Quarterly Progress Report - Biological Monitoring Program for East Fork Poplar Creek

Description: In May 1985, a National Pollutant Discharge Elimination System (NPDES) permit was issued for the Oak Ridge Y-12 National Security Complex (formerly the Oak Ridge Y-12 Plant). As a condition of the permit, a Biological Monitoring and Abatement Program (BMAP) was developed to demonstrate that the effluent limitations established for the Y-12 Complex protect the classified uses of the receiving stream (East Fork Poplar Creek; EFPC), in particular, the growth and propagation of aquatic life (Loar et al. 1989). A second objective of the BMAP is to document the ecological effects resulting from the implementation of a water pollution control program designed to eliminate direct discharges of wastewaters to EFPC and to minimize the inadvertent release of pollutants to the environment. Because of the complex nature of the discharges to EFPC and the temporal and spatial variability in the composition of the discharges, a comprehensive, integrated approach to biological monitoring was developed. Tanks Focus Area site needs assessment FY 2000

Description: This report documents the process used by the Tanks Focus Area (TFA) to analyze and develop responses to technology needs submitted by five major U.S. Department of Energy (DOE) sites with radioactive tank waste problems, and the initial results of the analysis. The sites are the Hanford Site, Idaho National Engineering and Environmental Laboratory (INEEL), Oak Ridge Reservation (ORR), Savannah River Site (SRS), and West Valley Demonstration Project (WVDP). During the past year, the TFA established a link with DOE's Fernald site to exchange, on a continuing basis, mutually beneficial technical information and assistance.

Glass formulation development and testing for the vitrification of Oak Ridge tank waste

Description: As part of joint project between the Oak Ridge National Laboratory (ORNL) and the Savannah River Technology Center (SRTC), radioactive waste from four different ORNL tank farms will be immobilized. This work, which is funded by the DOE Office of Science and Technology, is designed to create a direct comparison between grouting and vitrification technologies. SRTC efforts have been focused on developing and testing glass formulations for the vitrification of the tank wastes. The radioactive waste is from four different ORNL tank farms: Melton Valley Storage Tanks (MVST), Bethel Valley Evaporator Service Tanks (BVEST), Gunite and Associated Tanks (GAAT), and Old Hydrafracture Tanks (OHF). The sludges in these tanks contain transuranic radionuclides at levels which will make the final waste form (at reasonable waste loadings) TRU. Glass is an acceptable waste form because of its ability to accept a wide variety of components into its network structure. This is important since the waste varies significantly from tank to tank and from tank farm to tank farm. Therefore, glass formulation efforts have centered on developing a formulation that is robust enough to handle large fluctuations in waste composition. Crucible studies have been performed with simulated GAAT, MVST and BVEST sludges. The results of these tests indicate that high waste loadings can be obtained in the glass to significantly reduce the waste volume. Glass Waste Forms for Oak Ridge Tank Wastes: Fiscal Year 1997 Report for Task Plan SR-16WT-31, Task A

Description: Through the Tanks Focus Area, the Office of Science and Technology has funded the Savannah River Technology Center (SRTC) and the Oak Ridge National Laboratory (ORNL) to develop formulations which can incorporate sludges from Oak Ridge (OR) Tank Farms into an immobilized waste form. SRTC has been developing a glass waste form, while ORNL has been developing a grout waste form for the tank farms sludges. The four tank farms included in this task are: Melton Valley Storage Tanks (MVST), Bethel Valley Evaporator Service Tanks (BVEST), Gunite and Associated Tanks (GAAT)and Old Hydrofracture Tanks (OHF). The first element of the SRTC task for FY97 was to develop a glass formulation to immobilize a blended sludge from the MVST and the BVEST. ORNL had previously developed a soda-lime-silicate (SLS) glass for the MVST sludge. SRTC has reproduced this work and expanded on it for the blended MVST/BVEST sludge. SRTC also performed a durability test on the resultant glasses. The normalized sodium and silicon leachate concentrations for the soda lime silica glasses readily met the Environmental Assessment glass (a borosilicate glass) benchmark limits for these two elements. Additional efforts at the SRTC included the verification of the glass formulation prior to the ORNL radioactive demonstration and technical consultations during the radioactive demonstration. However, the major emphasis for SRTC in FY97 was on the second element of this task, the overall blended average of the tank farms. The second element focused on developing a glass formulation which would immobilize a sludge with a composition obtained from averaging the contents of all four tank farms (composite composition). Phase I Archaeological Survey of Parcel ED-3 and Historic Assessement of the Happy Valley Worker Camp Roane County, Tennessee

