Characterization of mercury forms in contaminated floodplain soils

Description: The chemical form or speciation of Hg in the floodplain soils of the East Fork Poplar Creek in Oak Ridge TN, a site contaminated from past industrial activity, was investigated. Hg speciation in the soils is an important factor in controlling the fate and effect of mercury at the site and in assessing human health and ecological risk. Application of 3 different sequential extraction speciation schemes indicated the Hg at the site was predominantly relatively insoluble mercuric sulfide or metallic Hg, though the relative proportions of each did not agree well between procedures. Application of x-ray and electron beam studies to site soils confirmed the presence of metacinnabar, a form of mercuric sulfide, the first known evidence of authigenic mercuric sulfide formation in soils.

Issues relating to spent nuclear fuel storage on the Oak Ridge Reservation

Description: Currently, about 2,800 metric tons of spent nuclear fuel (SNF) is stored in the US, 1,000 kg of SNF (or about 0.03% of the nation`s total) are stored at the US Department of Energy (DOE) complex in Oak Ridge, Tennessee. However small the total quantity of material stored at Oak Ridge, some of the material is quite singular in character and, thus, poses unique management concerns. The various types of SNF stored at Oak Ridge will be discussed including: (1) High-Flux Isotope Reactor (HFIR) and future Advanced Neutron Source (ANS) fuels; (2) Material Testing Reactor (MTR) fuels, including Bulk Shielding Reactor (BSR) and Oak Ridge Research Reactor (ORR) fuels; (3) Molten Salt Reactor Experiment (MSRE) fuel; (4) Homogeneous Reactor Experiment (HRE) fuel; (5) Miscellaneous SNF stored in Oak Ridge National Laboratory`s (ORNL`s) Solid Waste Storage Areas (SWSAs); (6) SNF stored in the Y-12 Plant 9720-5 Warehouse including Health. Physics Reactor (HPRR), Space Nuclear Auxiliary Power (SNAP-) 10A, and DOE Demonstration Reactor fuels.

Non-invasive shallow seismic source comparison for hazardous waste site investigations

Description: Many commonly used shallow seismic sources are unacceptable for hazardous waste site investigations because they risk exhumation of contaminants in the soil, they add contaminants (e.g. lead) which are not allowed by regulations, or they add new migration paths for contaminants. Furthermore, recently developed high frequency vibrators for shallow investigations could be more effective at some sites than non-invasive impulsive sources because of their ability to tailor the source spectrum and reduce interference. The authors show preliminary results of a comparison test of eight non-invasive impulsive and swept sources in preparation for seismic reflection profiling on the Oak Ridge Reservation, Tennessee. Well log data are used to determine geologic contacts and to generate synthetic seismograms for the site. Common midpoint (CMP) seismic data for each source were collected at 95 geophone groups from 125 shot points along a 400m test line. Hydrophone data were obtained at 1.5m spacing between 61m and 133m depth in a hole near the center of the CMP line. As of March, 1994, brute stacks have been completed for three of the eight sources. Depth penetration is demonstrated in brute stacks and shot gathers, which show a 200ms reflector for all of the sources tested along portions of the line. Source effectiveness will also be evaluated by comparing images of several shallower reflectors (40--150ms) which are apparent in many of the records. Imaging of these reflectors appears to depend upon the ability of the source to generate sufficient high frequency energy (>100 Hz).

Sampling of resident earthworms using mustard expellant to evaluate ecological risk at a mixed hazardous and radioactive waste site

Description: As residents of contaminated soils and as prey for many species of wildlife, earthworms can serve as integrative biomonitors of soil contamination, which is biologically available to the terrestrial food chain. The assessment of contaminants within earthworm tissue provides a more realistic measurement of the potential biological hazards and ecological risks than physical and chemical measurements of soil. A unique sampling procedure using a mixture of ground mustard powder and water was implemented for cost-effectively collecting earthworms without digging; the procedure minimized occupational exposure to soil contaminants and reduced the quantity of investigation-derived wastes. The study site is located at a closed burial ground for low-level radioactive waste and transuranic waste that lies within the Valley and Ridge Physiographic Province of East Tennessee. Earthworms were maintained in the laboratory for four days to allow passage of the contents of the digestive tract. Earthworm body burdens, castings, and soil were analyzed for gamma-emitting radioisotopes (potassium 40, cobalt 60, cesium 137), strontium 90, trace metals (arsenic, cadmium, chromium, mercury, lead, and selenium), and polychlorinated biphenyls (PCBs). Ecological effects of soil contamination on the earthworms were also assessed through analysis of weight, abundance, and reproductive success.

