Description: This report presents figures showing trends in discretionary budget authority as a percentage of gross domestic product (GDP) by subfunction within each of 17 budget function categories, using data from President Obama's FY2016 budget submission. This report provides a graphical overview of historical trends in discretionary budget authority from FY1977 through FY2014, estimates for FY2015 spending, and the levels consistent with the President's proposals for FY2016 through FY2020.

Unemployment Insurance: Legislative Issues in the 115th Congress

Description: This report provides short summaries of legislative proposals with respect to unemployment insurance (UI) programs. It also gives a brief overview of the UI programs that may provide benefits to eligible unemployed workers. In addition, it briefly summarizes UI proposals included in the President's budget for FY2018. President Trump signed H.J.Res. 42 on March 30, 2017 (P.L. 115-17). This Congressional Review Act (CRA) resolution negated 20 C.F.R. Part 620. This now-negated rule had set out the circumstances under which states were allowed to prospectively drug test UC claimants based upon the prevalence of drug testing in the occupations in which they were seeking employment.

The Army's Armored Multi-Purpose Vehicle (AMPV): Background and Issues for Congress

Wildfire Management Funding: Background, Issues, and Fiscal Year 2018 Appropriations

Description: This report provides an overview of the accounts that fund wildfire management activities and historical wildfire management appropriations data, as well as information on FY2018 appropriations. The Administration requested a combined $3.72 billion in FY2018, a 12% decrease from FY2017 enacted levels. On September 14, 2017, the Housed passed H.R. 3354, an omnibus measure covering all 12 appropriations bills, including the FY2018 Interior, Environment, and Related Agencies bill. This bill would provide $3.85 billion combined for wildfire purposes, an 8% decrease from FY2017 enacted levels and 3% above the Administration's requested levels.

Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress

Description: This report presents background information and issues for Congress concerning the Navy's force structure and shipbuilding plans. The current and planned size and composition of the Navy, the rate of Navy ship procurement, and the prospective affordability of the Navy's shipbuilding plans have been oversight matters for the congressional defense committees for many years. The Navy's proposed FY2018 budget, as amended on May 24, 2017, requests the procurement of nine new ships, including one Gerald R. Ford (CVN-78) class aircraft carrier, two Virginia-class attack submarines, two DDG-51 class destroyers, two Littoral Combat Ships (LCSs), one TAO-205 class oiler, and one towing, salvage, and rescue ship. On December 15, 2016, the Navy released a new force-structure goal that calls for achieving and maintaining a fleet of 355 ships of certain types and numbers. The issue for Congress is whether to approve, reject, or modify the Navy's force structure and shipbuilding plans. Decisions that Congress makes on this issue can substantially affect Navy capabilities and funding requirements, and the U.S. shipbuilding industrial base.

Minority Business Development Agency: An Overview of Its History and Current Issues

Description: This report discusses the Department of Commerce's Minority Business Development Agency (MBDA) which is the lead federal agency dedicated to supporting the development and expansion of the minority business community. Currently, the MBDA provides a number of services principally through a network of business centers located in areas with the largest concentration of minority populations and the largest number of minority businesses. The Trump Administration's budget request for FY2018 proposes to reduce the agency's appropriation from $34 million appropriated for FY2017 to $6 million for FY2018. The proposed funds would be used to cover the cost of terminating the agency and its activities. Contrary to the Administration's request, the House Committee on Appropriations approved a Commerce, Justice, Science and Related Agencies Appropriations bill (H.R. 3267), which was later incorporated into H.R. 3357 that the House passed on September 14, 2017, and would provide $34 million for MBDA. On July 27, 2017, the Senate Committee on Appropriations approved S. 1662, its version of the Commerce, Justice, Science and Related Appropriations bill for FY2018. The bill also recommended an appropriation of $34 million for MBDA.
