A 6.3 T Bend Magnet for the Advanced Light Source

Description: The Advanced Light Source (ALS) is a 1.5 to 1.9 GeV high-brightness electron storage ring operating at Lawrence Berkeley Laboratory (LBL) that provides synchrotron radiation for a large variety of users. It Is proposed to replace three of the thirty six 1.5T, one meter long bend magnets with very sbort high-field superconductlng (SC) dipoles. These magnets would provide bend-magnet synchrotron radiation to six bcamlines with a critical energy of at least 6 keV that is much better suited for protein crystallography and other small-sample x-ray diffraction and adsorption studies, than is currently available at the ALS. The magnet design is described, including coil, yoke, magnetic field analysis, and cyrostat. A prototype magnet is under construction at LBL.

225-B Pool Cell 5 Liner Leak Investigation

Description: This document describes the actions taken to confirm and respond to a very small (0.046 ml/min) leak in the stainless steel liner of Hanford`s Waste Encapsulation and Storage Facility (WESF) storage pool cell 5 in Building 225-B. Manual level measurements confirmed a consistent weekly accumulation of 0.46 liters of water in the leak detection grid sump below the pool cell 5 liner. Video inspections and samples point to the capsule storage pool as the source of the water. The present leak rate corresponds to a decrease of only 0.002 inches per week in the pool cell water level, and consequently does not threaten any catastrophic loss of pool cell shielding and cooling water. The configuration of the pool cell liner, sump system, and associated risers will limit the short-term consequences of even a total liner breach to a loss of 1 inch in pool cell level. The small amount of demineralized pool cell water which has been in contact with the concrete structure is not enough to cause significant structural damage. However, ongoing water-concrete interaction increases. The pool cell leak detection sump instrumentation will be modified to improve monitoring of the leak rate in the future. Weekly manual sump level measurements continue in the interim. Contingency plans are in place to relocate the pool cell 5 capsules if the leak worsens.

Acceleration using total internal reflection

Description: This report considers the use of a dielectric slab undergoing total internal reflection as an accelerating structure for charged particle beams. We examine the functional dependence of the electromagnetic fields above the surface of the dielectric for polarized incident waves. We present an experimental arrangement for testing the performance of the method, using apparatus under construction for the Grating Acceleration experiment at Brookhaven National Laboratory. 13 refs., 4 figs., 2 tabs.

Achieving the Security, Environmental, and Economic Potential of Bioenergy

Description: A group of business, government, environmental and academic leaders convened in a dialogue by the Aspen Institute proposed a series of actions to promote the widespread commercialization of both corn and cellulosic ethanol to improve energy security, the environment, and the economy. Co-chaired by Booz Allen Hamilton Vice President and former CIA Director R. James Woolsey and former Congressman Tom Ewing (R. IL), they developed a series of recommendations involving improved crop yields, processing of biomass into ethanol, manufacture of more cars that can burn either ethanol or gasoline, and the provision of ethanol pumps at more filling stations. Their report, "A High Growth Strategy for Ethanol, includes a discussion of the potential of ethanol, the group's recommendations, and a series of discussion papers commissioned for the dialogue.

Advanced technologies for remote sensing imaging applications

Description: Generating and returning imagery from great distances has been generally associated with national security activities, with emphasis on reliability of system operation. (While the introduction of such capabilities was usually characterized by high levels of innovation, the evolution of such systems has followed the classical track of proliferation of ``standardized items`` expressing ever more incremental technological advances.) Recent focusing of interest on the use of remote imaging systems for commercial and scientific purposes can be expected to induce comparatively rapid advances along the axes of efficiency and technological sophistication, respectively. This paper reviews the most basic reasons for expecting the next decade of advances to dwarf the impressive accomplishments of the past ten years. The impact of these advances clearly will be felt in all major areas of large-scale human endeavor, commercial, military and scientific.

Analysis for Eccentric Multi Canister Overpack (MCO) Drops at the Canister Storage Building (CSB) (CSB-S-0073)

Description: The purpose of this report is to investigate the potential for damage to the multi-canister overpack (MCO) during impact from an eccentric accidental drop onto the standard storage tube, overpack storage tube, service station or sampling/weld station. Damage to the storage tube and sample/weld station is beyond the scope of this report. The results of this analysis are required to show the following: (1) If a breach resulting in unacceptable release of contamination could occur in the MCO. (2) If the dropped MCO could become stuck in the storage tube after the drop. (3) Maximum deceleration of the spent nuclear fuel baskets. The model appropriate for the standard storage tubes with the smaller gap is the basis for the analysis and results reported herein in this SNF-5204, revision 2 report. Revision 1 of this report is based on a model that includes the larger gap appropriate for the overpack tubes.