Description: Parcel ED-3 was the location of a portion of 'Happy Valley', a temporary worker housing area occupied from 1943 to 1947 during the construction of the K-25 Oak Ridge Gaseous Diffusion Plant. The project was carried out under subcontract for the Department of Energy. The survey report will be used in the preparation of an Environmental Assessment under the National Environmental Policy Act (NEPA). New South Associates conducted a Phase I Archaeological Survey of Parcel ED-3 at the US Department of Energy's Oak Ridge Reservation in Roane County, Tennessee. The survey was conducted in two parts. The first survey was carried out in 2008 and covered an area measuring approximately 110 acres. The second survey took place in 2009 and focused on 72 acres west of the first survey area. The objective of the surveys was to identify any archaeological remains associated with Happy Valley and any additional sites on the property and to assess these sites for National Register eligibility. New South Associates also conducted a historic assessment to gather information on Happy Valley. This historic assessment was used in conjunction with the archaeological survey to evaluate the significance of the Happy Valley site. Archaeological remains of Happy Valley were located throughout the parcel, but no additional sites were located. The official state site number for Happy Valley is 40RE577. During the two surveys a total of 13 artifact concentrations, 14 isolated finds, and 75 structural features were located. Due to the Happy Valley's stron gassociation with the Manhattan Project, the site is recommended eligible for the National Register of Historic Places under Criterion A.

Sampling and analysis of the inactive waste tanks TH-2, WC-1, and WC-15. Environmental Restoration Program

Description: Thirty-eight inactive liquid low-level radioactive waste tanks are currently managed by the Environmental Restoration Program of Oak Ridge National Laboratory. The contents of these tanks are to be characterized in preparation for future corrective actions and remediation activities as part of compliance with the pending Federal Facility Agreement for the Oak Ridge Reservation. Twenty-nine of these tanks were sampled and analyzed in 1989. Three of the tanks (TH-2, WC-1, and WC-15) were not accessible from the surface and thus were not sampled until 1990. This report presents the sampling and analytical results of that campaign. All three tanks in this report had negligible regulatory organic compounds in the samples that were collected. There were no US Environmental Protection Agency (EPA) Target Compound List (TCL) constituents for volatile organics detected in any of the aqueous samples. The only semivolatile organics detected were 2-chlorophenol (52 {mu}g/L) in tank TH-2 and dichloroethane (14--15 {mu}g/L) and diethyl either (15--17 {mu}g/L) in tank WC-15. A thin oil layer was discovered floating on top of the aqueous contents in tank WC-15. The analysis of the oil layer detected no volatile organics and showed only one EPA TCL constituent, di-n-butylphthalate, at 1900 {mu}g/L. Low levels of Resource Conservation and Recovery Act (RCRA) metals were observed in the samples from tank TH-2, but only the mercury level exceeded the RCRA limit. Samples from tank WC-1 had elevated levels of the RCRA metals barium, chromium, and lead. There were also finely suspended particles in one of the samples from tank WC-1, which was filtered and analyzed separately. This solid fines have levels of transuranium elements {sup 238}Pu and {sup 241}Am high enough to classified as transuranic waste.

Survey of protected vascular plants on the Oak Ridge Reservation, Oak Ridge, Tennessee

Description: Vascular plant surveys were initiated during fiscal year 1992 by the environmentally sensitive areas program to determine the baseline condition of threatened and endangered (T&E) vascular plant species on the Oak Ridge Reservation (ORR). T&E species receive protection under federal and state regulations. In addition, the National Environmental Policy Act (NEPA) requires that federally-funded projects avoid or mitigate impacts to listed species. T&E plant species found on or near the U.S. Department of Energy`s (DOE) Oak Ridge Reservation (ORR) are identified. Twenty-eight species identified on the ORR are listed by the Tennessee Department of Environment and Conservation as either endangered, threatened, or of special concern. Four of these have been under review by the U.S. Fish and Wildlife Service for possible listing (listed in the formerly-used C2 candidate category). Additional species listed by the state occur near and may be present on the ORR. A range of habitats support the rare taxa on the ORR: river bluffs, sinkholes, calcareous barrens, wetlands, utility corridors, and forests. The list of T&E plant species and their locations on the ORR should be considered provisional because the entire ORR has not been surveyed, and state and federal status of all species continues to be updated. The purpose of this document is to present information on the listed T&E plant species currently known to occur on the ORR as well as listed species potentially occurring on the ORR based on geographic range and habitat availability. For the purpose of this report, {open_quotes}T&E species{close_quotes} include all federal- and state-listed species, including candidates for listing, and species of special concern. Consideration of T&E plant habitats is an important component of resource management and land-use planning; protection of rare species in their natural habitat is the best method of ensuring their long-term survival.

