Accident and Off Normal Response and Recovery from Multi Canister Overpack (MCO) Processing Events

Description: In the process of removing spent nuclear fuel (SNF) from the K Basins through its subsequent packaging, drymg, transportation and storage steps, the SNF Project must be able to respond to all anticipated or foreseeable off-normal and accident events that may occur. Response procedures and recovery plans need to be in place, personnel training established and implemented to ensure the project will be capable of appropriate actions. To establish suitable project planning, these events must first be identified and analyzed for their expected impact to the project. This document assesses all off-normal and accident events for their potential cross-facility or Multi-Canister Overpack (MCO) process reversal impact. Table 1 provides the methodology for establishing the event planning level and these events are provided in Table 2 along with the general response and recovery planning. Accidents and off-normal events of the SNF Project have been evaluated and are identified in the appropriate facility Safety Analysis Report (SAR) or in the transportation Safety Analysis Report for Packaging (SARP). Hazards and accidents are summarized from these safety analyses and listed in separate tables for each facility and the transportation system in Appendix A, along with identified off-normal events. The tables identify the general response time required to ensure a stable state after the event, governing response documents, and the events with potential cross-facility or SNF process reversal impacts. The event closure is predicated on stable state response time, impact to operations and the mitigated annual occurrence frequency of the event as developed in the hazard analysis process.

A PC-based software package for modeling DOE mixed-waste management options

Description: The U.S. Department of Energy (DOE) Headquarters and associated contractors have developed an IBM PC-based software package that estimates costs, schedules, and public and occupational health risks for a range of mixed-waste management options. A key application of the software package is the comparison of various waste-treatment options documented in the draft Site Treatment Plans prepared in accordance with the requirements of the Federal Facility Compliance Act of 1992. This automated Systems Analysis Methodology consists of a user interface for configuring complexwide or site-specific waste-management options; calculational algorithms for cost, schedule and risk; and user-selected graphical or tabular output of results. The mixed-waste management activities modeled in the automated Systems Analysis Methodology include waste storage, characterization, handling, transportation, treatment, and disposal. Analyses of treatment options identified in the draft Site Treatment Plans suggest potential cost and schedule savings from consolidation of proposed treatment facilities. This paper presents an overview of the automated Systems Analysis Methodology.

Experience with certifying borated stainless steel as a shipping cask basket material

Description: The original cask designs for a cask demonstration project featured fuel baskets constructed of borated stainless steel (bss) as a structural material. The project is intended to demonstrate casks that can be used for both shipping and storing spent nuclear fuel assemblies. The baskets were intended to maintain the fuel assemblies in a subcritical array for both normal and accident conditions. The Nuclear Regulatory Commission, however, judged bss to be unacceptable as a structural material. The cask designs were subsequently modified. The knowledge gained during this cask demonstration project may be applicable to development of bss as a basket material in future cask design. 6 refs., 2 figs., 2 tabs.

Analysis of human factors effects on the safety of transporting radioactive waste materials: Technical report

Description: This report examines the extent of human factors effects on the safety of transporting radioactive waste materials. It is seen principally as a scoping effort, to establish whether there is a need for DOE to undertake a more formal approach to studying human factors in radioactive waste transport, and if so, logical directions for that program to follow. Human factors effects are evaluated on driving and loading/transfer operations only. Particular emphasis is placed on the driving function, examining the relationship between human error and safety as it relates to the impairment of driver performance. Although multi-modal in focus, the widespread availability of data and previous literature on truck operations resulted in a primary study focus on the trucking mode from the standpoint of policy development. In addition to the analysis of human factors accident statistics, the report provides relevant background material on several policies that have been instituted or are under consideration, directed at improving human reliability in the transport sector. On the basis of reported findings, preliminary policy areas are identified. 71 refs., 26 figs., 5 tabs.

Developing Intelligent Transportation Systems in an Integrated Systems Analysis Environment

Description: We are working on developing an Integrated Systems Analysis Environment (ISAE) for application to analysis and optimization of Intelligent Transportation Systems (ITS). ISAE is based on the concept of Co-simulation, which allows the modeling of complex systems with extreme flexibility. Co-simulation allows the development of virtual ITS systems that can be analyzed and optimized as an overall integrated system. The virtual ITS system is defined by selecting different components from a component library. System component models can be written in multiple programming languages running on different computer platforms. At the same time, ISAE provides full protection for proprietary models. Co-simulation is a cost-effective alternative to competing methodologies, such as developing a translator or selecting a single programming language for all system components. Co-simulation has been recently demonstrated using an example of an automotive system. The demonstration was successfully performed. The paper describes plans on how to implement ISAE and Co-simulation to ITS, and the great advantages that this implementation would represent.