Seismic analysis of submerged spent fuel storage structure

Description: The purpose of this calculation is to provide structural integrity analysis for the loaded new spent fuel rack arrays against possible seismic excitation. The seismic design calculation is based on the UCRL-15910 spectrum with peak ground acceleration of 0.32g and 5% damping. This spectrum may be considered as an upper bound of the newly developed Oak Ridge site-specific spectrum with 0.29g peak ground acceleration and 5% damping. Both are more conservative than the current design basis seismic acceleration of 0.15g for HFIR. The calculation is carried out by using ABAQUS version 5.2 and the response spectrum option. Since the new racks are to be submerged in HFIR pool, the pool water induced virtual mass has been conservatively taken into consideration. The result shows that if the silo buckling is regarded as failure than, with 95% confidence, the 5% probability of failure ground acceleration is as much as 2.334g. As compared with the design basis of 0.32g, the structure is very safe against earthquake.

Environmental monitoring and surveillance on the Oak Ridge Reservation: 1993 Data

Description: Environmental monitoring and surveillance are conducted on the Oak Ridge Reservation and its environs throughout the year. Environmental monitoring ensures that (1) the reservation is a safe place to work, (2) activities on the reservation do not adversely affect the neighboring communities, and (3) compliance is made with federal and state regulations. This document is a compilation of the monitoring and surveillance data for calendar year 1993. It is a tool for analysts in the fields of environmental monitoring and environmental restoration. The summary information found in the annual site environmental report was drawn from the contents of summary in this document.

An implementation of SAS{reg_sign} in an environmental information system

Description: This paper describes a software environmental database information system that uses SAS to process data and ORACLE{reg_sign} as the relational database management system (RDBMS). The hardware includes a network of UNIX-based servers and workstations. The relational database consists of large tables containing envionmental measurement data, as well as other smaller tables with reference, metadata and internal administrative information. The data come in a variety of formats and must be converted to conform to the system`s standards. SAS/ACCESS{sub {reg_sign}} and PROC SQL are used extensively in the data processing.

Tritium Tracer Movement as an Analogy for Pump and Treat Remediation

Description: There has been debate over effectiveness of groundwater pump and treat remediation. The goal of the following discussion is to present evidence from a tracer test that illustrates the difficulty in removing contaminants from fractured shale that is typical of portions of the DOE-Oak Ridge Reservation (ORR). This report provides a brief prelude to more detailed analysis that is in progress. Attempts to remediate groundwater contamination with pump and treat technology have been hampered by difficulties in removing contaminants in slow flow zones. There is interest in using this remediation method on the ORR because it is an existing technology. However, this setting provides a rather extreme contrast between fast flow zones (fractures) and slow flow zones (the matrix surrounding the fractures). Over the past few years, the authors have begun to develop an understanding of how contaminants move in fractures and how contaminant exchange between the fracture and matrix occurs. In particular, they have evidence from a long term tritium tracer test that has direct bearing on potential success or failure of pump and treat remediation in fractured rocks.

Waste generation forecast for DOE-ORO`s Environmental Restoration OR-1 Project: FY 1995-FY 2002, September 1994 revision

Description: A comprehensive waste-forecasting task was initiated in FY 1991 to provide a consistent, documented estimate of the volumes of waste expected to be generated as a result of U.S. Department of Energy-Oak Ridge Operations (DOE-ORO) Environmental Restoration (ER) OR-1 Project activities. Continual changes in the scope and schedules for remedial action (RA) and decontamination and decommissioning (D&D) activities have required that an integrated data base system be developed that can be easily revised to keep pace with changes and provide appropriate tabular and graphical output. The output can then be analyzed and used to drive planning assumptions for treatment, storage, and disposal (TSD) facilities. The results of this forecasting effort and a description of the data base developed to support it are provided herein. The initial waste-generation forecast results were compiled in November 1991. Since the initial forecast report, the forecast data have been revised annually. This report reflects revisions as of September 1994.