Natural Areas Analysis and Evaluation: Oak Ridge Reservation

Description: EXECUTIVE SUMMARY The Oak Ridge Reservation, encompassing 33,639 acres in the Valley and Ridge Physiographic Province of East Tennessee, has long been known for its unfragmented forests and high biodiversity. Many areas on the Reservation have been recognized as important natural areas, but no comprehensive treatment has been performed to evaluate the relative significance and importance of these areas compared to each other. The present study was conducted to develop a set of guidelines for evaluating the natural value of specific areas, to evaluate all the terrestrial areas that are currently delineated, and to rank all areas according to their relative biodiversity importance. All available data, reports and site-specific information relevant to Reservation lands, including Tennessee Division of Natural Areas database information, were evaluated and field work was conducted. Methodologies and criteria for assessment and evaluation of areas were developed; categories of criteria were devised; and a ranking system for evaluation of natural areas was produced. There were 70 areas evaluated during the study. The system is flexible, dynamic and easily revised to reflect updated and new information and interpretations. Eight categories of evaluation factors were established and used to characterize each site. These were the following: size of area, number or status taxa present, number of Endangered and Threatened taxa present, rarity of the Endangered and Threatened taxa on the Reservation, community diversity, site integrity and quality, disturbance and threat levels, and other significant features and factors. Each category generally consisted of a 5-point ranking scale from 0-4, allowing for a possible composite score of 32, with higher ranked, more important, sites attaining higher scores. Aquatic Natural Areas Analysis and Evaluation: Oak Ridge Reservation

Description: This report presents an assessment of the natural area value of eight Aquatic Natural Areas (ANAs) and seven Aquatic Reference Areas (ARAs) on the Oak Ridge Reservation (ORR) in Anderson and Roane Counties in east Tennessee. It follows a previous study in 2009 that analyzed and evaluated terrestrial natural areas on the Reservation. The purpose of both studies was to evaluate and rank those specially designated areas on the Reservation that contain sensitive species, special habitats, and natural area value. Natural areas receive special protections through established statutes, regulations, and policies. The ORR contains 33,542 acres (13,574 ha) administered by the Department of Energy. The surface waters of the Reservation range from 1st-order to 5th-order streams, but the majority of the streams recognized as ANAs and ARAs are 1st- and 2nd-order streams. East Fork Poplar Creek is a 4th-order stream and the largest watershed that drains Reservation lands. All the waters of the Reservation eventually reach the Clinch River on the southern and western boundaries of the ORR. All available information was collected, synthesized, and evaluated. Field observations were made to support and supplement the available information. Geographic information system mapping techniques were used to develop several quantitative attributes about the study areas. Narrative descriptions of each ANA and ARA and tables of numerical data were prepared. Criteria for assessment and evaluation were developed, and eight categories of factors were devised to produce a ranking system. The evaluation factors used in the ranking system were: (A) size of area, (B) percentage of watershed protected, (C) taxa present with protected status, (D) overall biotic diversity, (E) stream features, (F) water quality and use support ratings, (G) disturbance regime, and (H) other factors. 2010 Remediation Effectiveness Report for the U.S. Department of Energy Oak Ridge Reservation, Oak Ridge, Tennessee - Data and Evaluations

Description: Under the requirements of the Oak Ridge Reservation (ORR) Federal Facility Agreement (FFA) established between the U.S. Department of Energy (DOE), the U.S. Environmental Protection Agency, (EPA) and the Tennessee Department of Environment and Conservation (TDEC) in 1992, all environmental restoration activities on the ORR are performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). Since the 1990s, the environmental restoration activities have experienced a gradual shift from characterization to remediation. As this has occurred, it has been determined that the assessment of the individual and cumulative performance of all ORR CERCLA remedial actions (RAs) is most effectively tracked in a single document. The Remediation Effectiveness Report (RER) is an FFA document intended to collate all ORR CERCLA decision requirements, compare pre- and post-remediation conditions at CERCLA sites, and present the results of any required post-decision remediation effectiveness monitoring. 2011 Remediation Effectiveness Report for the U.S. Department of Energy Oak Ridge Reservation, Oak Ridge, Tennessee - Data and Evaluations

