Abortion: Legislative Response

Description: The primary focus of this issue brief is legislative action in the 107th Congress with respect to abortion. However, discussion of those legislative proposals necessarily involves a brief discussion of the leading U.S. Supreme Court decisions concerning a woman’s right to choose whether to terminate her pregnancy. Advanced Algorithms and Automation Tools for Discrete Ordinates Methods in Parallel Environments

Description: This final report discusses major accomplishments of a 3-year project under the DOE's NEER Program. The project has developed innovative and automated algorithms, codes, and tools for solving the discrete ordinates particle transport method efficiently in parallel environments. Using a number of benchmark and real-life problems, the performance and accuracy of the new algorithms have been measured and analyzed.

Aerogel Keystones: Extraction Of Complete Hypervelocity Impact Events From Aerogel Collectors

Description: In January 2006, the Stardust mission will return the first samples from a solid solar-system body since Apollo, and the first samples of contemporary interstellar dust ever collected. Although sophisticated laboratory instruments exist for the analysis of Stardust samples, techniques for the recovery of particles and particle residues from aerogel collectors remain primitive. Here we describe our recent progress in developing techniques for extracting small volumes of aerogel, which we have called ''keystones,'' which completely contain particle impacts but minimize the damage to the surrounding aerogel collector. These keystones can be fixed to custom-designed micromachined silicon fixtures (so-called ''microforklifts''). In this configuration the samples are self-supporting, which can be advantageous in situations in which interference from a supporting substrate is undesirable. The keystones may also be extracted and placed onto a substrate without a fixture. We have also demonstrated the capability of homologously crushing these unmounted keystones for analysis techniques which demand flat samples.

Afghanistan: Current Issues and U.S. Policy

Description: The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

AIDS in Africa

Description: Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 25.3 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than 70% of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.

Application of Chemically Accelerated Biotreatment to Reduce Riskin Oil-Impacted Soils: Final Report

Description: The drilling and operation of gas/petroleum exploratory wells and the operations of natural gas and petroleum production wells generate a number of waste materials that are usually stored and/or processed at the drilling/operations site. Contaminated soils result from drilling operations, production operations, and pipeline breaks or leaks where crude oil and petroleum products are released into the surrounding soil or sediments. In many cases, intrinsic biochemical remediation of these contaminated soils is either not effective or is too slow to be an acceptable approach. This project targeted petroleum-impacted soil and other wastes, such as soil contaminated by: accidental release of petroleum and natural gas-associated organic wastes from pipelines or during transport of crude oil or natural gas; production wastes (such as produced waters, and/or fuels or product gas). Our research evaluated the process designated Chemically-Accelerated Biotreatment (CAB) that can be applied to remediate contaminated matrices, either on-site or in situ. The Gas Technology Institute (GTI) had previously developed a form of CAB for the remediation of hydrocarbons and metals at Manufactured Gas Plant (MGP) sites and this research project expanded its application into Exploration and Production (E&P) sites. The CAB treatment was developed in this project using risk-based endpoints, a.k.a. environmentally acceptable endpoints (EAE) as the treatment goal. This goal was evaluated, compared, and correlated to traditional analytical methods (Gas Chromatography (GC), High Precision Liquid Chromatography (HPLC), or Gas Chromatography-Mass Spectrometry (CGMS)). This project proved that CAB can be applied to remediate E&P contaminated soils to EAE, i.e. those concentrations of chemical contaminants in soil below which there is no adverse affect to human health or the environment. Assessment of Eligibility to National Register of Historic Places Building 431 Lawrence Livermore National Laboratory

Description: Lawrence Livermore National Laboratory (LLNL) proposes to demolish the original sections of Building 431 at its main site in Livermore, California. As this action will constitute an undertaking within the regulatory constraints of the National Historic Preservation Act, LLNL arranged for an assessment of the building's historic significance. This report provides a brief history of the magnetic fusion energy research activities housed in Building 431 and a historic assessment of the building. The final recommendation of the report is that, although Building 431 housed some significant breakthroughs in accelerator technology and magnetic mirror plasma confinement, it lacks integrity for the periods of significance of those developments. It is, therefore, not eligible to the National Register of Historic Places.

Association Health Plans, Health Marts and the Small Group Market for Health Insurance

Description: An estimated 41.2 million people were without health insurance in 2001. Legislation under consideration by the 108th and earlier Congresses is intended to assist small employers in offering health insurance as a benefit to their workers. A new bill, H.R. 4281, introduced on May 5, 2004, The Small Business Health Fairness Act of 2003 (H.R. 6601s. 545), and a number of bills from the earlier Congresses include provisions creating new groups for small firms to join or encouraging the growth of existing groups so that small employers can band together to offer coverage to their employees.

