41. DISCOVERY, SEARCH, AND COMMUNICATION OF TEXTUAL KNOWLEDGE RESOURCES IN DISTRIBUTED SYSTEMS a. Discovering and Utilizing Knowledge Sources for Metasearch Knowledge Systems

Description: Advanced Natural Language Processing Tools for Web Information Retrieval, Content Analysis, and Synthesis. The goal of this SBIR was to implement and evaluate several advanced Natural Language Processing (NLP) tools and techniques to enhance the precision and relevance of search results by analyzing and augmenting search queries and by helping to organize the search output obtained from heterogeneous databases and web pages containing textual information of interest to DOE and the scientific-technical user communities in general. The SBIR investigated 1) the incorporation of spelling checkers in search applications, 2) identification of significant phrases and concepts using a combination of linguistic and statistical techniques, and 3) enhancement of the query interface and search retrieval results through the use of semantic resources, such as thesauri. A search program with a flexible query interface was developed to search reference databases with the objective of enhancing search results from web queries or queries of specialized search systems such as DOE's Information Bridge. The DOE ETDE/INIS Joint Thesaurus was processed to create a searchable database. Term frequencies and term co-occurrences were used to enhance the web information retrieval by providing algorithmically-derived objective criteria to organize relevant documents into clusters containing significant terms. A thesaurus provides an authoritative overview and classification of a field of knowledge. By organizing the results of a search using the thesaurus terminology, the output is more meaningful than when the results are just organized based on the terms that co-occur in the retrieved documents, some of which may not be significant. An attempt was made to take advantage of the hierarchy provided by broader and narrower terms, as well as other field-specific information in the thesauri. Sustaining knowledge in the neutron generator community and benchmarking study.

Description: In 2004, the Responsive Neutron Generator Product Deployment department embarked upon a partnership with the Systems Engineering and Analysis knowledge management (KM) team to develop knowledge management systems for the neutron generator (NG) community. This partnership continues today. The most recent challenge was to improve the current KM system (KMS) development approach by identifying a process that will allow staff members to capture knowledge as they learn it. This 'as-you-go' approach will lead to a sustainable KM process for the NG community. This paper presents a historical overview of NG KMSs, as well as research conducted to move toward sustainable KM.

Understanding knowledge management and organizational adaptation and the influencing effects of trust and industrial cluster.

Description: Due to rapid environmental change, today's business requires a more collaborative management to ensure positive performance. One of the important means that can help firms adapt successfully to a changing environment is knowledge management. The management of information and knowledge as key to retaining competitive advantage and has recently evolved into a more strategically focused research topic for both business and academic study. Managing knowledge, however, is deemed difficult because many companies recognize the importance of their proprietary knowledge and are not willing to share it freely. Recognizing this weakness, many countries have promoted the development of regional clusters where firms can co-develop their competences and competitive advantage against the world's best competitors by sharing knowledge, resources, and innovative capabilities. Other than industrial clusters, trust is also considered an important factor in knowledge management study. Trust reduces the need to monitor others' behaviors, formalize procedures, and it lowers transaction costs. At the macro level, trust can enhance organizations' core competencies and sustain their competitive advantages through co-evolution. This may occur through the development of group collaborations, cooperative relationships, and networks. The study adopted a field survey research method and used multiple regressions as the data analysis technique. The dependent variable in the study was organizational adaptation, while the independent variables were knowledge management, trust and industrial cluster. Data were collected using survey of key informants from 943 companies. The results of the analysis suggested that knowledge management does have significant influence on organizational adaptation and both industrial cluster and trust impact on organizational learning activities. The major contribution of this study is that it offers a more holistic approach in studying knowledge management by adding a new element: knowledge applying.