Oak Ridge Reservation, annual site environmental report for 1993

Description: The US DOE currently oversees activities on the Oak Ridge Reservation, a government-owned, contractor-operated facility. Three sites compose the reservation; Y-12, Oak Ridge National Laboratory, and K-25. This document contains a summary of environmental monitoring activities on the Oak Ridge Reservation (ORR) and its surroundings. The results summarized in this report are based on the data collected during calendar year (CY) 1993 and compiled in; Environmental Monitoring in the Oak Ridge Reservation: CY 1993 Results. Annual environmental monitoring on the ORR consists of two major activities: effluent monitoring and environmental surveillance. Effluent monitoring is the collection and analysis of samples or measurements of liquid, gaseous, or airborne effluents for the purpose of characterizing and quantifying contaminants and process stream characteristics, assessing radiation and chemical exposures to members of the public, and demonstrating compliance with applicable standards. Environmental surveillance is the collection and analysis of samples of air, water, soil, foodstuffs, biota, and other media from DOE sites and their environs and the measurement of external radiation for purposes of demonstrating compliance with applicable standards, assessing radiation and chemical exposures to members of the public, and assessing effects, if any, on the local environment.

Oak Ridge reservation, annual site environmental report summary for 1993

Description: The U.S. Department of Energy requires annual site environmental reports from facilities that operate under its auspices. To fulfill that requirement, such an annual report is published for the Oak Ridge Reservation, which comprises three major sites, each of which has unique monitoring requirements in addition to many shared obligations. As a result, the report is complex and highly detailed. Annual site environmental reports are public documents that are read by government regulators, scientists, engineers, business people, special interest groups, and members of the public at large. For that reason, the reports need to be accessible to a variety of audiences in addition to being accurate and complete. This pamphlet summarizes environmental activities on the reservation, which for some readers may be adequate; for those who seek more detail, it will lend coherence to their approach to the report itself. The content of this summary was taken from Oak Ridge Reservation Annual Site Environmental Report for 1993. Results of the many environmental monitoring and surveillance activities are detailed in this report.

Thermal decomposition of mercuric sulfide

Description: The rate of thermal decomposition of mercuric sulfide (HgS) has been measured at temperatures from 265 to 345 C. These data have been analyzed using a first-order chemical reaction model for the time dependence of the reaction and the Arrhenius equation for the temperature dependence of the rate constant. Using this information, the activation energy for the reaction was found to be 55 kcal/mol. Significant reaction vessel surface effects obscured the functional form of the time dependence of the initial portion of the reaction. The data and the resulting time-temperature reaction-rate model were used to predict the decomposition rate of HgS as a function of time and temperature in thermal treatment systems. Data from large-scale thermal treatment studies already completed were interpreted in terms of the results of this study. While the data from the large-scale thermal treatment studies were consistent with the data from this report, mass transport effects may have contributed to the residual amount of mercury which remained in the soil after most of the large-scale runs.

Field performance of the Walker Branch throughfall displacement experiment

Description: The authors are conducting a large-scale manipulative field experiments in an upland oak forest on the Walker Branch Watershed in eastern Tennessee USA to identify important ecosystem responses that might result from future precipitation changes. The manipulation of soil moisture is being implemented by a gravity-driven transfer of throughfall precipitation from one treatment plot to another. Throughfall is intercepted in {approx} 2,000 subcanopy troughs (0.3 x 5 m) suspended above the forest floor of the dry plots ({approx} 33% of the ground area is covered) and transferred by gravity flow across an ambient plot for subsequent distribution onto the wet treatment plot. Percent soil water is being monitored with time domain reflectometers at 310 sampling locations across the site. The experimental system is able to produce statistically significant differences in soil water content in years having both extremely dry and extremely wet conditions. Furthermore, comparisons of pre- and post-installation soil temperature measurements have documented the ability of the experimental design to produce these changes without changing the microclimate of the forest understory.

