Final report to the President on oil supply shortages during 1979

Description: Stockpile levels at the beginning of 1979, imports during the first half of the year, and inventory management were primarily responsible for the oil supply shortage in the spring and summer of 1979. There was a 3.1% reduction in oil supply in May to July of 1979 relative to the same period in 1978, and a 0.2% reduction relative to 1977. Mass-spectrometric measurements for nuclear safeguards

Description: The need of an on-site inspection device to provide isotopic ratio measurements led to the development of a quadrupole mass spectrometer mounted in a van. This mobile laboratory has the ability, through the use of the resin bead technique, to acquire, prepare, and analyze samples of interest to nuclear safeguards. Experimental /sup 233/U nondestructive assay with a random driver

Description: Nondestructive assay (NDA) of /sup 233/U in quantities up to 15 grams containing 7 ppM /sup 232/U age 2 years was investigated with a random driver. A passive singles counting technique showed a reproducibility within 0.2% at the 95% confidence level. This technique would be applicable throughout a process in which all of the /sup 233/U had the same /sup 232/U content at the same age. Applications of Kalman Filtering to nuclear material control. [Kalman filtering and linear smoothing for detecting nuclear material losses]

Description: The feasibility of using modern state estimation techniques (specifically Kalman Filtering and Linear Smoothing) to detect losses of material from material balance areas is evaluated. Automated calibrations and dynamic corrections for differential pressure transmitters

Description: A large reprocessing plant is a complex operation with dynamic inventories being required to provide for timely detection of attempted diversion of nuclear materials. The real-time, on-line process measurement capability controls the effectiveness of the dynamic techniques. An economical method to eliminate bias and significantly improve process differential pressure transmitter measurements is evaluated. Errors up to 1.0% have been reduced to less than 0.1%

Extrinsic and intrinsic complexities of the Los Alamos Plutonium Processing Facility

Description: Analysis of the data obtained in one year of plutonium accounting at Los Alamos reveals significant complexity. Much of this complexity arises from the complexity of the processes themselves. Additional complexity is induced by errors in the data entry process.
