Environmental Protection Agency: FY2000 Budget Issues

Description: State and local wastewater and drinking water capital needs were the most prominent budgetary issues. Senate and House authorizing and appropriating chairmen expressed concern over the requested 17% decrease in the State and Tribal Assistance Grants account from $3.41 billion in FY1999 to $2.84 billion in FY2000. The conference agreement on H.R. 2684 provides a total of $3.47 billion. For clean water state revolving funds, the conference committee approved the Senate's level of $1.35 billion, about $175 million more than the House approved and roughly $550 million more than requested. The conference agreement included $332 million for special project grants, about $73 million more than the House's proposal, roughly $232 million more than the Senate approved, and about $304 million more than requested. For drinking water state revolving funds, the conference committee approved $820 million, $45 million more than the House's amount and $5 million less than the Senate approved and the President requested. The conference committee also approved the Administration's request of $885 million for state and tribal administrative grants, which is roughly the same as the amount enacted for FY1999.

Institutional Plan, FY 1995--2000

Description: Sandia recently completed an updated strategic plan, the essence of which is presented in chapter 4. Sandia`s Strategic Plan 1994 takes its direction from DOE`s Fueling a Competitive Economy: Strategic Plan and provides tangible guidance for Sandia`s programs and operations. Although it is impossible to foresee precisely what activities Sandia will pursue many years from now, the strategic plan makes one point clear: the application of our scientific and engineering skills to the stewardship of the nation`s nuclear deterrent will be central to our service to the nation. We will provide the necessary institutional memory and continuity, experience base, and technical expertise to ensure the continued safety, security, and reliability of the nuclear weapons stockpile. As a multiprogram laboratory, Sandia will also continue to focus maximum effort on a broad spectrum of other topics consistent with DOE`s enduring core mission responsibilities: Defense (related to nuclear weapons), Energy, Environment (related to waste management and environmental remediation), and Basic Science.

Idaho Nuclear Technology and Engineering Center Low-Activity Waste Process Technology Program FY-2000 Status Report

Description: The Low-Activity Waste Process Technology Program anticipated that grouting will be used for disposal of low-level and transuranic wastes generated at the Idaho Nuclear Technology Engineering Center (INTEC). During fiscal year 2000, grout formulations were studied for transuranic waste derived from INTEC liquid sodium-bearing waste and for projected newly generated low-level liquid waste. Additional studies were completed using silica gel and other absorbents to solidify sodium-bearing wastes. A feasibility study and conceptual design were completed for the construction of a grout pilot plant for simulated wastes and demonstration facility for actual wastes.

YUCCA MOUNTAIN SITE CHARACTERIZATION PROJECT: SUMMARY OF SOCIOECONOMIC DATA ANALYSES CONDUCTED IN SUPPORT OF THE RADIOLOGICAL MONITORING PROGRAM, DURING FY 2000

Description: The objective of this activity is to show that the use of the traditional strength of materials approach to the drip shield and the waste package (WP) designs is bounding and appropriate when compared to the fracture mechanics approach. The scope of this activity is limited to determining the failure assessment diagrams for the two materials at issue: Ti-7 and Alloy 22. This calculation is intended for use in support of the license application design of the drip shield and the WP. This activity is associated with the drip shield and the WP designs. The activity evaluation for work package number P32 12234F2, included in ''Technical Work Plan for: Waste Package Design Description for LA'', has determined that the development of this document is subject to ''Quality Assurance Requirements and Description'' requirements. The control of the electronic management of data is accomplished in accordance with the methods specified in Reference 1, Section 10. AP-3.124, ''Design Calculations and Analysis'' (Ref. 2), is used to develop and document the calculation.

Engineering Technology Reports, Volume 2: Technology Base FY00

Description: In FY-2000, Engineering at Lawrence Livermore National Laboratory faced significant pressures to meet critical project milestones, and immediate demands to facilitate the reassignment of employees as the National Ignition Facility (the 600-TW laser facility being designed and built at Livermore, and one of the largest R&D construction projects in the world) was in the process of re-baselining its plan while executing full-speed its technology development efforts. This drive for change occurred as an unprecedented level of management and program changes were occurring within LLNL. I am pleased to report that we met many key milestones and achieved numerous technological breakthroughs. This report summarizes our efforts to perform feasibility and reduce-to-practice studies, demonstrations, and/or techniques--as structured through our technology centers. Whether using computational engineering to predict how giant structures like suspension bridges will respond to massive earthquakes or devising a suitcase-sized microtool to detect chemical and biological agents used by terrorists, we have made solid technical progress. Five Centers focus and guide longer-term investments within Engineering, as well as impact all of LLNL. Each Center is responsible for the vitality and growth of the core technologies it represents. My goal is that each Center will be recognized on an international scale for solving compelling national problems requiring breakthrough innovation. The Centers and their leaders are as follows: Center for Complex Distributed Systems--David B. McCallen; Center for Computational Engineering--Kyran D. Mish; Center for Microtechnology--Raymond P. Mariella, Jr.; Center for Nondestructive Characterization--Harry E. Martz, Jr.; and Center for Precision Engineering--Keith Carlisle.