Corrosion monitoring in the UF{sub 6} cylinder yards at the Oak Ridge K-25 Site: FY 1994 report

Description: Depleted uranium hexafluoride (UF{sub 6}) at the U.S. Department of Energy`s K-25 Site at Oak Ridge, Tennessee, has been stored in large steel cylinders that have undergone significant atmospheric corrosion damage over the last 35 years. A detailed experimental program to characterize the corrosion damage was initiated in 1992. Large amounts of corrosion scale and deep pits are found to cover UF{sub 6} cylinder surfaces. Ultrasonic wall thickness measurements have shown uniform corrosion losses up to 20 mils (0.5 mm) and pits up to 100 mils (2.5 mm) deep. Electrical resistance corrosion probes, TOW sensors, and thermocouples have been attached to cylinder bodies. Atmospheric conditions are monitored using rain gauges, relative humidity sensors, and thermocouples. Long-term (16-year) data are being obtained from mild steel corrosion coupons on test racks as well as attached directly to cylinder surfaces. Corrosion rates have been found to be intimately related to the times-of-wetness, both tending to be higher on cylinder tops due to apparent sheltering effects. Data from the various tests are compared, discrepancies are discussed, and a pattern of cylinder corrosion as a function of cylinder position and location is described.

Design/Installation and Structural Integrity Assessment of Bethel Valley Low-Level Waste collection and transfer system upgrade for Building 3092 (central off-gas scrubber facility) at Oak Ridge National Laboratory

Description: This document describes and assesses planned modifications to be made to the Building 3092 Central Off-Gas Scrubber Facility of the Oak Ridge National Laboratory, Oak Ridge, Tennessee. The modifications are made in response to the requirements of 40CFR264 Subpart J, relating to environmental protection requirements for buried tank systems. The modifications include the provision of a new scrubber recirculation tank in a new, below ground, lined concrete vault, replacing an existing recirculation sump that does not provide double containment. A new buried, double contained pipeline is provided to permit discharge of spent scrubber recirculation fluid to the Central Waste Collection Header. The new vault, tank, and discharge line are provided with leak detection and provisions to remove accumulated liquid. Ne scrubber recirculation pumps, piping, and accessories are also provided. This assessment concludes that the planned modifications comply with applicable requirements of 40CFR264 Subpart J, as set forth in Appendix F to the Federal Facility Agreement, Docket No. 89-04-FF, covering the Oak Ridge Reservation. A formal design certification statement is included herein on Page 53, a certification covering the installation shall be executed prior to placing the modified facility into service.

Description: This edition of the Lockheed Martin Energy Systems, Inc., (Energy Systems) Groundwater Program Annual Report summarizes the work carried out by the Energy Systems Groundwater Program Office (GWPO) for fiscal year (FY) 1994. The GWPO is responsible for coordination and oversight for all components of the groundwater programs at the three Oak Ridge facilities [Oak Ridge National Laboratory (ORNL), the Oak Ridge Y-12 Plant, and the Oak Ridge K-25 Site], as well as the Paducah and Portsmouth Gaseous Diffusion Plants (PGDP and PORTS, respectively.) This report describes the administrative framework of the GWPO including staffing, organization, and funding sources. In addition, summaries are provided of activities involving the Technical Support staff at the five facilities. Finally, the results of basic investigations designed to improve our understanding of the major processes governing groundwater flow and contaminant migration on the Oak Ridge Reservation (ORR) are reported. Bald eagle habitat suitability on Melton Hill Reservoir and the Clinch River

Description: The area around Melton Hill Reservoir and sections of the Clinch River along the Oak Ridge Reservation (ORR) provide suitable habitat for bald eagles for both breeding and wintering activities. Primary limitations on habitat suitability appear to be human activity in aquatic habitats and along shoreline areas, and human development along shoreline areas. ORR provides the majority of the suitable habitat because shoreline development is very limited. Four eagle management strategies discussed for ORR include planning development away from high-quality habitats, allowing forest stands near water to mature, conducting timber stand improvement to foster growth and development in pines and hardwoods, and using introductions to foster the development of a breeding population. The primary objective of this project was to make a qualitative assessment of bald eagle habitat suitability along Melton Hill Reservoir and the Clinch River and in adjacent areas on the ORR, including the proposed Advanced Neutron Source site. This survey`s aim was to provide ORR managers with an indication of whether suitable habitat exists and, if so, where it occurs on ORR. This information should provide the basis for incorporating eagle management into the overall ORR land management plan.

