The Proposed U.S.-South Korea Free Trade Agreement (KORUS FTA): Automobile Rules of Origin

Description: This report begins with a discussion of the complex supply chains that now underlie automotive production. It then explains the procedures established in the KORUS FTA for determining whether an automotive product qualifies as being of South Korean or United States origin and compares those procedures to the rules established in the free trade agreement between South Korea and the European Union. Finally, it discusses whether the domestic content rules in the KORUS FTA could enable circumvention of the rules of origin by allowing automotive components produced in North Korea’s Kaesong Industrial Complex (KIC) to enter the United States duty-free in assembled motor vehicles, and thereby receive the benefits provided by the agreement.

Agriculture in Pending U.S. Free Trade Agreements with Colombia, Panama, and South Korea

Description: The 111th Congress in coming months might take up free trade agreements (FTAs) signed by the Bush Administration with Colombia, Panama, and South Korea under trade promotion authority, or fast-track rules, designed to expedite congressional consideration of these agreements. Guam: U.S. Defense Deployments

Description: The United States military has been building up forces on the U.S. territory of Guam to increase deterrence and power projection for possible responses to crises and disasters, counter-terrorism, and contingencies in support of South Korea, Japan, the Philippines, Taiwan, or elsewhere in Asia. But the defense buildup on Guam is moderate. China has concerns about the defense buildup. Guam's role has increased with plans to withdraw some U.S. forces from Japan and South Korea. This report describes in brief detail the various cooperative efforts, including financial efforts, undertaken by the U.S. and the above nations.
