Electron Charged Graphite-based Hydrogen Storage Material

Description: The electron-charge effects have been demonstrated to enhance hydrogen storage capacity using materials which have inherent hydrogen storage capacities. A charge control agent (CCA) or a charge transfer agent (CTA) was applied to the hydrogen storage material to reduce internal discharge between particles in a Sievert volumetric test device. GTI has tested the device under (1) electrostatic charge mode; (2) ultra-capacitor mode; and (3) metal-hydride mode. GTI has also analyzed the charge distr… more

High energy photon-neutrino interactions

Description: A general decomposition of the amplitudes for the 2 {r_arrow} 2 processes {gamma}{nu} {r_arrow} {gamma}{nu} and {gamma}{gamma} {r_arrow} {nu}{bar {nu}} is obtained using gauge invariance and Bose symmetry. The restrictions implied by this decomposition are investigated for the reaction {gamma}{gamma} {r_arrow} {nu}{bar {nu}} by computing the one-loop helicity amplitudes in the standard model. In the center of mass, where {radical}s = 2{omega}, the cross section grows roughly as {omega}{sup 6} u… more

Direct Measurement of A{sub c} using Inclusive Charm Tagging at the SLD Detector

Description: We report a new measurement of A{sub c} using data obtained by SLD in 1993-98. This measurement uses a vertex tag technique, where the selection of a c hemisphere is based on the reconstructed mass of the charm hadron decay vertex. The method uses the 3D vertexing capabilities of SLD's CCD vertex detector and the small and stable SLC beams to obtain a high c-event tagging efficiency and purity of 28% and 82%, respectively. Charged kaons identified by the CRID detector and the charge of the reco… more

Current Performance of the SLD VXD3

Description: During 1996, the SLD collaboration completed construction and began operation of a new charge-coupled device (CCD) vertex detector (VXD3). Since then, its performance has been studied in detail and a new topological vertexing technique has been developed. In this paper, we discuss the design of VXD3, procedures for aligning it, and the tracking and vertexing improvements that have led to its world-record performance.

Quantitative non-destructive evaluation of high-temperature superconducting materials

Description: Even though the currently intensive research efforts on high- temperature superconducting materials have not yet converged on a well specified practical material, the indications are that such a material may be quite brittle, anisotropic, and may contain many flaws such as microcracks and voids at grain boundaries. Consequently, practical applications of high temperature superconducting materials will require a very careful strength analysis based on fracture mechanics considerations. Because o… more

Flight Comparison of Performance and Cooling Characteristics of Exhaust-Ejector Installation with Exhaust-Collector-Ring Installation

Description: Flight and ground investigations have been made to compare an exhaust-ejector installation with a standard exhaust-collector-ring installation on air-cooled aircraft engines in a twin-engine airplane. The ground investigation allowed that, whereas the standard engine would have overheated above 600 horsepower, the engine with exhaust ejectors cooled at take-off operating conditions at zero ram. The exhaust ejectors provided as much cooling with cowl flaps closed as the conventional cowl flaps i… more

Declarations of War and Authorizations for the Use of Military Force: Historical Background and Legal Implications

Description: This report provides historical background on the enactment of declarations of war and authorizations for the use of force and analyzes their legal effects under international and domestic law. It also sets forth their texts in two appendices. Because the statutes that confer standby authority on the President and the executive branch potentially play such a large role in an armed conflict to which the United States is a party, the report includes an extensive listing and summary of the statute… more

Assessing Terrorist Motivations for Attacking Critical "Chemical" Infrastructure

Description: Certain types of infrastructure--critical infrastructure (CI)--play vital roles in underpinning our economy, security, and way of life. One particular type of CI--that relating to chemicals--constitutes both an important element of our nation's infrastructure and a particularly attractive set of potential targets. This is primarily because of the large quantities of toxic industrial chemicals (TICs) it employs in various operations and because of the essential economic functions it serves. This… more

Top physics: measurement of the tt-bar production cross section in pp-bar collisions at s**(1/2) = 1.96 tev using dilepton event

Description: We report a measurement of the t{bar t} production cross section using dilepton events with jets and missing transverse energy in p{bar p} collisions at a center-of-mass energy of 1.96 TeV. Using a 197 {+-} 12 pb{sup -1} data sample recorded by the upgraded Collider Detector at Fermilab, we use two complementary techniques to select candidate events. We compare the number of observed events and selected kinematical distributions with the predictions of the standard model and find good agreement… more

Top physics: search for anomalous kinematics in t anti-t dilepton events at cdf ii

Description: We report on a search for anomalous kinematics of t{bar t} dilepton events in p{bar p} collisions at {radical}s = 1.96 TeV using 193 pb{sup -1} of data collected with the CDF II detector. We developed a new a priori technique designed to isolate the subset in a data sample revealing the largest deviation from standard model (SM) expectations and to quantify the significance of this departure. In the four-variable space considered, no particular subset shows a significant discrepancy and we find… more

A Survey of the Hazards Involved in Processing Liquid Metal Bonded Fuels

Description: A survey of the character and magnitude of hazards involved in processing liquid metal bonded fuels was made and the scope of a preliminary experimental program outlined. Processing of SRE and CPPD fuels by mechanical decladding followed by controlled reaction of the collected methods. Simdlarly, shearing of PRDC fuel and controlled exposure of the Na in the severed portions to water appears more desfrable than chethical dissolution of the metallic cladding. (auth)
