Pacific Northwest and Alaska Regional Bioenergy Program : Five Year Report, 1985-1990.

Description: This five-year report describes activities of the Pacific Northwest and Alaska Regional Bioenergy Program between 1985 and 1990. Begun in 1979, this Regional Bioenergy Program became the model for the nation's four other regional bioenergy programs in 1983. Within the time span of this report, the Pacific Northwest and Alaska Regional Bioenergy Program has undertaken a number of applied research and technology projects, and supported and guided the work of its five participating state energy programs. During this period, the Regional Bioenergy Program has brought together public- and private-sector organizations to promote the use of local biomass and municipal-waste energy resources and technologies. This report claims information on the mission, goals and accomplishments of the Regional Bioenergy Program. It describes the biomass projects conducted by the individual states of the region, and summarizes the results of the programs technical studies. Publications from both the state and regional projects are listed. The report goes on to consider future efforts of the Regional Bioenergy Program under its challenging assignment. Research activities include: forest residue estimates; Landsat biomass mapping; woody biomass plantations; industrial wood-fuel market; residential space heating with wood; materials recovery of residues; co-firing wood chips with coal; biomass fuel characterization; wood-boosted geothermal power plants; wood gasification; municipal solid wastes to energy; woodstove study; slash burning; forest depletion; and technology transfer. 9 figs., 6 tabs.

Global Spent Fuel Logistics Systems Study (GSFLS). Volume 3A. GSFLS technical analysis (appendix). Interim report

Description: This report is a part of the interim report documentation for the Global Spent Fuel Logistics System (GSFLS) study. The technical and financial considerations underlying a global spent fuel logistics systems have been studied and are reported. The Pacific Basin is used as a model throughout this report; however the stated methodology and, in many cases, considerations and conclusions are applicable to other global regions. Spent fuel discharge profiles for Pacific Basin Countries were used to determine the technical systems requirements for alternative concepts. Functional analyses and flows were generated to define both system design requirements and logistics parameters. A technology review was made to ascertain the state-of-the-art of relevant GSFLS technical systems. Modular GSFLS facility designs were developed using the information generated from the functional analysis and technology review. The modular facility designs were used as a basis for siting and cost estimates for various GSFLS alternatives. Various GSFLS concepts were analyzed from a financial and economic perspective in order to provide total concepts costs and ascertain financial and economic sensitivities to key GSFLS variations. Results of the study include quantification of GSFLS facility and hardware requirements; drawings of relevant GSFLS facility designs; system cost estimates; financial reports - including user service charges; and comparative analyses of various GSFLS alternatives.

Pressurized fluidized-bed combustion technology exchange workshop

Description: The pressurized fluidized-bed combustion technology exchange workshop was held June 5 and 6, 1979, at The Meadowlands Hilton Hotel, Secaucus, New Jersey. Eleven papers have been entered individually into EDB and ERA. The papers include reviews of the US DOE and EPRI programs in this area and papers by Swedish, West German, British and American organizations. The British papers concern the joint program of the USA, UK and FRG at Leatherhead. The key factor in several papers is the use of fluidized bed combustors, gas turbines, and steam turbines in combined-cycle power plants. One paper examines several combined-cycle alternatives. (LTN)

Structure and chemistry of coals: calorimetric analyses. [Wetting heat]

Description: Heats of immersion (h/sub i/) of coals have been shown to be a valuable means of investigating structure and chemistry of coals. This report outlines some of the factors involved. Lower ranked coals imbibe more liquids (i.e., H/sub 2/O) onto more polar sites (carbonyl, phenolic, etc.) than higher ranked coals. Mineral matter reacts strongly with polar liquids (i.e., H/sub 2/O) giving rise to enhanced h/sub i/. Grinding of coals not only decreases particle size but modifies the coal structure to an increasing degree dependent upon the extent and severity of grinding. The magnitude of h/sub i/ and the rate of reaction are both modified consistent with the existence of a shrinking core or unperturbed coal structure serving as substrate to which the modified (less ordered) material is bound. Chemical (alkali) attack seems to loosen the coal structure markedly to allow enhanced access to fluid reagents. These exploratory studies have shown that calorimetric analyses similar to those developed and used by A.C. Zettlemoyer and his coworkers are excellent means for elucidating the structure and chemistry of coals and related materials.