Chemical Safety Vulnerability Working Group report. Volume 2

Description: The Chemical Safety Vulnerability (CSV) Working Group was established to identify adverse conditions involving hazardous chemicals at DOE facilities that might result in fires or explosions, release of hazardous chemicals to the environment, or exposure of workers or the public to chemicals. A CSV Review was conducted in 148 facilities at 29 sites. Eight generic vulnerabilities were documented related to: abandoned chemicals and chemical residuals; past chemical spills and ground releases; characterization of legacy chemicals and wastes; disposition of legacy chemicals; storage facilities and conditions; condition of facilities and support systems; unanalyzed and unaddressed hazards; and inventory control and tracking. Weaknesses in five programmatic areas were also identified related to: management commitment and planning; chemical safety management programs; aging facilities that continue to operate; nonoperating facilities awaiting deactivation; and resource allocations. Volume 2 consists of seven appendices containing the following: Tasking memorandums; Project plan for the CSV Review; Field verification guide for the CSV Review; Field verification report, Lawrence Livermore National Lab.; Field verification report, Oak Ridge Reservation; Field verification report, Savannah River Site; and the Field verification report, Hanford Site.

Environmentally Sensitive Areas Surveys Program threatened and endangered species survey: Progress report. Environmental Restoration Program

Description: The Endangered Species Act (originally passed in 1973) is a Federal statute that protects both animal and plant species. The Endangered Species Act identifies species which are, without careful management, in danger of becoming extinct and species that are considered threatened. Along with the designation of threatened or endangered, the Endangered Species Act provides for the identification of appropriate habitat for these species. Since 1993, the United States Department of Energy`s (DOE) Environmental Restoration (ER) Program has supported a program to survey the Oak Ridge Reservation (ORR) for threatened and endangered species. The Environmentally Sensitive Areas Surveys Program initiated vascular plant surveys during fiscal year 1993 and vertebrate animal surveys during fiscal year 1994 to determine the baseline condition of threatened and endangered species on the ORR at the present time. Data collected during these surveys are currently aiding Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Remedial Investigations on the ORR. They also provide data for ER and Waste Management decision documents, ensure that decisions have technical and legal defensibility, provide a baseline for ensuring compliance with principal legal requirements and will increase public confidence in DOE`s adherence to all related environmental resources rules, laws, regulations, and instructions. This report discusses the progress to date of the threatened and endangered species surveys of the ORR.

Estimating exposure of terrestrial wildlife to contaminants

Description: This report describes generalized models for the estimation of contaminant exposure experienced by wildlife on the Oak Ridge Reservation. The primary exposure pathway considered is oral ingestion, e.g. the consumption of contaminated food, water, or soil. Exposure through dermal absorption and inhalation are special cases and are not considered hereIN. Because wildlife mobile and generally consume diverse diets and because environmental contamination is not spatial homogeneous, factors to account for variation in diet, movement, and contaminant distribution have been incorporated into the models. To facilitate the use and application of the models, life history parameters necessary to estimate exposure are summarized for 15 common wildlife species. Finally, to display the application of the models, exposure estimates were calculated for four species using data from a source operable unit on the Oak Ridge Reservation.

Final report for the pilot-scale thermal treatment of Lower East Fork Poplar Creek floodplain soils

Description: IT Corporation (IT) was contracted by Martin Marietta Energy Systems, Inc. (Energy Systems) to perform a pilot-scale demonstration of the effectiveness of thermal desorption as a remedial technology for removing mercury from the Lower East Fork Poplar Creek (LEFPC) floodplain soil. Previous laboratory studies by Energy Systems suggested that this technology could reduce mercury to very low levels. This pilot-scale demonstration study was initiated to verify on an engineering scale the performance of thermal desorption. This report includes the details of the demonstration study, including descriptions of experimental equipment and procedures, test conditions, sampling and analysis, quality assurance (QA), detailed test results, and an engineering assessment of a conceptual full-scale treatment facility. The specific project tasks addressed in this report were performed between October 1993 and June 1994. These tasks include soil receipt, preparation, and characterization; prepilot (bench-scale) desorption tests; front-end materials handling tests; pilot tests; back-end materials handling tests; residuals treatment; and engineering scale-up assessment.

Analytical results are included of both soil and creek bed samples for the following contaminants: metals; metals (TCLP); uranium; gross alpha/beta; and polychlorinated biphenyls.
