Patterns and trends New York State energy profiles: 1980-1994

Description: The New York State Energy Research and Development Authority`s Energy Analysis Program provides public and private sector stakeholders with useful independent and objective energy information. This report provides an overview of one-year and 10-year, energy use trends in New York State. The information presented reflects energy consumption, supply, prices, and expenditures. Section 1 is a 1994 overview of the United States and New York State energy profiles. The national energy consumption data used for comparison are compatible with New York State`s data. Section 2 provides current and historic data for primary and net consumption of energy by fuel type and sector. {open_quotes}Primary{close_quotes} represents total consumption of fuels by the residential, commercial, industrial, and transportation sectors including fuels used for generating electricity. {open_quotes}Net{close_quotes} is the end-use consumption by the residential, commercial, industrial, and transportation sectors, including electricity sales to each of these sectors but excluding energy losses incurred during electricity generation and distribution. Section 3 presents energy price data at the retail level from 1980 to 1994. Retail energy prices are provided by fuel type for the residential, commercial, industrial, and transportation sectors in nominal dollars cost per physical unit and per million Btu. Section 4 presents the estimated cost of net energy consumption by sector and fuel type in nominal dollars and in 1994 constant dollars. Estimated costs were derived by multiplying quantities of consumption by their respective prices. Section 5 details sources of New York State energy supplies.

A probabilistic assessment of health risks associated with short-term exposure to tropospheric ozone

Description: The work described in this report is part of a larger risk assessment sponsored by the U.S. Environmental Protection Agency. Earlier efforts developed exposure-response relationships for acute health effects among populations engaged in heavy exertion. Those efforts also developed a probabilistic national ambient air quality standards exposure model and a general methodology for integrating probabilistic exposure-response relation- ships and exposure estimates to calculate overall risk results. Recently published data make it possible to model additional health endpoints (for exposure at moderate exertion), including hospital admissions. New air quality and exposure estimates for alternative national ambient air quality standards for ozone are combined with exposure-response models to produce the risk results for hospital admissions and acute health effects. Sample results explain the methodology and introduce risk output formats.

Supplement analysis 2 of environmental impacts resulting from modifications in the West Valley Demonstration Project

Description: The West Valley Demonstration Project, located in western New York, has approximately 600,000 gallons of liquid high-level radioactive waste (HLW) in storage in underground tanks. While corrosion analysis has revealed that only limited tank degradation has taken place, the failure of these tanks could release HLW to the environment. Congress requires DOE to demonstrate the technology for removal and solidification of HLW. DOE issued the Final Environmental Impact Statement (FEIS) in 1982. The purpose of this second supplement analysis is to re-assess the 1982 Final Environmental Impact Statement's continued adequacy. This report provides the necessary and appropriate data for DOE to determine whether the environmental impacts presented by the ongoing refinements in the design, process, and operations of the Project are considered sufficiently bounded within the envelope of impacts presented in the FEIS and supporting documentation.

New York State low-level radioactive waste status report for 1998

Description: This report summarizes data on low-level radioactive waste (LLRW) generated in New York State: it is based on reports from generators that must be filed annually with the New York State Energy Research and Development Authority (NYSERDA) and on data from the US Department of Energy (US DOE). The New York State Low-Level Radioactive Waste Management Act (State Act) requires LLRW generators in the State to submit annual reports detailing the classes and quantities of waste generated. This is the 13th year generators have been required to submit these reports to NYSERDA. The data are summarized in a series of tables and figures. There are four sections in the report. Section 1 covers volume, activity, and other characteristics of waste shipped for disposal in 1998. Activity is the measure of a material`s radioactivity, or the number of radiation-emitting events occurring each second. Section 2 summarizes volume, activity, and other characteristics of waste held for storage as of December 31, 1998. Section 3 shows historical LLRW generation and includes generators` projections for the next five years. Section 4 provides a list, by county, of all facilities from which 1998 LLRW reports were received. 2 figs., 23 tabs.

