Nanotechnology: A Policy Primer

Description: Nanoscale science, engineering and technology--commonly referred to collectively as nanotechnology--is believed by many to offer extraordinary economic and societal benefits. Congress has demonstrated continuing support for nanotechnology and has directed its attention primarily to three topics that may affect the realization of this hoped for potential: federal research and development (R&D) in nanotechnology; U.S. competitiveness; and environmental, health, and safety (EHS) concerns. This report provides an overview of these topics--which are discussed in more detail in other CRS reports--and two others: nanomanufacturing and public understanding of and attitudes toward nanotechnology.

The Defense Base Act (DBA): The Federally Mandated Workers' Compensation System for Overseas Government Contractors

Description: This report provides an overview of the Defense Base Act (DBA) and the systems used to provide DBA insurance at the Department of State (DOS), the U.S. Agency for International Development (USAID), the Department of Defense (DOD), and the U.S. Army Corps of Engineers (USACE). Also included are criticisms of the current DOD DBA policy raised by GAO and Army auditors as well as responses to those criticisms by DOD and USACE. The report concludes with a discussion of several DBA reform options suggested by the House of Representatives in recent legislation and analyzed by DOD.

Oil Pollution Act of 1990 (OPA): Liability of Responsible Parties

Description: The Oil Pollution Act of 1990 (OPA) establishes a framework that addresses the liability of responsible parties in connection with the discharge of oil into the navigable waters of the United States, adjoining shorelines, or the exclusive economic zone. Among other provisions, OPA limits certain liabilities of a responsible party in connection with discharges of oil into such areas. This report addresses liability under OPA for removal costs and damages, and the basic procedure for recovering removal costs and damages from the Oil Spill Liability Trust Fund in the event that the responsible party fails to settle such claims.

Analytical results for the 107-N and 1310-N basin sedimentdisposition sample characterization project

Description: Turnaround time for this project was 60 days, as required in Reference 2. The analyses were to be performed using SW-846 procedures whenever possible to meet analytical requirements as a Resource Conservation Recovery Act (RCRA) protocol project. Except for the preparation and analyses of polychlorinated biphenyl hydrocarbons (PCB) and Nickel-63, which the program deleted as a required analyte for 222-S Laboratory, all preparative and analytical work was performed at the 222-S Laboratory. Quanterra Environmental Services of Earth City, Missouri, performed the PCB analyses. During work on this project, two events occurred nearly simultaneously, which negatively impacted the 60 day deliverable schedule: an analytical hold due to waste handling issues at the 222-S Laboratory, and the discovery of PCBs at concentrations of regulatory significance in the 105-N Basin samples. Due to findings of regulatory non-compliance by the Washington State, Department of Ecology, the 222-S Laboratory placed a temporary administrative hold on its analytical work until all waste handling, designation and segregation issues were resolved. During the hold of approximately three weeks, all analytical and waste.handling procedures were rewritten to comply with the legal regulations, and all staff were retrained in the designation, segregation and disposal of RCRA liquid and solid wastes.

Slip stacking experiments at Fermilab main injector

Description: In order to achieve an increase in proton intensity, Fermilab Main Injector will use a stacking process called ''slip stacking''. The intensity will be doubled by injecting one train of bunches at a slightly lower energy, another at a slightly higher energy, then bringing them together for the final capture. Beam studies have started for this process and we have already verified that, at least for a low beam intensity, the stacking procedure works as expected. For high intensity operation, development work of the feedback and feedforward systems is under way.

Longitudinal Bunch Dynamics in the Tevatron

Description: The authors present their observations of the longitudinal bunch dynamics in Tevatron for uncoalesced proton bunches at 150 GeV and coalesced proton bunches at 150 GeV and 980 GeV. They have observed long-term (> 15 minutes) coherent oscillations of uncoalesced protons that preserve already existing oscillations from upstream accelerators. A single-bunch instability in large intensity protons bunches at 980 GeV has also been observed.

Aperture limitations for 2nd generation Nb3Sn LHC IR quadrupoles

Description: One of the straightforward ways towards the higher luminosity in the LHC is a replacement of the present 70-mm NbTi quadrupoles with Nb{sub 3}Sn quadrupoles which would provide the same field gradient but in a larger aperture. Conceptual designs of such quadrupoles with 90 mm aperture have been developed and studied. This paper discusses the possibilities and limitations of increasing the aperture of Nb{sub 3}Sn low-beta quadrupoles for a LHC luminosity upgrade up to 110 mm.

