1999 Annual Cathodic Protection Survey Report for PFP

Description: This cathodic protection (CP) report documents the results of the 1999 annual CP survey of the underground piping within PFP property. An annual survey of CP systems is required by Washington Administrative Code (WAC). A spreadsheet to document the 1999 annual survey polarization data is included in this report. Graphs are included to trend the cathodic voltages and the polarization voltages at each test station on PFP property. The trending spans from 1994 to 1999. Graphs are also included to … more

Algorithm for Wave-Particle Resonances in Fluid Codes - Final Report

Description: We review the work performed under LDRD ER grant 98-ERD-099. The goal of this work is to write a subroutine for a fluid turbulence code that allows it to incorporate wave-particle resonances (WPR). WPR historically have required a kinetic code, with extra dimensions needed to evolve the phase space distribution function, f(x, v, t). The main results accomplished under this grant have been: (1) Derivation of a nonlinear closure term for 1D electrostatic collisionless fluid; (2) Writing of a 1D e… more

Aluminum-Free Semiconductors and Packaging

Description: The use of laser diodes instead of flashlamps to pump solid state lasers generally results in lighter weight, more compact systems with improved efficiency and reliability. These traits are important to a wide variety of applications in military, industrial and other areas. Common solid state laser systems such as yttrium aluminum garnet doped with neodymium or ytterbium (Nd:YAG and Yb:YAG, respectively) require pump light in the 800 to 1000 nm range, and such laser diodes have typically been f… more

Angular Distribution of Particles Emerging from a Diffusive Region and its Implications for the Fleck-Canfield Random Walk Algorithm for Implicit Monte Carlo Radiation Transport

Description: We present various approximations for the angular distribution of particles emerging from an optically thick, purely isotropically scattering region into a vacuum. Our motivation is to use such a distribution for the Fleck-Canfield random walk method [1] for implicit Monte Carlo (IMC) [2] radiation transport problems. We demonstrate that the cosine distribution recommended in the original random walk paper [1] is a poor approximation to the angular distribution predicted by transport theory. Th… more

Ashcroft Pressure Switch Monitor for Low SCHe Purge Pressure

Description: These 0-15 psig pressure switches are located in the SCHe helium purge lines after PCV-5*23 and before PCV-5*27. The pressure switches monitor the pressure being maintained between the two PCVs and actuate on low pressure of 15 psig. This design is used for each of the SCHe supply lines. Electronic output signal is NON-SAFETY (GS).

Authority of a President to Modify or Eliminate a National Monument

Description: President Clinton created a number of new national monuments, using authority given the President under the Antiquities Act of 1906. Many of the designations were controversial and renewed discussion of that Act and whether a President can modify or eliminate a Presidentially created national monument. This report examines that question.

Baseline avian use and behavior at the CARES wind plant site, Klickitat County, Washington

Description: This report presents a literature review on avian-wind turbine interactions and the results of a one-year avian baseline study conducted in 1998 at the proposed Conservation and Renewable Energy System (CARES) wind development site in Klickitat County, Washington. Avian use of the site ranged from 1.11/survey in the winter to 5.69/survey in the spring. Average use by passerines in the study plots ranged from 1.15 minutes/survey in the winter to 40.98 minutes/survey in the spring. Raptors spent … more

Chechnya Conflict: Recent Developments

Description: This report examines military airstrikes and ground operations that Russia launched against its Chechnya region in late September 1999. It provides background information on earlier Chechen guerrilla attacks on the neighboring Dagestan region of Russia and on the unsolved terrorist bombing of several apartment buildings in Russia. Current problems of governance in Chechnya are discussed, as well as Chechnya’s response to the Russian offensive. The concerns of the United States and other Western… more

Compilation of Requirements for Safe Handling of Fluorine and Fluorine-Containing Products of Uranium Hexafluoride Conversion

Description: Public Law (PL) 105-204 requires the U.S. Department of Energy to develop a plan for inclusion in the fiscal year 2000 budget for conversion of the Department's stockpile of depleted uranium hexafluoride (DUF{sub 6}) to a more stable form over an extended period. The conversion process into a more stable form will produce fluorine compounds (e.g., elemental fluorine or hydrofluoric acid) that need to be handled safely. This document compiles the requirements necessary to handle these materials … more

Conceptual Software Reliability Prediction Models for Nuclear Power Plant Safety Systems

Description: The objective of this project is to develop a method to predict the potential reliability of software to be used in a digital system instrumentation and control system. The reliability prediction is to make use of existing measures of software reliability such as those described in IEEE Std 982 and 982.2. This prediction must be of sufficient accuracy to provide a value for uncertainty that could be used in a nuclear power plant probabilistic risk assessment (PRA). For the purposes of the proje… more

Continued study of the time stability of a small water Cerenkov detector

Description: This note describes continued studies at Fermilab of the long term stability of a small water Cerenkov tank. Previous results are presented for studies between November, 1997 and October, 1998. The data given here continue these measurements through December, 1998, when the tank and electronics were moved to a different location, and then to November, 1999. The water tank, bag liner, water, photomultiplier tube, and data acquisition software were unchanged for the additional measurements from J… more

CRADA No. BNL-C-97-10 between BNL and Cotton, Inc. Final abstract and final report [Final Report of Research carried out under DOE CRADA No. BNL-C-97-10 - "Prediction of Yield in Cotton"]

Description: The objectives of this work were to determine if the numbér of fiber cell initials varied genetically and to compare the number of initials with that of mature fibers obtained at harvest time. The method used to count the number of fiber cell initials is direct, simple, quick and done while the plant is growing. In contrast, the currently used commercial process is indirect and needs large amount mature fibers gathered at harvest time. However, all current work on cotton yield is based on fiber… more
