Vermont 25x'25 Initiative: Preliminary Findings and Goals

Description: This first biennial report of the Climate Neutral Working Group (CNWG) is being issued as required by Executive Order #14-03, signed by Governor James Douglas in September 2003. It is intended to give a brief introduction to the environmental, economic, and social risks that climate change poses to Vermont. It aims to provide a clear summary of the ongoing energy consumption and greenhouse gas (GHG) emissions inventory of Vermont State Government operations. In addition, the report includes potential emission reduction strategies, energy consumption case studies, and other relevant work conducted by the CNWG since the signing of the Executive Order regarding Climate Change.

Who Needs what to Implement the Kyoto Protocol?: An Assessment of Capacity Building Needs in 33 Developing Countries

Description: For African countries, it is imperative to increase capacity for implementing both the Climate Convention and the Kyoto Protocol, in view of the continent’s vulnerability to the adverse impacts of climate change, including the threat to food security and sustainable development. The country surveys, which are framed around the list of perceived capacity building needs annexed to Decision 10/CP.5, provided insight into the capacity building needs of the project-countries. Hence, the aspects examined during the assessment exercise reflect some of the concerns of African countries; and the stakeholders’ responses can be taken as indications of the capacity building needs of the African countries assessed.

Fighting Corruption in the Water Sector - Methods, Tools and Good Practices

Description: This publication is part of a series of UNDP-sponsored studies that present methods, tools and good practices to map corruption risks, develop strategies and sustain partnerships to address challenges and tackle corruption in the education, health and water sectors. They complement UNDP’s MDG Acceleration Framework (MAF), which has been endorsed by the UN Development Group and enables governments and development partners, within established national processes, to identify and systematically prioritize the bottlenecks to progress toward achieving the MDGs, and then devise strategies to overcome them. The studies bring together UNDP’s efforts to support countries to develop frameworks to accelerate their efforts to meet the MDGs as well as successfully meet the commitments of the UN Convention against corruption.

Blue Ribbon Advisory Council on Climate Change, Report to Governor Jon M. Huntsman, Jr.

Description: The final report from an advisory panel of 15 scientists and industry experts finding that humans are responsible for climate warming and that Utah is responsible for more greenhouse gas emissions per capita than the rest of the nation. It makes about 70 recommendations for fighting global warming including: developing significant amounts of renewable energy with incentives and tax credits, encouraging the capture and disposal of carbon dioxide, improving efficiency at power plants, implementing an aggressive mass-transit strategy, and preserving open space and agricultural land and protecting forests. The report, however, does not include specific policy recommendations or rules to implement action.

California Assembly Bill No. 1493

Description: The "Pavley" bill requires the registry, in consultation with the State Air Resources Board, to adopt procedures and protocols for the reporting and certification of reductions in greenhouse gas emissions from mobile sources for use by the state board in granting the emission reduction credits. This bill requires the state board to develop and adopt, by January 1, 2005, regulations that achieve the maximum feasible reduction of greenhouse gases emitted by passenger vehicles and light-duty trucks.

The challenges presented to Vermont consumers who rely heavily on petroleum for transportation, heating, and process energy have never been more acute.

Mongolia Assessment Report on Climate Change 2009

Description: This report brings together the findings of climate change research in Mongolia to raise awareness of decision makers and the general public so that they can develop appropriate responses to the challenges and threats. The content of the Report includes the following: (i) Observed changes in climate of Mongolia and its future projections; (ii) Potential impacts of climate change on natural and ecological components (ecosystem shifts and landscape changes, permafrost, glacier and snow cover, water resource, natural disaster, desertification, dust and sand storms), and social and economic sectors (animal husbandry, arable farming/agriculture, and forestry) of Mongolia; (iii) Vulnerability and Adaptation to climate change; (iv) Greenhouse gas monitoring and inventories; (v) Greenhouse gas mitigation potentials and options; and (ii) Climate-friendly technology needs.

Green Economy in a Blue World

GlobalWarming and Terrestrial Biodiversity Decline

Description: This study demonstrates that rapid rates of global warming are likely to increase rates of habitat loss and species extinction, most markedly in the higher latitudes of the Northern Hemisphere. Extensive areas of habitat may be lost to global warming and many species may be unable to shift their ranges fast enough to keep up with global warming. Rare and isolated populations of species in fragmented habitats or those bounded by large water bodies, human habitation and agriculture are particularly at risk, as are montane and arctic species.

Korea's Green Growth Strategy Mitigating Climate Change and Developing New Growth Engines

Description: Korea’s greenhouse gas emissions almost doubled between 1990 and 2005, the highest growth rate in the OECD area. Korea recently set a target of reducing emissions by 30% by 2020 relative to a "business as usual" baseline, implying a 4% cut from the 2005 level. Achieving this objective in a cost-effective manner requires moving from a strategy based on voluntary commitments by firms to market-based instruments. The priority is to establish a comprehensive cap-and-trade scheme, supplemented, if necessary, by carbon taxes in areas not covered by trading. Achieving a significant cut in emissions requires a shift from energy-intensive industries to low-carbon ones. Korea is strongly committed to promoting green growth through its Five-Year Plan, which envisages spending 2% of GDP per year through 2013. One challenge is to ensure that these expenditures are efficiently targeted so as to develop green technologies, while avoiding the risks inherent in industrial policy.

Quebec and Climate Change: A Chllenge for the Future

Description: In June 2006, Québec established its first climate change action plan that set ambitious goals and established the means to achieve them. Entitled QUÉBEC AND CLIMATE CHANGE: A Challenge for the Future, the 2006–2012 Climate Change Action Plan was a major step on the road to a society where sustainable development is at the core of priorities and collective choices. The government is now moving forward by improving the action plan with new measures and additional funding. The revised action plan allows Québec to maintain its position as a North American leader in the fight against climate change.