Studying the Underlying Event in Drell-Yan and High Transverse Momentum Jet Production at the Tevatron

Description: We study the underlying event in proton-antiproton collisions by examining the behavior of charged particles (transverse momentum p{sub T} > 0.5 GeV/c, pseudorapidity |{eta}| < 1) produced in association with large transverse momentum jets ({approx}2.2 fb{sup -1}) or with Drell-Yan lepton-pairs ({approx}2.7 fb{sup -1}) in the Z-boson mass region (70 < M(pair) < 110 GeV/c{sup 2}) as measured by CDF at 1.96 TeV center-of-mass energy. We use the direction of the lepton-pair (in Drell-Yan production) or the leading jet (in high-p{sub T} jet production) in each event to define three regions of {eta}-{phi} space; toward, away, and transverse, where {phi} is the azimuthal scattering angle. For Drell-Yan production (excluding the leptons) both the toward and transverse regions are very sensitive to the underlying event. In high-p{sub T} jet production the transverse region is very sensitive to the underlying event and is separated into a MAX and MIN transverse region, which helps separate the hard component (initial and final-state radiation) from the beam-beam remnant and multiple parton interaction components of the scattering. The data are corrected to the particle level to remove detector effects and are then compared with several QCD Monte-Carlo models. The goal of this analysis is to provide data that can be used to test and improve the QCD Monte-Carlo models of the underlying event that are used to simulate hadron-hadron collisions.

Performance Demonstration Program Plan for Nondestructive Assay of Drummed Wastes for the TRU Waste Characterization Program

Description: Each testing and analytical facility performing waste characterization activities for the Waste Isolation Pilot Plant (WIPP) participates in the Performance Demonstration Program (PDP) to comply with the Transuranic Waste Acceptance Criteria for the Waste Isolation Pilot Plant (WAC) (DOE/WIPP-02-3122) and the Quality Assurance Program Document (QAPD) (CBFO-94-1012). The PDP serves as a quality control check for data generated in the characterization of waste destined for WIPP. Single blind audit samples are prepared and distributed to each of the facilities participating in the PDP. The PDP evaluates analyses of simulated headspace gases, constituents of the Resource Conservation and Recovery Act (RCRA), and transuranic (TRU) radionuclides using nondestructive assay (NDA) techniques.

Description: UPDATE is published by the Office of Coordination and Special Projects, Office of Nuclear Reactor Programs, to provide a quick reference source on the current status of nuclear powerplant construction and operation in the United States and for information on the fuel cycle, economics, and performance of nuclear generating units. Corrective Action Investigation Plan for Corrective Action Unit 204: Storage Bunkers, Nevada Test Site, Nevada (December 2002, Revision No.: 0), Including Record of Technical Change No. 1

Description: The Corrective Action Investigation Plan contains the U.S. Department of Energy, National Nuclear Security Administration Nevada Operations Office's approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 204 under the Federal Facility Agreement and Consent Order. Corrective Action Unit 204 is located on the Nevada Test Site approximately 65 miles northwest of Las Vegas, Nevada. This CAU is comprised of six Corrective Action Sites (CASs) which include: 01-34-01, Underground Instrument House Bunker; 02-34-01, Instrument Bunker; 03-34-01, Underground Bunker; 05-18-02, Chemical Explosives Storage; 05-33-01, Kay Blockhouse; 05-99-02, Explosive Storage Bunker. Based on site history, process knowledge, and previous field efforts, contaminants of potential concern for Corrective Action Unit 204 collectively include radionuclides, beryllium, high explosives, lead, polychlorinated biphenyls, total petroleum hydrocarbons, silver, warfarin, and zinc phosphide. The primary question for the investigation is: ''Are existing data sufficient to evaluate appropriate corrective actions?'' To address this question, resolution of two decision statements is required. Decision I is to ''Define the nature of contamination'' by identifying any contamination above preliminary action levels (PALs); Decision II is to ''Determine the extent of contamination identified above PALs. If PALs are not exceeded, the investigation is completed. If PALs are exceeded, then Decision II must be resolved. In addition, data will be obtained to support waste management decisions. Field activities will include radiological land area surveys, geophysical surveys to identify any subsurface metallic and nonmetallic debris, field screening for applicable contaminants of potential concern, collection and analysis of surface and subsurface soil samples from biased locations, and step-out sampling to define the extent of contamination, as necessary. The results of this field investigation will support a defensible evaluation of corrective action alternatives in the corrective action decision document.

