The Andean Trade Preference Act: Background and Issues for Reauthorization

Description: On December 4, 1991, President George Bush signed into law the Andean Trade Preference Act (ATPA) to counter illicit drug production and trade in Latin America. For ten years, it has provided preferential, mostly duty-free, treatment of selected U.S. imports from Bolivia, Colombia, Ecuador, and Peru. The goal of ATPA is to encourage increased exports, thereby promoting development and providing an incentive for Andean farmers and other workers to pursue economic alternatives to the drug trade. This report discusses the ATPA, its background, and issues regarding its potential reauthorization.

Brazilian Trade Policy and the United States

Description: As the largest and one of the most influential countries in Latin America, Brazil has emerged as a leading voice for developing countries in setting regional and multilateral trade agendas. Brazil is critical of U.S. trade policies such as the Byrd Amendment (repealed, but program in effect until October 1, 2007), which directs duties from trade remedy cases to affected industries, the administration of trade remedy rules, and what it considers to be discriminatory treatment in the U.S. expansion of free trade agreements in Latin America. Despite the differences, both countries recognize the potential for important gains to be had from mutually acceptable trade liberalization at all levels.

This report discusses the issue in relation to the U.S. State Department's April 2009 Country Report on Terrorism; Colombian President Hugo Chávez's sympathies with terrorist groups and lack of cooperation on antiterrorism efforts; growing U.S. concern over activities of terrorist groups Hezbollah and Hamas in the tri-border area of Argentina, Brazil, and Paraguay; and various legislative initiatives related to Latin American terrorism issues being considered by the 112th Congress.

Peace Talks in Colombia

Trans-Pacific Partnership (TPP) Countries: Comparative Trade and Economic Analysis

Description: The Trans-Pacific Partnership (TPP) is a proposed regional free trade agreement (FTA) currently under negotiation between Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore, the United States, and Vietnam. The negotiating partners have expressed an interest in allowing this proposed “living agreement” to cover new trade topics and to include new members that are willing to adopt the proposed agreement's high standards. This report provides a comparative economic analysis of the TPP countries and their economic relations with the United States. It suggests that the TPP negotiating partners encompass great diversity in population, economic development, and trade and investment patterns with the United States. This economic diversity and inclusion of fast-growing emerging markets presents both opportunities and challenges for the United States in achieving a comprehensive and high standard regional FTA among TPP countries.