RHIC STATUS AND PLANS.

Description: RHIC ended successfully its second year of operation in January 2002 after a six month run with gold ions and two months of polarized proton collisions. I will review the machine performance and accomplishments, that include reaching design energy (100 GeV/u) and design luminosity during the gold run, and the first high energy (100 GeV) polarized proton collisions. I will also discuss the machine development strategy and the main performance milestones. The goals and plans for the shutdown and the nest run, scheduled to start in November 2002 have been the focus of a RHIC Retreat in March 2002. I will summarize findings and plans for the upcoming run and outline a vision for the nest few years of RHIC operation and upgrades.

Field quality of the LHC inner triplet quadrupoles being fabricated at Fermilab

Description: Fermilab, as part of the US-LHC Accelerator Project, has designed and is producing superconducting low-beta quadrupole magnets for the Large Hadron Collider (LHC). These 70 mm bore, 5.5 m long magnets operate in superfluid helium at 1.9 K with a maximum operating gradient of 214 T/m. Two quadrupoles, combined with a dipole orbit corrector, form a single LQXB cryogenic assembly, the Q2 optical element of the final focus triplets in the LHC interaction regions. Field quality was measured at room temperature during fabrication of the cold masses as well as at superfluid helium temperature in two thermal cycles for the first LQXB cryogenic assembly. Integral cold measurements were made with a 7.1 m long rotating coil and with a 0.8 m long rotating coil at 8 axial positions and in a range of currents. In addition to the magnetic measurements, this paper reports on the quench performance of the cold masses and on the measurements of their internal alignment.

Measurements of the longitudinal and transverse beam loss at the Tevatron

Description: Measurements of the transverse and longitudinal beam losses during a Tevatron store will be presented. The measurements utilize scintillation counters to monitor the nuclear interactions of the 1 TeV halo particles with a scraper that is located near the beam. If the particles are in time with the primary bunches, they are assumed to come from transverse perturbations inducing large betatron oscillations. Particles lost longitudinally drift around the ring due to synchrotron radiation and become asynchronous with respect to the bunches. A pulsed electron lens is then used to induce large betatron oscillations that extract these particles onto the scraper. The resulting nuclear interactions in the scraper are recorded by a gated scintillating counter system. The counting rates from the two channels provide an online measurement of the two types of beam loss. Known beam loss due to interactions at the IP and to nuclear collisions in the residual gas can be subtracted which then exposes the underlying losses from longitudinal and transverse instabilities.

Measurement of the running b-quark Mass using e{sup +}e{sup -} {yields} b{bar b}g events

Description: We have studied the determination of the running b-quark mass, m{sub b}(M{sub Z}), using Z{sup 0} decays into 3 or more hadronic jets. We calculated the ratio of {ge} 3-jet fractions in e{sup +}e{sup -} {yields} b{bar b} vs. e{sup +}e{sup -} {yields} q{sub l}{bar q}{sub l} (q{sub l} = u or d or s) events at next-to-leading order in perturbative QCD using six different infra-red- and collinear-safe jet-finding algorithms. We compared with corresponding measurements from the SLD Collaboration and found a significant algorithm-dependence of the fitted m{sub b}(M{sub Z}) value. Our best estimate, taking correlations into account, is m{sub b}(M{sub Z}) = 2.52 {+-} 0.27(stat.){sub -0.47}{sup +0.33}(syst.){sub -1.46}{sup +0.54}(theor.) GeV/c{sup 2}.

Femtosecond laser materials processing

Description: Femtosecond lasers enable materials processing of most any material with extremely high precision and negligible shock or thermal loading to the surrounding area Applications ranging from drilling teeth to cutting explosives to making high-aspect ratio cuts in metals with no heat-affected zone are made possible by this technology For material removal at reasonable rates, we developed a fully computer-controlled 15-Watt average power, 100-fs laser machining system.