Description: This Corrective Action Decision Document (CADD) has been prepared for Corrective Action Unit (CAU) 423, Building 03-60 Underground Discharge Point (UDP) in accordance with the Federal Facility Agreement and Consent Order (FFACO) of 1996 that was agreed to by the US Department of Energy, Nevada Operations Office (DOE/NV); the Nevada Division of Environmental Protection (NDEP); and the U.S Department of Defense (FFACO, 1996). The CADD provides or references the specific information necessary to recommend a preferred corrective action for the single Corrective Action Site (CAS), 03-02-002-0308, within CAU 423. Corrective Action Unit 423 is located at the Tonopah Test Range (TTR), Nevada. The TTR is approximately 255 kilometers (km) (140 miles[mi]) northwest of Las Vegas, Nevada. The UDP is approximately 73 meters (m) (240 feet [ft]) northwest of the northwest corner of Building 03-60, the Auto Maintenance Shop. Corrective Action Unit 423 is comprised of the UDP and an associated discharge line extending from Building 03-60. The UDP received waste oil products from the Auto Maintenance Shop, a light-duty fleet maintenance shop in the Area 3 compound, from 1965 to 1989 or 1990 (DOE/NV, 1997).

CORRECTIVE ACTION DECISION DOCUMENT FOR THE AREA 3 LANDFILL COMPLEX, TONOPAH TEST RANGE, CAU 424, REVISION 0, MARCH 1998

Description: This Corrective Action Decision Document (CADD) has been prepared for the Area 3 Landfill Complex (Corrective Action Unit [CAU] 424) in accordance with the Federal Facility Agreement and Consent Order (FFACO) of 1996. Corrective Action Unit 424 is located at the Tonopah Test Range (TTR) and is comprised of the following Corrective Action Sites (CASs), each an individual landfill located around and within the perimeter of the Area 3 Compound (DOE/NV, 1996a): (1) Landfill A3-1 is CAS No. 03-08-001-A301. (2) Landfill A3-2 is CAS No. 03-08-002-A302. (3) Landfill A3-3 is CAS No. 03-08-002-A303. (4) Landfill A3-4 is CAS No. 03-08-002-A304. (5) Landfill A3-5 is CAS No. 03-08-002-A305. (6) Landfill A3-6 is CAS No. 03-08-002-A306. (7) Landfill A3-7 is CAS No. 03-08-002-A307. (8) Landfill A3-8 is CAS No. 03-08-002-A308. The purpose of this CADD is to identify and provide a rationale for the selection of a recommended corrective action alternative for each CAS. The scope of this CADD consists of the following: (1) Develop corrective action objectives. (2) Identify corrective action alternative screening criteria. (3) Develop corrective action alternatives. (4) Perform detailed and comparative evaluations of the corrective action alternatives in relation to the corrective action objectives and screening criteria. (6) Recommend and justify a preferred corrective action alternative for each CAS. In June and July 1997, a corrective action investigation was performed as set forth in the Corrective Action Investigation Plan (CAIP) for CAU No. 424: Area 3 Landfill Complex, Tonopah Test Range, Nevada (DOE/NV, 1997). Corrective Action Investigation Plan for Corrective Action Unit 135: Area 25 Underground Storage Tanks, Nevada Test Site, Nevada

Description: This CAIP presents a plan to investigate the nature and extent of the contaminants of potential concern (COPCs) at CAU 135. The purpose of the corrective action investigation described in this CAIP is to: (1) Identify the presence and nature of COPCs; (2) Determine the location of radiological contamination within the vault and determine the extent of COPCs in the sump area and on the floor; and (3) Provide sufficient information and data to develop and evaluate appropriate corrective actions for CAS 25-02-01. This CAIP was developed using the U.S. Environmental Protection Agency's (EPA) Data Quality Objectives (DQOs) (EPA, 1994) process to clearly define the goals for collecting environmental data, to determine data uses, and to design a data collection program that will satisfy these uses. A DQO scoping meeting was held prior to preparation of this plan; a brief summary of the DQOs is presented in Section 3.4. A more detailed summary of the DQO process and results is included in Appendix A.