Description: Under the requirements of the Oak Ridge Reservation (ORR) Federal Facility Agreement (FFA) established between the U.S. Department of Energy (DOE), the U.S. Environmental Protection Agency, (EPA) and the Tennessee Department of Environment and Conservation (TDEC) in 1992, all environmental restoration activities on the ORR are performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). Since the 1990s, the environmental restoration activities have experienced a gradual shift from characterization to remediation. As this has occurred, it has been determined that the assessment of the individual and cumulative performance of all ORR CERCLA remedial actions (RAs) is most effectively tracked in a single document. The Remediation Effectiveness Report (RER) is an FFA document intended to collate all ORR CERCLA decision requirements, compare pre- and post-remediation conditions at CERCLA sites, and present the results of any required post-decision remediation effectiveness monitoring. Environmental Compliance and Protection Program Description Oak Ridge, Tennessee

Description: The objective of the Environmental Compliance and Protection (EC and P) Program Description (PD) is to establish minimum environmental compliance requirements and natural resources protection goals for the Bechtel Jacobs Company LLC (BJC) Oak Ridge Environmental Management Cleanup Contract (EMCC) Contract Number DE-AC05-98OR22700-M198. This PD establishes the work practices necessary to ensure protection of the environment during the performance of EMCC work activities on the US Department of Energy's (DOE's) Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee, by BJC employees and subcontractor personnel. Both BJC and subcontractor personnel are required to implement this PD. A majority of the decontamination and demolition (D and D) activities and media (e.g., soil and groundwater) remediation response actions at DOE sites on the ORR are conducted under the authority of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). CERCLA activities are governed by individual CERCLA decision documents (e.g., Record of Decision [ROD] or Action Memorandum) and according to requirements stated in the Federal Facility Agreement for the Oak Ridge Reservation (DOE 1992). Applicable or relevant and appropriate requirements (ARARs) for the selected remedy are the requirements for environmental remediation responses (e.g., removal actions and remedial actions) conducted under CERCLA.

Fiscal Year 2009 Phased Construction Completion Report for EU Z2-36 in Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee

Description: The purpose of this Phased Construction Completion Report (PCCR) is to present fiscal year (FY) 2009 results of Dynamic Verification Strategy (DVS) characterization activities for exposure unit (EU) Z2-36 in Zone 2 at the East Tennessee technology Park (ETTP). The ETTP is located in the northwest corner of the US Department of Energy (DOE) Oak Ridge Reservation in Oak Ridge, Tennessee and encompasses approximately 5000 acres that have been subdivided into three zones--Zone 1 ({approx} 1400 acres), Zone 2 ({approx} 800 acres), and the Boundary Area ({approx} 2800 acres). Zone 2 comprises the highly industrial portion of ETTP and consists of all formerly secured areas of the facility, including the large processing buildings and direct support facilities; experimental laboratories and chemical and materials handling facilities; materials storage and waste disposal facilities; secure document records libraries; and shipping and receiving warehouses. The Record of Decision for Soil, Buried Waste, and Subsurface Structure Actions in Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee (DOE 2005) (Zone 2 ROD) specifies the future end use for Zone 2 acreage as uncontrolled industrial for the upper 10 ft of soils. Characterization activities in these areas were conducted in compliance with the Zone 2 ROD and the DVS and data quality objectives (DQOs) presented in the Main Plant Group DQO Scoping Package (July 2006) and the Remedial Design Report/Remedial Action Work Plan for Zone 2 Soils, Slabs, and Subsurface Structures, East Tennessee Technology Park, Oak Ridge, Tennessee (DOE 2007a) (Zone 2 RDR/RAWP). Oak Ridge Reservation Annual Site Environmental Report for 2009

Description: The Oak Ridge Reservation Annual Site Environmental Report is prepared animally and presents summary environmental data to (1) characterize environmental performance, (2) summarize environmental occurrences reported during the year, (3) confirm compliance with environmental standards and requirements, and (4) highlight significant program activities. The report fulfills the requirement contained in DOE Order 231.1 A, Environment, Safety and Health Reporting (DOE 2004) that an integrated annual site environmental report be prepared. The results summarized in this report are based on data collected prior to and through 2009. This report is not intended to nor does it present the results of all environmental monitoring associated with the ORR. Data collected for other site and regulatory purposes, such as environmental restoration/remedial investigation reports, waste management characterization sampling data, and environmental permit compliance data, are presented in other documents that have been prepared in accordance with applicable DOE guidance and/or laws and are referenced herein as appropriate. Appendix A to this report identifies corrections to the 2008 report. Appendix B contains a glossary of technical terms that may be useful for understanding the terminology used in this document. Environmental Management Waste Management Facility Waste Lot Profile 155.5 for K-1015-A Laundry Pit, East Tennessee Technology Park Oak Ridge, Tennessee