Analysis of Potential Energy Saving and CO2 Emission Reduction of Home Appliances and Commercial Equipments in China

Description: China is now the world's largest producer and consumer of household appliances and commercial equipment. To address the growth of electricity use of the appliances, China has implemented a series of minimum energy performance standards (MEPS) for 30 appliances, and voluntary energy efficiency label for 40 products. Further, in 2005, China started a mandatory energy information label that covers 19 products to date. However, the impact of these standard and labeling programs and their savings potential has not been evaluated on a consistent basis. This research involved modeling to estimate the energy saving and CO{sub 2} emission reduction potential of the appliances standard and labeling program for products for which standards are currently in place, or under development and those proposed for development in 2010. Two scenarios that have been developed differ primarily in the pace and stringency of MEPS development. The 'Continued Improvement Scenario' (CIS) reflects the likely pace of post-2009 MEPS revisions, and the likely improvement at each revision step considering the technical limitation of the technology. The 'Best Practice Scenario' (BPS) examined the potential of an achievement of international best practice MEPS in 2014. This paper concludes that under the 'CIS' of regularly scheduled MEPS revisions to 2030, cumulative electricity consumption could be reduced by 9503 TWh, and annual CO{sub 2} emissions would be 16% lower than in the frozen efficiency scenario. Under a 'BPS' scenario for a subset of products, cumulative electricity savings would be 5450 TWh and annual CO{sub 2} emissions reduction would be 35% lower than in the frozen scenario.

ANALYSIS OF VAPORS FROM METHYLENE CHLORIDE EXTRACTS OF NUCLEAR GRADE HEPA FILTER FIBERGLASS SAMPLES

Description: While several organic compounds were detected in the vapor samples used in the reenactment of the preparation of mounts from the extracts of nuclear grade high-efficiency particulate air filter fiberglass samples, the most significant species present in the samples were methylene chloride, phenol, phenol-d6, and 2-fluorophenol. These species were all known to be present in the extracts, but were expected to have evaporated during the preparation of the mounts, as the mounts appeared to be dry before any vapor was collected. These species were present at the following percentages of their respective occupational exposure limits: methylene chloride, 2%; phenol, 0.4%; and phenol-d6, 0.6%. However, there is no established limit for 2-fluorophenol. Several other compounds were detected at low levels for which, as in the case of 2-fluorophenol, there are no established permissible exposure limits. These compounds include 2-chlorophenol; N-nitroso-1-propanamine; 2-fluoro-1,1{prime}-biphenyl; 1,2-dihydroacenaphthylene; 2,5-cyclohexadiene-1,4-dione,2,6-bis(1,1-dimethylethyl); trimethyl oxirane; n-propylpropanamine; 2-(Propylamino)ethanol; 4-methoxy-1-butene; 6-methyl-5-hepten-2-one; and 3,4-dimethylpyridine. Some of these were among those added as surrogates or spike standards as part ofthe Advanced Technologies and Laboratories International, Inc. preparation ofthe extract of the HEPA filter media and are indicated as such in the data tables in Section 2, Results; other compounds found were not previously known to be present. The main inorganic species detected (sulfate, sodium, and sulfur) are also consistent with species added in the preparation of the methylene chloride extract of the high-efficiency particulate air sample.

Annotated Bibliography for the MATADOR Project

Description: The MATADOR project is focused on developing methods to infer the operational mode of facilities that have the potential to be used in weapons development programs. Our central hypothesis is that by persistent, non-intrusive monitoring of such facilities, differences between various use scenarios can be reliably discovered. The impact of success in this area is that new tools and techniques for monitoring and treaty verification would make it easier to reliably discover and document weapons development activities. This document captures the literature that will serve as a basis to approach this task. The relevant literature is divided into topical areas that relate to the various aspects of expected MATADOR project development. We have found that very little work that is directly applicable for our purposes has been published, which has motivated the development of novel methods under the project. Therefore, the manuscripts referenced in this document were selected based on their potential use as foundational blocks for the methods we anticipate developing, or so that we can understand the limitations of existing methods.

Application of mid-infrared spectroscopy to the identification of materials and to the determination of surface coatings

Description: A small user friendly, light-weight, field hardened, computer controlled device for performing infrared spectroscopic analysis, with high sensitivity of trace contamination on surfaces, has recently been defined by Lockheed Martin Energy Systems, Inc. The National Aeronautics and Space Administration at Marshall Space Flight Center, Alabama (NASA/MSFC) initiated a development contract to field a production model of this device with Surface Optics Corporation, San Diego, California in order to certify the sandblasted inner surface of solid rocket motor casings to be free of both hydrocarbon grease and silicone oils at levels approaching 1 milligram per square foot. Through contracts with Lockheed Martin Energy Systems, Inc., the Army acquired a prototype of this instrument, which was used for optimizing the performance with respect to detecting trace organic contamination on sandblasted metal surfaces. That prototype has since been upgraded to incorporate the refinements discovered in its use, and is presently being field tested by the Army at the Corpus Christi Army Depot (CCAD). Referred to as a surface inspection machine-infrared (SIMIR or SOC 400), this device employs a miniature Fourier transform Infrared spectrometer (FTIRS) with very efficient diffuse reflectance optics to provide reflectance spectra of surfaces measured relative to some reference surface. These spectra are capable of yielding qualitative and quantitative chemical information from a host of surfaces that has imminently practical applications in the determination of surface identification, contamination, and degradation. The performance of the SIMIR and its initial applications to surface inspection at CCAD that include sandblasted metal surfaces, as well as, detection of contamination on other metal finishes such as black oxide finished steel.

Applications of IR Thermography in Capturing Thermal Transients and Other High-Speed Thermal Events

Description: The high-speed, snap-shot mode, and the external triggering capability of an IR camera allows thermal transients to be captured. These advanced features were used to capture thermal transients during electrical breakdown of ZnO varistors and to freeze the rotation of an automobile disk brake in order to study thermoplastic instability in the braking system. The IR camera also showed the thermoplastic effect during cyclic fatigue testing of a glass matrix composite.