Fiber optic based optical coherence tomography (OCT) for dental applications

Description: We have developed a hand-held fiber optic based optical coherence tomography (OCT) system for scanning of the oral cavity We have produced, using this scanning device, in viva cross-sectional images of hard and soft dental tissues in human volunteers Clinically relevant anatomical structures, including the gingival margin, periodontal sulcus, and dento-enamel junction, were visible in all the images The dento-enamel junction and the alveolar bone were identifiable in approximately two thirds of the images These images represent, to our knowledge, the first in viva OCT images of human dental tissue.

Fudge: a high-bandwidth fusion diagnostic of the NIF

Description: Diagnostics for the National Ignition Facility (NIF)/Inertial Confinement Fusion (ICF) program must include good characterization of the fusion source. Ideally, diagnostics would measure the spatially-resolved history of the fusion reaction rate and temperature. Existing diagnostics can satisfy this goal only partially. One class of new techniques that could play a major role in high-yield diagnostics is measurements based on fusion {gamma} rays. The Fusion Diagnostic Gamma Experiment (FUDGE) can be used to perform energy-resolved measurements of (D,T) fusion reaction rates This diagnostic is based on the 16 7-MeV {gamma} rays that are produced by (D,T) fusion. The {gamma} rays are free of spectral dispersion and can be detected with a high bandwidth Cherenkov detector. A simple magnetic monochromator selects signals from the 16 7-MeV {gamma} rays and reduces background signals from non-fusion {gamma} rays.

Brief summary concerning strategic withholding (nuclear parsimony)

Description: This memorandum provides a brief summary on thoughts concerning `Strategic Withholding` (or perhaps, `Nuclear Parsimony`). It is chiefly meant to further support the view that there should be other significant doctrines besides `Brute-Force Retaliation`. The basic doctrinal argument is that it may be broadly disadvantageous to fire one`s missiles in equal, or `total` retaliation. It may be better to reply only softly, or not at all. The basic justification rests on an assumption of extended war, and on a logic addressed to what`s best for the surviving population and capability at any given point. In most strategic wargame exercises, it is rarely apparent that this principle is taken into account. The essential point of argument is that an extended war is not so different from peacetime posturing.

Measurements of near forward scattered laser light in a large ICF plasma

Description: We describe an instrument which measures the angular spread and spectrum of near forward scattered laser light from a probe beam in a long scalelength laser-plasma. The instrument consists of a combination of time integrating and time resolving detectors which measure the scattered light amplitude over four orders of magnitude for a range of angles. These measurements allow us to study the beam spray resulting from various laser and plasma conditions and determine the density fluctuations associated with this beam spray.

Achromatically filtered diamond photoconductive detectors for high power soft x-ray flux measurements

Description: A 1 mm square diamond photoconductive detector (PCD) has been installed on the LLNL Nova laser system, for use as a broad band soft x-ray power diagnostic. The PCD is installed behind an array of pinholes, which cast multiple, overlapping images of the source onto the diamond. This allows reduction of the x-ray intensity, to avoid saturation problems, while avoiding the spectral dependency of thin film filters. The diode current is read out on a 5 GHz bandwidth scope. The system is calibrated by comparison to an absolutely calibrated array of filtered vacuum x-ray photodiodes (XRD` s) (``dante``). The time response of the PCD and its bias electronics have been characterized using the 5th harmonic (210 nm) of a short pulse (< 1 ps) Ti:sapphire laser. The data show a fast rise, limited by the 5 GHz scope bandwidth, and a slower fall off, characterized by an RC time of order 200 ps.

High-energy 4{omega} probe laser for laser-plasma experiments at nova

Description: For the characterization of inertial confinement fusion plasmas we implemented a high-energy 4{omega} probe laser at the Nova laser facility. A total energy of > 50 Joules at 4{omega}, a focal spot size of order 100 {micro}m, and a pointing accuracy of 100 {micro}m was demonstrated for target shots. This laser provides intensities of up to 3 x 10{sup 14}W cm{sup -2} and therefore fulfills high-power requirements for laser-plasma interaction experiments. The 4{omega} probe laser is now routinely used for Thomson scattering. Successful experiments were performed in gas-filled hohlraums at electron densities of n{sub e} > 2 X 10{sup 21}cm{sup -3} which represents the highest density plasma so far being diagnosed with Thomson scattering.
