The Impact of Major Legislation on Budget Deficits: 2001 to 2009

Description: This report examines to what extent major legislative changes from 2001 to 2009 caused the budget to move from surplus to deficit. Legislative actions taken in 2009 increased the FY2009 deficit by $509 billion, whereas legislative actions taken between 2001 and 2008 increased the FY2009 deficit by $903 billion. Furthermore, legislative changes have cumulatively increased federal budget deficits over FY2001 to FY2009 by $5.4 trillion.

Institutional Plan Argonne National Laboratory FY 2000--FY 2005 [October 1999]

Description: This Institutional Plan describes what Argonne management regards as the optimal future development of Laboratory activities. The document outlines the development of both research programs and support operations in the context of the nation's R and D priorities, the missions of the Department of Energy (DOE) and Argonne, and expected resource constraints. The product of many discussions between DOE and Argonne program managers, the Draft Institutional Plan is provided to the Department before Argonne's On-Site Review. Issuance of the final Institutional Plan in the fall, after further comment and discussion, marks the culmination of the Laboratory's annual planning cycle. The final Plan also reflects programmatic priorities developed during Argonne's summer strategic planning process and the allocation of Laboratory Directed Research and Development funds.

FY 2005 Annual Progress Report for the DOE Hydrogen Program

Description: In cooperation with industry, academia, national laboratories, and other government agencies, the Department of Energy's Hydrogen Program is advancing the state of hydrogen and fuel cell technologies in support of the President's Hydrogen Fuel Initiative. The initiative seeks to develop hydrogen, fuel cell, and infrastructure technologies needed to make it practical and cost-effective for Americans to choose to use fuel cell vehicles by 2020. Significant progress was made in fiscal year 2005 toward that goal.

FY 2005 Congressional Earmark: The Environmental Institute Fellowship Program

Description: Congressional Earmark Funding was used to create a Postdoctoral Environmental Fellowship Program, interdisciplinary Environmental Working Groups, and special initiatives to create a dialogue around the environment at the University of Massachusetts Amherst to mobilize faculty to work together to respond to emerging environmental needs and to build institutional capacity to launch programmatic environmental activities across campus over time. Developing these networks of expertise will enable the University to more effectively and swiftly respond to emerging environmental needs and assume a leadership role in varied environmental fields. Over the course of the project 20 proposals were submitted to a variety of funding agencies involving faculty teams from 19 academic departments; 4 projects were awarded totaling $950,000; special events were organized including the Environmental Lecture Series which attracted more than 1,000 attendees over the course of the project; 75 University faculty became involved in one or more Working Groups (original three Working Groups plus Phase 2 Working Groups); an expertise database was developed with approximately 275 faculty involved in environmental research and education as part of a campus-wide network of environmental expertise; 12 University centers and partners participated; and the three Environmental Fellows produced 3 publications as well as a number of presentations and papers in progress.

Assistance After Hurricanes and Other Disasters: FY2004 and FY2005 Supplemental Appropriations

Description: After a series of devastating hurricanes struck Florida and other states in the summer of 2004, the 108th Congress passed two emergency supplemental appropriations statutes that provide a total of $16.475 billion to areas stricken by the hurricanes and other natural disasters. The House and Senate quickly approved legislation (H.R. 5005) the day after President Bush submitted a request on September 6 for $2 billion in FY2004 funding, largely in response to the devastation caused by Hurricanes Charley and Frances in Florida. The other issue that was a matter of public debate focused on a proposed amendment in the House to fully offset the cost of the FY2005 supplemental through a proportional reduction in discretionary funds; the House rejected the amendment.
