Rebooting the Government Printing Office: Keeping America Informed in the Digital Age

Description: The conference report to the 2012 Consolidated Appropriations Act mandated that the National Academy of Public Administration (the Academy) conduct a broad operational review of GPO to (1) update past studies of GPO operations; (2) examine the feasibility of GPO continuing to perform executive branch printing; and (3) identify additional cost saving operational alternatives beyond those that GPO has already implemented.The Academy formed a five-member Panel of Fellows to conduct a ten-month study of the agency’s current role, its operations, and its future direction. The Panel determined that the federal government in the digital age must continue to ensure that the public has permanent access to authentic government information and that GPO has a critical role to play in meeting this need. GPO leaders have made significant progress in “rebooting” the agency from a print-centric to a content-centric focus, but the agency needs to make further business and operational changes. The Panel issued fifteen recommendations intended to position the federal government for the digital age, strengthen GPO’s business model, and further GPO’s continuing transformation. Among other things, the Panel recommended that Congress establish an inter-agency process to develop a government-wide strategy for managing the life-cycle of digital government information; GPO should provide an expanded set of services supporting the life cycle management of digital government information; GPO and Congress should explore alternative funding models for the Federal Digital System; and GPO should continue to perform executive branch printing, while further reducing costs and improving service to customers.

National Digital Stewardship Alliance Web Archiving Survey Report: 2012

Description: The National Digital Stewardship Alliance is a member organization whose mission is to establish, maintain, and advance the capacity to preserve our nation's digital resources for the benefit of present and future generations. From October 3 through October 31, 2011, the Content Working Group conducted a survey of organizations in the United States that are actively involved in, or planning to start, programs to archive content from the web. The goal of the survey was to better understand the landscape of web archiving activities in the United States, including identifying the organizations or individuals involved, the types of web content being preserved, the tools and services being used, and the types of access being provided. This summary report examines participant responses for the purposes of discerning trends, themes, and emerging practices and challenges in web-based content acquisition and preservation.

Web Archiving in the United States: A 2016 Survey

Description: The National Digital Stewardship Alliance is a member organization whose mission is to establish, maintain, and advance the capacity to preserve our nation's digital resources for the benefit of present and future generations. From January 20 to February 16, 2016, a team of individuals representing multiple NDSA member institutions and interest groups conducted a survey of organizations in the United States actively involved in, or planning to start, programs to archive content from the Web. This effort built upon a similar survey undertaken by NDSA in late 2011 and published online in June 2012 and a second survey in late 2013 published online in September 2014.The goal of these surveys is to better understand the landscape of Web archiving activities in the United States by investigating the organizations involved, the history and scope of their Web archiving programs, the types of Web content being preserved, the tools and services being used, access and discovery services being provided, and overall policies related to Web archiving programs.

Description: From October 2 to November 20, 2017, a working group of individuals representing multiple NDSA member institutions and interest groups conducted a survey of organizations in the United States actively involved in, or planning to start, programs to archive content from the Web. This effort builds upon and extends a broader effort begun in three earlier surveys, which the NDSA Web Archiving Survey working group has conducted since 2011.The goal of these surveys is to better understand the landscape of Web archiving activities in the United States by investigating the organizations involved; the history and scope of their Web archiving programs; the types of Web content being preserved; the tools and services being used; access and discovery services being offered; and overall policies related to Web archiving programs. The responses from this survey document the current state of U.S. Web archiving initiatives and the comparison with the results of the 2011, 2013, and 2016 surveys enables an analysis of emerging trends. This report describes the current state of the field, tracks the evolution of the field over the last few years, and points to future opportunities and developments.
