Bioterrorism: Preparedness Varied across State and Local Jurisdictions

Description: A letter report issued by the General Accounting Office with an abstract that begins "Much of the response to a bioterrorist attack would occur at the local level. Many local areas and their supporting state agencies, however, may not be adequately prepared to respond to such an attack. In the Public Health Improvement Act that was passed in 2000, Congress directed GAO to examine state and local preparedness for a bioterrorist attack. In this report GAO provides information on state and local preparedness and state and local concerns regarding the federal role in funding and improving preparedness. To gather this information, GAO visited seven cities and their respective state governments, reviewed documents, and interviewed officials. Cities are not identified because of the sensitive nature of this issue."

Business Systems Modernization: Summary of GAO's Assessment of the Department of Defense's Initial Business Enterprise Architecture

Description: Correspondence issued by the General Accounting Office with an abstract that begins "The Department of Defense (DOD) faces financial and related management problems that are pervasive, complex, long-standing, and deeply rooted in virtually all business operations throughout the department. These problems have impeded the department's ability to provide complete, reliable, and timely business information to the Congress, DOD managers, and other decision makers. Of the 25 areas on our governmentwide "high-risk" list, 6 are DOD program areas, and the department shares responsibility for 3 other high-risk areas that are governmentwide in scope. DOD's problems in each of these areas hinder the efficiency of operations, and leave the department vulnerable to fraud, waste, and abuse. For fiscal year 2003, DOD's information technology (IT) budget request was over $26 billion. More specifically, to support its business operations, DOD reports that it currently relies on about 2,300 systems, including accounting, acquisition, logistics, and personnel systems that will cost about $18 billion--nearly $5.2 billion for business systems and $12.8 billion primarily for business systems infrastructure--in fiscal year 2003 to operate, maintain, and modernize. As we have previously reported, this environment was not designed to be, but rather has evolved into, an overly complex and error-prone environment, including (1) little standardization across DOD, (2) multiple systems performing the same tasks, (3) the same data stored in multiple systems, and (4) manual data entry into multiple systems."

Compact of Free Association: Single Audits Demonstrate Accountability Problems over Compact Funds

Description: A letter report issued by the General Accounting Office with an abstract that begins "In 1986, the United States entered into a Compact of Free Association (Compact) that provided about $2.1 billion in U.S. assistance from 1987 through 2003 to the Pacific Island nations of the Federated States of Micronesia (FSM) and the Republic of the Marshall Islands (RMI). Compliance and Collection: Challenges for IRS in Reversing Trends and Implementing New Initiatives

Embassy Construction: Process for Determining Staffing Requirements Needs Improvement

As of April 1, 2003, the United States had pledged $1.65 billion to the Fund and is expected to remain its single largest donor. In this study, GAO was asked to assess (1) the Fund's progress in developing governance structures; (2) the systems that the Fund has developed for ensuring financial accountability, monitoring and evaluating grant projects, and procuring goods and services; (3) the Fund's efforts to raise money; and (4) its grant-making process. In responding to our draft report, the Fund, the Department of Health and Human Services, the Department of State, and the U.S. Agency for International Development agreed with our findings."

Military Housing: Opportunity for Reducing Planned Military Construction Costs for Barracks

Description: Correspondence issued by the General Accounting Office with an abstract that begins "We are reviewing the Department of Defense's (DOD) management of its unaccompanied enlisted permanent party housing, commonly referred to as barracks for unmarried servicemembers. We understand that over the next few years the services plan to eliminate barracks with gang latrines and provide private sleeping rooms (meet DOD's 1+1 barracks design standard) for all permanent party servicemembers. The Navy has an additional goal to provide barracks for sailors who currently live aboard ships when in homeport. To implement these goals, the services plan to spend about $6 billion over the next 7 years to construct new barracks. In addition to reviewing the services' plans and exploring opportunities for reducing costs, one of our objectives is to assess the consistency of and the rationale behind the services' barracks occupancy requirements. While we expect to complete our review of DOD's management of military barracks early in 2003, the purpose of this interim report is to bring to the attention Secretary of Defense the widely varying standards among the services regarding who should live in barracks, the effect this can have on program costs and quality of life, and the apparently out-of-date policy guidance on this subject. Timely resolution of these matters could potentially affect future budget decisions."

Military Readiness: DOD Needs a Clear and Defined Process for Setting Aircraft Availability Goals in the New Security Environment

Description: A letter report issued by the General Accounting Office with an abstract that begins "The attacks on September 11, 2001, show that threats to U.S. security can now come from any number of terrorist groups, at any number of locations, and in wholly unexpected ways. As a result, the Department of Defense (DOD) is shifting to a new defense strategy focused on dealing with uncertainty by acting quickly across a wide range of combat conditions. One key ingredient of the new strategy is the availability of aircraft to carry out their missions. Key measures of availability include the percentage of time an aircraft can perform at least one or all of its assigned missions, termed the "mission capable" (MC) and "full mission capable" (FMC) rates, respectively. GAO examined whether key DOD aircraft have been able to meet MC and FMC goals in recent years, and DOD's process for setting aircraft availability goals."

Overseas Presence: Rightsizing Framework Can Be Applied at U.S. Diplomatic Posts in Developing Countries

Description: A letter report issued by the General Accounting Office with an abstract that begins "Since the mid-1990s, GAO has highlighted the need for the Department of State and other agencies to establish a systematic process for determining their overseas staffing levels. To support this long-standing need and in support of the President's Management Agenda, GAO developed a framework for assessing overseas workforce size and identified options for rightsizing. Because the framework was largely based on work at the U.S. embassy in Paris, GAO was asked to determine whether the rightsizing framework is applicable at U.S. embassies in developing countries. To accomplish this objective, we visited three U.S. embassies in West Africa--a medium-sized post in Dakar, Senegal; and two small embassies in Banjul, The Gambia; and Nouakchott, Mauritania--and applied the framework and its corresponding questions there."

Overseas Presence: Systematic Processes Needed to Rightsize Posts and Guide Embassy Construction
