Discretionary Budget Authority by Subfunction: An Overview

Description: This report presents figures showing trends in discretionary budget authority as a percentage of gross domestic product (GDP) by subfunction within each of 17 budget function categories, using data from President Obama's FY2016 budget submission. This report provides a graphical overview of historical trends in discretionary budget authority from FY1977 through FY2014, estimates for FY2015 spending, and the levels consistent with the President's proposals for FY2016 through FY2020.

Advanced Pilot Training (T-X) Program: Background and Issues for Congress

Description: This report discusses the Air Force's planned procurement of 350 new Advanced Pilot Training (APT T-X) aircraft and 46 Ground Based Training Systems (GBTS) at a cost valued at roughly $1.5 billion for the Research, Design, Test, and Evaluation phase of the program and estimated at $18 billion in future procurement costs. The APT T-X acquisition strategy poses potential oversight issues for Congress, including the following: Is the number of planned aircraft purchases sufficient? Given the reported pilot shortage, should the procurement be accelerated? What effects do increased F-35A & KC-46 purchases, along with development of the new Long Range Strike Bomber, B-21, have on the USAF budget and the feasibility of an additional Major Defense Acquisition Program? These questions and the Air Force's FY 2017 appropriations requests' for the program are addressed in this report.

This document should be read in close conjunction with other associated strategic planning documents of the UNT Libraries, including the following: 2014 Strategic Plan Alignment Map of UNT Libraries and Academic Affairs, UNT Libraries Strategic Plan 2011-2015, and UNT Press Strategic Plan 2014-2019. This document lays out the primary directions that the UNT Libraries will undertake during the coming four years. It builds on previous work and accomplishments during the 2011-2014 period, and serves as a transitional planning guide for moving beyond the 2011-2015 strategic plan. The most important priority for the next three years will be the first one listed: improving library resources. Without adequate resources, it is unlikely that progress will be made on the other priorities.