Decontamination and decommissioning

Description: The project scope of work included the complete decontamination and decommissioning (D and D) of the Westinghouse ARD Fuel Laboratories at the Cheswick Site in the shortest possible time. This has been accomplished in the following four phases: (1) preparation of documents and necessary paperwork; packaging and shipping of all special nuclear materials in an acceptable form to a reprocessing agency; (2) decontamination of all facilities, glove boxes and equipment; loading of generated waste into bins, barrels and strong wooden boxes; (3) shipping of all bins, barrels and boxes containing waste to the designated burial site; removal of all utility services from the laboratories; and (4) final survey of remaining facilities and certification for nonrestricted use; preparation of final report. These four phases of work were conducted in accordance with applicable regulations for D and D of research facilities and applicable regulations for packaging, transportation, and burial and storage of radioactive materials. The final result is that the Advanced Fuel Laboratories now meet requirements of ANSI 13.12 and can be released for unrestricted use. The four principal documents utilized in the D and D of the Cheswick Site were: (1) Plan for Fully Decontaminating and Decommissioning, Revision 3; (2) Environmental Assessment for Decontaminating and Decommissioning the Westinghouse Advanced Reactors Division Plutonium Fuel Laboratories, Cheswick, Pa.; (3) WARD-386, Quality Assurance Program Description for Decontaminating and Decommissioning Activities; and (4) Health Physics, Fire Control, and Site Emergency Manual. These documents are provided as Attachments 1, 2, 3 and 4.

Compressed Natural Gas (CNG) Transit Bus Experience Survey: April 2009--April 2010

Description: This survey was commissioned by the U.S. Department of Energy (DOE) and the National Renewable Energy Laboratory (NREL) to collect and analyze experiential data and information from a cross-section of U.S. transit agencies with varying degrees of compressed natural gas (CNG) bus and station experience. This information will be used to assist DOE and NREL in determining areas of success and areas where further technical or other assistance might be required, and to assist them in focusing on areas judged by the CNG transit community as priority items.

Retrospective analysis of energy use and conservation trends: 1972-1982

Description: The primary objective of the research reported here is to analyze energy use trends for the entire economy and by end-use sector (residential, commercial, and industrial, and transportation). In particular, an examination of energy trends was undertaken for the period 1972 through 1982 to determine the magnitude of ''energy savings'' attributable to: (1) changes in economic activity; (2) efficiency improvements relative to the 1972 stock (including structures and capital equipment); and (3) efficiency improvements relative to 1960 to 1972 trends. In addition to identifying the measures of energy savings described above, the causes of efficiency improvement relative to 1972 are explored. For example, energy savings due to efficiency improvements in the residential sector are explained by such activities as changes in household size, migration, improved shell and appliance efficiencies, and increased wood use. For this research, Pacific Northwest Laboratory (PNL) developed a consistent methodology for analyzing energy use trends by end-use sector. Alternative measures of energy use trends (i.e., alternative base cases) were developed for the purpose of measuring energy savings. The energy use trends were calculated as the product of economic activity levels (number of households in the residential sector, square feet of floor space in the commercial sector, output in the industrial sector, and person-miles/ton-miles traveled in the transportation sector) and energy use intensities (energy use per household, energy use per square foot of commercial floor space, energy use per unit of industrial output, and energy use per mile traveled). Energy savings were then defined as differences between alternative estimates of energy use. Data and methods used to derive the alternative estimates are contained in a separate volume of this report (PNL-5026-App.).

Description: This appendix contains the detailed documentation corresponding to the end-use sectoral analyses presented in the main report. The data and methods used to calculate alternative scenarios for estimating energy savings in four economic sectors are provided in this volume. Appendix A contains the detailed documentation for the residential sector analysis. The methodology used to prepare estimates of building energy savings in the commercial sector is provided in Appendix B. Rocky Flats model 2030-1 container (AEC--AL USA/5332/BLF) safety analysis report for packaging (SARP)

Description: Division, Dow Chemical U.S.A., for shipping unirradiated fissile material in solid form. Components consist of a 30-gal steel drum, Celotex insulation, and stainless steel containment vessel(s) of 10-in. dia. A simple venting system prevents rtupture of the outer drum in the event of accidental fire. Approved material limits include 5 kg of plutonium or 11 kg of enriched uranium. Thermal decay energy is normally limited to 20 W. Results of extensive tests show the container will function effectively when exposed to all environment and accident conditions as required. The containment vessel temperature rise will not exceed 140 deg F during the thermal test. Internal heating of 20 W will cause an additional temperature rise of 80 deg F. (auth)
