixing time on the room airflow, with some dependence on source location. We further explore dependence of mixing time on the velocity and turbulence intensity at the source location. Implications for positioning air-toxic sensors in rooms are briefly discussed.

Chemical stockpile emergency preparedness program (CSEPP) recovery plan workbook.

Description: The Recovery Plan Workbook is designed for use by U.S. Army chemical installations and state and local authorities who participate in the Chemical Stockpile Emergency Preparedness Program (CSEPP). The workbook includes a model recovery plan that provides a template for preparation of an integrated CSEPP recovery plan. The workbook also provides background, explanatory, and reference materials to aid planners. The model plan provides a general example and framework for planning but is not complete without input from the local CSEPP community. Each chemical stockpile location has site-specific needs, resources, and organizational differences that will shape recovery planning. Therefore, the purpose of the model plan, in part, is to raise questions that installation, state, and local planners will have to answer to develop a site-specific recovery plan. It is recommended that a single, overarching recovery plan be developed to coordinate the activities of the installation, state, and local jurisdictions at a given site. As stated in Planning Guidance for the CSEPP, Appendix M, ''The reentry/restoration plan should be integrated and coordinated among the Army installation and other state and local jurisdictions in the IRZ and PAZ.'' The integrated approach is more efficient from a planning perspective (compared to separate, parallel plans for each jurisdiction) and will facilitate coordination among the organizations. To be effective, many aspects of recovery must also be coordinated. For example, if several jurisdictions submit competing requests to the Army for monitoring services, confusion might result, and some important monitoring activities might be delayed. A coordinated plan would ensure that monitoring is conducted in proper order of priority. A single integrated recovery plan can be designed to accommodate the decision-making prerogatives of all included organizations. Jurisdiction-specific annexes may be appropriate in some cases to accommodate the unique needs of particular jurisdictions.

Evaluation of Rosenbaum's proposal for locally increasing the effective vertical emittance of the APS beam.

Description: At the APS Retreat in May 2002, G. Rosenbaum proposed a method for increasing the effective vertical emittance of the APS beam. His proposal, illustrated in Figure 1, is to use a rapidly-modulated four-magnet vertical position bump in a single straight section. The proposed modulation frequency is a 10-kHz triangle wave, with a kick angle of 0.65 mrad. There are several aspects of this proposal that may be problematical: (1) The high modulation frequency will require the use of a ceramic chamber with a thin conductive coating, similar to what is used for the injection kicker magnets. This is not necessarily a problem, but the following aspects need to be examined: (a) The chamber coating needs to be specified correctly to ensure that the beam motion reflects the desired triangle-wave pattern. (b) The effect of the eddy currents in the chamber on the multipole content of the magnetic field needs to be computed, to ensure that the system does not have undesirable effects on the beam. (2) The magnets and their chambers will require careful matching in order to ensure that the beam is not disturbed outside of the bump. We know from experience with the APS kickers that this can be difficult. These issues are examined in the remainder of this note. The magnet and power supply designs are beyond our scope. We simply point out that these will not be conventional magnets or power supplies. The magnets will almost certainly need to be of ferrite construction, similar to the injection kickers. The power supplies will be unique and unlike anything else in the APS ring.

Analysis of 4-strap ICRF Antenna Performance in Alcator C-Mod

Description: A 4-strap ICRF antenna was designed and fabricated for plasma heating and current drive in the Alcator C-Mod tokamak. Initial upgrades were carried out in 2000 and 2001, which eliminated surface arcing between the metallic protection tiles and reduced plasma-wall interactions at the antenna front surface. A boron nitride septum was added at the antenna midplane to intersect electric fields resulting from radio-frequency sheath rectification, which eliminated antenna corner heating at high power levels. The current feeds to the radiating straps were reoriented from an E||B to E parallel B geometry, avoiding the empirically observed {approx}15 kV/cm field limit and raising antenna voltage holding capability. Further modifications were carried out in 2002 and 2003. These included changes to the antenna current strap, the boron nitride tile mounting geometry, and shielding the BN-metal interface from the plasma. The antenna heating efficiency, power, and voltage characteristics under these various configurations will be presented.