Beam Ion Driven Instabilities in NSTX

Description: A low-field, low-aspect-ratio device such as NSTX (National Spherical Torus Experiment) is an excellent testbed to study the ITER-relevant physics of fast-particle confinement that is of major importance for burning plasmas. The low Alfvin speed in NSTX offers a window to the super-Alfvinic regime expected in ITER. Effects such as the large FLR, orbit width, strong shaping, and high thermal and fast-ion betas make this effort a greater challenge. We report on the linear stability of different Alfvin eigenmode (AE) branches and compare theory with experimental data. Low-frequency MHD activities, {approx}100 kHz, on NSTX are often observed and identified as the toroidicity-induced AEs (TAE) driven by beam ions. Sometimes they are accompanied by beam ion losses in H-mode, high q(0) plasmas. Numerical analysis using the NOVA-K code shows good agreement with the experimental data. The TAE instability was compared in experiments on NSTX and DIII-D. With very similar plasma conditions, we tested the theoretical prediction that the toroidal mode number of the most unstable TAEs scales with the machine minor radius, n {approx} a. In NSTX, TAEs are observed with n = 1-2, whereas in DIII-D n = 4-7. The confirmation of n scaling validates the predictive capabilities of theoretical tools (NOVA-K) for studying ITER plasmas. In the high-frequency range, recent observations of rich sub-ion cyclotron frequency MHD activities in NSTX suggest that new instabilities are excited, which we identify as Global shear AEs (GAEs). Similar to the compressional AEs (CAEs), GAEs are destabilized by the Doppler-shifted cyclotron resonance in the presence of 80 keV neutral-beam injection. To simulate GAE/CAEs in realistic NSTX plasma conditions, we have developed a nonlinear hybrid kinetic-MHD code, HYM, which is capable of computing the mode structure, saturation, and energetic particle transport.

Description: This letter report is a supplement to the letter reports submitted previously under ECRs No. 2002-600-012 (Borrow Area C) and No. 2002-600-012a (CWC expansion). This letter report covers all areas that may be subject to surface disturbance under Alternative Groups A, B, C, D1, D2, D3, E1, E2, E3, and the No Action Alternative of the Hanford Solid Waste Environmental Impact Statement (HSW EIS), except for the following Low-Level Burial Grounds (LLBGs). The LLBGs proposed for use in the HSW EIS that are not subject of this letter report (218-W-3A, 218-W-3AE, 218-W 4B, 218-W-5, the developed portion of 218-W-4C, and the eastern half [except the northeastern corner] of 218-W-6 in the 200 West Area; and 218-E-10 and 218-E-12B in the 200 East Area) are surveyed annually. Annual letter reports concerning these are currently sent to Mr. Brett M. Barnes of Fluor Hanford, Inc. For the areas of surface disturbance described herein we provide a summary of field survey methods, survey results, and considerations and recommendations based on these results.

Bioterrorism: Preparedness Varied across State and Local Jurisdictions

Description: A letter report issued by the General Accounting Office with an abstract that begins "Much of the response to a bioterrorist attack would occur at the local level. Many local areas and their supporting state agencies, however, may not be adequately prepared to respond to such an attack. In the Public Health Improvement Act that was passed in 2000, Congress directed GAO to examine state and local preparedness for a bioterrorist attack. In this report GAO provides information on state and local preparedness and state and local concerns regarding the federal role in funding and improving preparedness. To gather this information, GAO visited seven cities and their respective state governments, reviewed documents, and interviewed officials. Cities are not identified because of the sensitive nature of this issue."

Business Systems Modernization: Summary of GAO's Assessment of the Department of Defense's Initial Business Enterprise Architecture

Description: Correspondence issued by the General Accounting Office with an abstract that begins "The Department of Defense (DOD) faces financial and related management problems that are pervasive, complex, long-standing, and deeply rooted in virtually all business operations throughout the department. These problems have impeded the department's ability to provide complete, reliable, and timely business information to the Congress, DOD managers, and other decision makers. Of the 25 areas on our governmentwide "high-risk" list, 6 are DOD program areas, and the department shares responsibility for 3 other high-risk areas that are governmentwide in scope. DOD's problems in each of these areas hinder the efficiency of operations, and leave the department vulnerable to fraud, waste, and abuse. For fiscal year 2003, DOD's information technology (IT) budget request was over $26 billion. More specifically, to support its business operations, DOD reports that it currently relies on about 2,300 systems, including accounting, acquisition, logistics, and personnel systems that will cost about $18 billion--nearly $5.2 billion for business systems and $12.8 billion primarily for business systems infrastructure--in fiscal year 2003 to operate, maintain, and modernize. As we have previously reported, this environment was not designed to be, but rather has evolved into, an overly complex and error-prone environment, including (1) little standardization across DOD, (2) multiple systems performing the same tasks, (3) the same data stored in multiple systems, and (4) manual data entry into multiple systems."
