Annual report to Congress on Federal Government energy management and conservation programs, Fiscal year 1994

Description: This report provides sinformation on energy consumption in Federal buildings and operations and documents activities conducted by Federal agencies to meet statutory requirements of the National Energy Conservation Policy Act. It also describes energy conservation and management activities of the Federal Government under section 381 of the Energy Policy and Conservation Act. Implementation activities undertaken during FY94 by the Federal agencies under the Energy Policy Act of 1992 and Executive Orders 12759 and 12902 are also described. During FY94, total (gross) energy consumption of the US Government, including energy consued to produce, process, and transport energy, was 1.72 quadrillion Btu. This represents {similar_to}2.0% of the total 85.34 quads used in US.

National Geoscience Data Repository System, Phase II. Final report, January 30, 1995--January 28, 1997

Description: The American Geological Institute (AGI) has completed Phase II of a project to establish a National Geoscience Data Repository System (NGDRS). The project`s primary objectives are to preserve geoscience data in jeopardy of being destroyed and to make that data available to those who have a need to use it in future investigations. These data are available for donation to the public as a result of the downsizing that has occurred in the major petroleum and mining companies in the United States for the past decade. In recent years, these companies have consolidated domestic operations, sold many of their domestic properties and relinquished many of their leases. The scientific data associated with those properties are no longer considered to be useful assets and are consequently in danger of being lost forever. The national repository project will make many of these data available to the geoscience community for the first time. To address this opportunity, AGI sought support from the Department of Energy (DOE) in 1994 to initiate the NGDRS Phase I feasibility study to determine the types and quantity of data that companies would be willing to donate. The petroleum and mining companies surveyed indicated that they were willing to donate approximately five million well logs, one hundred million miles of seismic reflection data, millions of linear feet of core and cuttings, and a variety of other types of scientific data. Based on the positive results of the Phase I study, AGI undertook Phase II of the program in 1995. Funded jointly by DOE and industry, Phase II encompasses the establishment of standards for indexing and cataloging of geoscience data and determination of the costs of transferring data from the private sector to public-sector data repositories. The Human Genome Project and Mental Retardation: An Educational Program. Final Progress Report

Description: The Arc, a national organization on mental retardation, conducted an educational program for members, many of whom have a family member with a genetic condition causing mental retardation. The project informed members about the Human Genome scientific efforts, conducted training regarding ethical, legal and social implications and involved members in issue discussions. Short reports and fact sheets on genetic and ELSI topics were disseminated to 2,200 of the Arc's leaders across the country and to other interested individuals. Functioning as a cohesive national organization, PTTC has active grassroots programs through its 10 Regional Lead Organizations (RLOs) and 3 Satellite Offices that encompass all of the oil- and natural gas-producing regions in the U.S. Active volunteer leadership from the Board and regional Producer Advisory Groups keeps activities focused on producer's needs. Technical expertise and personal networks of national and regional staff enable PTTC to deliver focused, technology-related information in a manner that is cost and time effective for independents. The organization effectively combines federal funding through the Department of Energy's (DOE) Office of Fossil Energy with matching state and industry funding, forming a unique partnership. This final report summarizes PTTC's accomplishments. In this final fiscal year of the contract, activities exceeded prior annual activity levels by significant percentages. Strategic planning implemented during the year is focusing PTTC's attention on changes that will bear fruit in the future. Networking and connections are increasing PTTC's sphere of influence with both producers and the service sector. PTTC's reputation for unbiased bottom-line information stimulates cooperative ventures. In FY03 PTTC's regions held 169 workshops, drawing 8,616 attendees. There were nearly 25,000 reported contacts. This represents a 38% increase in attendance and 34% increase in contacts as compared to FY02 activity. Repeat attendance at regional workshops, a measure of customer satisfaction and value received, remained strong at 50%. 39% of participants in regional workshops respond ''Yes'' on feedback forms when asked if they are applying technologies based on knowledge gained through PTTC. Targeted Technology Transfer to US Independents

Description: The Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers, working in conjunction with the Independent Petroleum Association of America (IPAA), the U.S. Department of Energy (DOE) and selected universities, in 1994 as a national not-for-profit organization. Its goal is to transfer Exploration and Production (E&P) technology to the domestic upstream petroleum industry, in particular to the small independent operators. PTTC connects producers, technology providers and innovators, academia, and university/industry/government research and development (R&D) groups. From inception PTTC has received federal funding through DOE's oil and natural gas program managed by the National Energy Technology Laboratory (NETL). With higher funding available in its early years, PTTC was able to deliver well more than 100 workshops per year, drawing 6,000 or more attendees per year. Facing the reality of little or no federal funding in the 2006-2007 time frame, PTTC and the American Association of Petroleum Geologists (AAPG) worked together for PTTC to become a subsidiary organization of AAPG. This change brings additional organizational and financial resources to bear for PTTC's benefit. PTTC has now been 'powered by AAPG' for two full fiscal years. There is a clear sense that PTTC has stabilized and is strengthening its regional workshop and national technology transfer programs and is becoming more entrepreneurial in exploring technology transfer opportunities beyond its primary DOE contract. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to six regions efficiency and alignment with AAPG sections. FY05 Targeted Technology Transfer to US Independents