Description: In 1989, the Oak Ridge Reservation (ORR), which includes the East Tennessee Technology Park (ETTP), was placed on the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) National Priorities List. The Federal Facility Agreement (FFA) (DOE 1992), effective January 1, 1992, now governs environmental restoration activities conducted under CERCLA at the ORR. Following signing of the FFA, U.S. Department of Energy (DOE), U.S. Environmental Protection Agency (EPA), and the state of Tennessee signed the Oak Ridge Accelerated Cleanup Plan Agreement on June 18, 2003. The purpose of this agreement is to define a streamlined decision-making process to facilitate the accelerated implementation of cleanup, to resolve ORR milestone issues, and to establish future actions necessary to complete the accelerated cleanup plan by the end of fiscal year 2008. While the FFA continues to serve as the overall regulatory framework for remediation, the Accelerated Cleanup Plan Agreement supplements existing requirements to streamline the decision-making process. The disposal of the K-1015 Laundry Pit waste will be executed in accordance with the 'Record of Decision for Soil, Buried Waste, and Subsurface Structure Actions in Zone, 2, East Tennessee Technology Park, Oak Ridge, Tennessee' (DOB/ORAH-2161&D2) and the 'Waste Handling Plan for the Consolidated Soil and Waste Sites with Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee' (DOE/OR/01-2328&D1). This waste lot consists of a total of approximately 50 cubic yards of waste that will be disposed at the Environmental Management Waste Management Facility (EMWMF) as non-containerized waste. This material will be sent to the EMWMF in dump trucks. This profile is for the K-1015-A Laundry Pit and includes debris (e.g., concrete, metal rebar, pipe), incidental soil, plastic and wood, and secondary waste (such as plastic sheeting, hay bales and other erosion control materials, wooden pallets, contaminated equipment, decontamination materials, etc.).

Ion exchange pretreatment of alkaline radwaste for cesium removal

Description: A cation exchange resin has been tested for its ability to remove the Cs ion from simulants of highly alkaline liquid nuclear wastes found at the Savannah River Site, Oak Ridge, and Hanford. The resin is a condensation polymer of the K salt of resorcinol and formaldehyde. It removes milli- and micromolar amounts of Cs{sup +} from solutions that contain as high as 11 molar Na{sup +}. Small column tests indicate that approximately 200 column volumes of SRS simulant and 205 column volumes of OR Tank 25 supernatant simulant can be processed before the resin requires regeneration. For these two wastes, a carousel arrangement of two columns in series and a third in reserve can be used effectively in a process. Hanford 101-AW simulant generates a less sharp breakthrough profile with this resin, though an operation using a maximum of three columns in series with another column off-line for regeneration would be effective if the resin beds are allowed to reach about 90% breakthrough before taking them out of service. Parameters that effect the performance of the resin with a particular feed solution are the concentrations of the two primary ions of interest, Cs{sup +} and Na{sup +}, as well as the concentrations of K{sup +} and OH{sup {minus}}. A further ramification of the hydroxide ion concentration is its role in assisting oxidation of the resin, thereby destroying its usefulness in cesium removal. Although the performance of the resin is unaffected at doses of 1 E+8 rad ionizing radiation, it shows noticeable degradation after storage for 100 hours in alkaline solutions, generating quinone and ketone groups, as determined from C-13 NMR and by an increase in total organic C content of the contacting solution. Oak Ridge Environmental Information System (OREIS) functional system design document

Description: The OREIS Functional System Design document provides a detailed functional description of the Oak Ridge Environmental Information System (OREIS). It expands the system requirements defined in the OREIS Phase 1-System Definition Document (ES/ER/TM-34). Documentation of OREIS development is based on the Automated Data Processing System Development Methodology, a Martin Marietta Energy Systems, Inc., procedure written to assist in developing scientific and technical computer systems. This document focuses on the development of the functional design of the user interface, which includes the integration of commercial applications software. The data model and data dictionary are summarized briefly; however, the Data Management Plan for OREIS (ES/ER/TM-39), a companion document to the Functional System Design document, provides the complete data dictionary and detailed descriptions of the requirements for the data base structure. The OREIS system will provide the following functions, which are executed from a Menu Manager: (1) preferences, (2) view manager, (3) macro manager, (4) data analysis (assisted analysis and unassisted analysis), and (5) spatial analysis/map generation (assisted ARC/INFO and unassisted ARC/INFO).