NEPA scoping averts agency funds from blowing in the wind: A NEPA success story

Description: The National Environmental Policy Act (NEPA) process has been successful without the preparation of an Environmental Assessment (EA) or an Environmental Impact Statement (EIS) The Agricultural Research Service (ARS) has used early application of the NEPA process to make an informed decision and thus avoid negative ecological and financial results. The NEPA process was initiated to assess the potential impacts of constructing and operating a 6--9 megawatt wind turbine farm. The farm was to consist of up to 18 turbines to be placed along the spine of Plum Island which lies in the Atlantic Ocean off the shore of eastern Long Island. The rationale for the proposal was to provide an alternative energy source and thus avoid the expenditure of more than one million dollars per year on electricity and the dependency on the mainland public utility companies. A sufficient wind resource is readily available on Plum Island. Complicating the issue was a window of opportunity to obtain federal production tax credits if the wind energy system could become operational before July 1, 1999.

DECONTAMINATION OF DREDGED MATERIAL FROM THE PORT OF NEW YORK AND NEW JERSEY

Description: The Port of New York and New Jersey ranks first in the US in volume of petroleum products handled each year. In addition, many refineries are in operation on the New Jersey side of the Port. These activities have led to the discharge of significant amounts of petroleum hydrocarbons into the waters of the New York/New Jersey region. Intense industrial and commercial activities have also brought about major inputs of other organic and inorganic contaminants as would be expected in an industrialized, heavily populated urban port. Sediments that then are contaminated are a major problem for the region since they can no longer be disposed of by the traditional method of ocean disposal following the dredging operations required for the efficient operation of the Port. Decontamination and beneficial reuse of the dredged materials is one component of a comprehensive dredged material management plan being developed by the US Army Corps of Engineers. A demonstration decontamination project extending from bench- to field-scale operations is now in progress in the Port, and its current status and relevance for other regions is summarized.

Office technology energy use and savings potential in New York. Final report

Description: This report discusses energy use by office equipment in New York State and the energy savings potential of energy-efficient equipment. A model containing equipment densities and energy-use characteristics for major categories of office equipment has been developed. The model specifies power requirements and hours of use for three modes of average operation for each device: active, standby, and suspend. The energy-use intensity for each device is expressed as a function of the average device density (number of units/1,000 sq ft), the hours of operation in each mode, and the average power requirements in each mode. Output includes an estimate of total energy use (GWh) for each device by building type. Three scenarios are developed. First is a business-as-usual efficiency baseline. Second is a future with increased use of power-managed devices projected under the current Energy Star Computers program sponsored by the US EPA. Third is a scenario that examines energy savings from greater use of products that go well beyond the standard Energy Star products. A series of sensitivity analyses were conducted to explore uncertainties in model inputs. The business-as-usual baseline forecast confirms that office equipment energy use has been rising over the past decade, and may continue to increase for the next decade and beyond. Office equipment currently consumes about 2,900 GWh/year in the State of New York. Under the business-as-usual baseline forecast, this load may increase to 3,300 GWh/year by the year 2000, and approximately double again before 2010. Widespread use of power management technologies adopted with the promotion of the Energy Star program could reduce this load growth by about 30% by the year 2000. Use of more advanced energy-efficient technology could reduce total energy use by office equipment to about 1,900 GWh/year in 2010, which is less than current consumption.

WHAT ARE WE LEARNING FROM RHIC?

Description: Relativistic Heavy Ion Collider (RHIC) at Brookhaven National Laboratory on Long Island, New York, began operation in 2000 culminating over ten years of development and construction, and a much longer period of theoretical speculations about the properties of hot QCD matter produced in nuclear collisions in the collider regime. RHIC's 2.4mile rings contain superconducting magnets, which operate at minus 451.6 degrees Fahrenheit, 4.5 degrees above the absolute zero. RHIC collides two intersecting heavy ion beams at center-of-mass energy of up to 200 GeV/A (at luminosity of up to 10{sup 26}sec{sup -1}cm{sup 2}, which can be further increased in the future), and polarized proton beams at c.m.s. energy of up to 500 GeV. The total energy in the gold-gold collision thus reaches 40 TeV, which is at present the World's record collision energy. In the pp mode, the unique possibility offered by RHIC for the first time is the study of double spin asymmetries and other spin observables. This talk is an attempt to summarize some of the first results obtained at RHIC. The author discusses the significance of these measurements for establishing the properties of hot and dense QCD matter and for understanding the dynamics of the theory at the high parton density, strong color field frontier.