A rigorous treatment of a follow-the-leader traffic model with traffic lights present

Description: Traffic flow on a unidirectional roadway in the presence of traffic lights is modeled. Individual car responses to green, yellow, and red lights are postulated and these result in rules governing the acceleration and deceleration of individual cars. The essence of the model is that only specific cars are directly affected by the lights. The other cars behave according to simple follow-the-leader rules which limit their speed by the spacing between it and the car directly ahead. The model has a number of desirable properties; namely cars do not run red lights, cars do not smash into one another, and cars exhibit no velocity reversals. In a situation with multiple lights operating in-phase we get, after an initial startup period, a constant number of cars through each light during any green-yellow period. Moreover, this flux is less by one or two cars per period than the flux obtained in discretized versions of the idealized Lighthill, Whitham, Richards model which allows for infinite accelerations.

Geometry, topology, and string theory

Description: A variety of scenarios are considered which shed light upon the uses and limitations of classical geometric and topological notions in string theory. The primary focus is on situations in which D-brane or string probes of a given classical space-time see the geometry quite differently than one might naively expect. In particular, situations in which extra dimensions, non-commutative geometries as well as other non-local structures emerge are explored in detail. Further, a preliminary exploration of such issues in Lorentzian space-times with non-trivial causal structures within string theory is initiated.

Thermodynamic Modeling of the SRS Evaporators: Part V. Validation

Description: A thermodynamic model has been proposed to predict solids formation in the SRS evaporators from measured feed compositions using a commercially available software package, the Geochemist's Workbench (GWB). In support of this work, researchers at Pacific Northwest National Laboratory (PNNL) and Oak Ridge National Laboratory (ORNL) have performed experiments to evaluate solids formation under evaporator-like conditions in the laboratory. The purpose of this report is to compare these experimental results to the calculated results from GWB. Researchers at PNNL conducted experiments to evaluate the thermodynamic boundary between the precipitation of the deleterious sodium aluminosilicate gel (NASgel) and the field of benign potential precipitation of aluminum hydroxide formation. Several solutions were prepared and held at several temperatures to evaluate solids formation over various periods of time. Observed solids compared well to GWB calculations. Researchers at ORNL prepared several mixtures of simulated SRS Tank 43 (high aluminum) and DWPF recycle (high silicon) solutions. These solutions were then evaporated, and precipitated solids were examined by XRD. Again, there was good agreement between observations and GWB calculations. No NASgel was identified, and none was predicted to form. Researchers at ORNL also prepared several high caustic solutions, additional mixtures of simulated SRS Tank 43 and DWPF solutions, and simulated 3H evaporator feed. Solids deposition on stainless steel coupons with and without evaporation was examined. Because these solids were not rigorously characterized, direct comparison to GWB calculations is not appropriate. However, it should be noted that NASgel was not predicted by GWB to form, and no NASgel was identified in these experiments. Overall, the experimental observations validate the GWB calculational results, showing that GWB is an appropriate tool for use in SRS evaporator modeling and control.

Numerical Study of Instabilities Driven by Energetic Neutral Beam Ions in NSTX

Description: Recent experimental observations from NSTX [National Spherical Torus Experiment] suggest that many modes in a subcyclotron frequency range are excited during neutral-beam injection (NBI). These modes have been identified as Compressional Alfven Eigenmodes (CAEs) and Global Alfven Eigenmodes (GAEs), which are driven unstable through the Doppler-shifted cyclotron resonance with the beam ions. The injection velocities of the NBI ions in NSTX are large compared to Alfven velocity, V(sub)0 > 3V(sub)A, and a strong anisotropy in the fast-ion pitch-angle distribution provides the energy source for the instabilities. Recent interest in the excitation of Alfven Eigenmodes in the frequency range omega less than or approximately equal to omega(sub)ci, where omega(sub)ci is the ion cyclotron frequency, is related to the possibility that these modes can provide a mechanism for direct energy transfer from super-Alfvenic beam ions to thermal ions. Numerical simulations are required in order to find a self-consistent mode structure, and to include the effects of finite-Larmor radius (FLR), the nonlinear effects, and the thermal plasma kinetic effects.