Description: Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers in 1994 as a national not-for-profit organization to address the increasingly urgent need to improve the technology-transfer process in the U.S. upstream petroleum industry. PTTC's technology-transfer programs enhance U.S. national security. PTTC administers the only nation-wide, comprehensive program dedicated to maximizing America's supplies of domestic oil and gas. PTTC conducts grassroots programs through 10 Regional Lead Organizations (RLOs) and two satellite offices, leveraging their preexisting connections with industry. This organizational structure helps bring researchers and academia to the table. Nationally and regionally, volunteers within a National Board and Regional Producer Advisory Groups guide efforts. The National Board meets three times per year, an important function being approving the annual plans and budgets developed by the regions and Headquarters (HQ). Between Board meetings, an active Management and Budget Committee guide HQ activity. PTTC itself undergoes a thorough financial audit each year. The PTTC's HQ staff plans and manages all aspects of the PTTC program, conducts nation-wide technology-transfer activities, and implements a comprehensive communications program. Networking, involvement in technical activities, and an active exhibit schedule are increasing PTTC's sphere of influence with both producers and the oilfield service sector. Circulation for ''PTTC Network News'', the quarterly newsletter, has risen to nearly 17,500. About 7,500 people receive an email Technology Alert on an approximate three-week frequency. Case studies in the ''Petroleum Technology Digest in World Oil'' appear monthly, as do ''Tech Connections'' columns in ''The American Oil and Gas Reporter''. As part of its oversight responsibility for the regions, the PTTC from the start has captured and reported data that document the myriad ways its programs impact industry. Testing and Application in Mission Critical Settings and Transmission, Siting, and Metrics Models Research

Description: The Distributed Generation: Testing and Application in Mission Critical Settings and Transmission, Siting, and Metrics Models Research grant has been in place for several years and has accomplished all the objectives and deliverables that were originally set forth in the proposal. The National Association of State Energy Officials (NASEO), the City of Portland, OR, Bureau of Environmental Services and the Regulatory Assistance Project (RAP) have been able to successfully monitor and evaluate DG applications in a wastewater treatment plant environment, develop a metrics model for new voluntary DG guidelines that could be used as a prototype, and through outreach and education venues provide the results of these projects to state, professional, and national organizations and their members addressing similar issues. This project had three specific tasks associated with it: (1) Field Research and Testing; (2) Metrics/Verification Model for DG Guidelines; and (3) Northeastern Transmission/Siting Data Research. Each task had its own set of challenges and lessons learned but overall there were many successes that will serve as learning opportunities in these technology areas. Continuing to share the outcomes of this project with a wider audience will be beneficial for all those involved in distributed generation and combined heat and power projects.

Design of a Gas Test Loop Facility for the Advanced Test Reactor

Description: The Office of Nuclear Energy within the U.S. Department of Energy (DOE-NE) has identified the need for irradiation testing of nuclear fuels and materials, primarily in support of the Generation IV (Gen-IV) and Advanced Fuel Cycle Initiative (AFCI) programs. These fuel development programs require a unique environment to test and qualify potential reactor fuel forms. This environment should combine a high fast neutron flux with a hard neutron spectrum and high irradiation temperature. An effort is presently underway at the Idaho National Laboratory (INL) to modify a large flux trap in the Advanced Test Reactor (ATR) to accommodate such a test facility [1,2]. The Gas Test Loop (GTL) Project Conceptual Design was initiated to determine basic feasibility of designing, constructing, and installing in a host irradiation facility, an experimental vehicle that can replicate with reasonable fidelity the fast-flux test environment needed for fuels and materials irradiation testing for advanced reactor concepts. Such a capability will be needed if programs such as the AFCI, Gen-IV, the Next Generation Nuclear Plant (NGNP), and space nuclear propulsion are to meet development objectives and schedules. These programs are beginning some irradiations now, but many call for fast flux testing within this decade.

Understanding Building Energy Codes and Standards

Description: Energy codes and standards play a vital role by setting minimum requirements for energy-efficient design and construction. They outline uniform requirements for new buildings as well as additions and renovations. The Difference Between Energy Codes, Energy Standards and the Model Energy Code Energy codes--specify how buildings must be constructed or perform, and are written in mandatory, enforceable language. States or local governments adopt and enforce energy codes for their jurisdictions. Energy standards--describe how buildings should be constructed to save energy cost-effectively. They are published by national organizations such as the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE). They are not mandatory, but serve as national recommendations, with some variation for regional climate. States and local governments frequently use energy standards as the technical basis for developing their energy codes. Some energy standards are written in mandatory, enforceable language, making it easy for jurisdictions to incorporate the provisions of the energy standards directly into their laws or regulations.

Augmented Fish Health Monitoring; Volume 1. Completion Report.

Description: The Bonneville Power Administration (BPA) initiated the Augmented Fish Health Monitoring project in 1986. This project was a five year interagency project involving fish rearing agencies in the Columbia Basin. Historically, all agencies involved with fish health in the Columbia Basin were conducting various levels of fish health monitoring, pathogen screening and collection. The goals of this project were; to identify, develop and implement a standardized level of fish health methodologies, develop a common data collection and reporting format in the area of artificial production, evaluate and monitor water quality, improve communications between agencies and provide annual evaluation of fish health information for production of healthier smolts. This completion report will contain a project evaluation, review of the goals of the project, evaluation of the specific fish health analyses, an overview of highlights of the project and concluding remarks. 8 refs., 1 fig., 4 tabs.