Description of the ARM Operational Objective Analysis System

Description: This report describes the ARM (Atmospheric Radiation Measurement) operational variational objective analysis system. It is currently used to process the data collected from the ARM Intensive Operational Periods (IOPs) for driving and evaluating physical parameterizations in climate models. The analysis system was originally developed by Zhang and Lin (1997) at State University of New York at Stony Brook and was migrated to the Lawrence Livermore National Laboratory (LLNL) as the ARM operational objective analysis system in May 1999. In contrast with previous objective analysis (e.g., Barnes, 1964; O'Brien, 1970; Lin and Johnson, 1996), the ARM objective analysis used the constrained variational analysis method developed by Zhang and Lin (1997), in which the atmospheric state variables are forced to satisfy the conservation of mass, heat, moisture, and momentum through a variational technique. The purpose of this technical report is to provide an overview of the constrained variational analysis method, the architecture of the objective analysis system, along with in-depth information on running the variational analysis codes.

Summary of Age-Dating Analysis in the Fenner Basin, Eastern Mojave Desert, California

Description: Stable isotopes of oxygen (oxygen-18) and hydrogen (deuterium) in water were measured to determine recharge sources for Fenner Basin groundwater. The deuterium and oxygen-18 signatures (reported as {delta}D and {delta}{sup 18}O values) ranged from -11.9 to -9.3 per mil. The more negative values originate from high elevation recharge in the New York Mountains and were also observed in the northern and eastern parts of the groundwater basin. less negative values were observed in the Providence Mountains along the western part of the basin. Groundwater collected in the Fenner Gap (i.e. Project Area) had signatures between -10.6 and -10.9 per mil, suggesting a mixture of recharge from both northern, western, and probably local recharge areas in the basin. The annual contribution of groundwater recharge to Fenner Gap from the Clipper, Marble, and Old Woman mountains is still inconclusive due to lack of isotopic data. Isotopic signatures of mean annual precipitation collected by Friendman and others (1992) at Mitchell Caverns, as well as recently recharged groundwater in the Providence and New York mountains, are similar to the isotopic values in Fenner Gap groundwater. This indicates that this groundwater has a Holocene age (less than 10,000 years old), since groundwater recharged during the Pleistocene had isotopic signatures significantly more negative than today due to past global cooling.

SOLID-STATE CERAMIC LIGHTING PROJECT

Description: Meadow River Enterprises, Inc. (MRE) and the New York State College of Ceramics at Alfred University (NYSCC) received a DOE cooperative agreement award in September 1999 to develop an energy-efficient Solid-State Ceramic Lamp (SSCL). The program spanned a nominal two(2) year period ending in February of 2002. The federal contribution to the program totaled $1.6 million supporting approximately 78% of the program costs. The SSCL is a rugged electroluminescent lamp designed for outdoor applications. MRE has filed a provisional patent for this ''second generation'' technology and currently produces and markets blue-green phosphor SSCL devices. White phosphor SSCL devices are also available in prototype quantities. In addition to reducing energy consumption, the ceramic EL lamp offers several economic and societal advantages including lower lifecycle costs and reduced ''light pollution''. Significant further performance improvements are possible but will require a dramatic change in device physical construction related to the use of micro-powder materials and processes. The subject ''second-generation'' program spans a 27 month period and combines the materials and processing expertise of NYSCC, the manufacturing expertise of Meadow River Enterprises, and the phosphor development expertise of OSRAM Sylvania to develop an improved SSCL system. The development plan also includes important contributions by Marshall University (a part of the West Virginia University system). All primary development objectives have been achieved with the exception of improved phosphor powders. The performance characteristics of the first generation SSCL devices were carefully analyzed in year 1 and a second generation lamp was defined and optimized in year 2. The provisional patent was ''perfected'' through a comprehensive patent application filed in November 2002. Lamp efficiency was improved more than 2:1.
