Description: Abstract: Use of the mixer-settler apparatus as a rapid means of determining improved conditions for plant operation is described including the experimental details. The preparation of highly purified samples of both zirconium oxide and hafnium oxide is discussed. (This document is concerned almost entirely with explorations of small scale continuous systems. Another document dealing with this general problem using small scale batch operations is being published simultaneously. Separation of Zirconium & Hafnium : Proposal for Construction & Operation of Zirconium Production Plant

Description: Abstract: A re-evaluation of the cost of producing essentially hafnium free zirconium as zirconium oxide at a rate of 150,000-200,000 pounds zirconium per year by solvent extraction of the metal thiocyanates in a permanent plant has been made. Using part of the present temporary facilities, the cost, with five year amortization of the plant, will be $3.15 per pound zirconium. A by-product of the mixed oxides of hafnium and zirconium, having at least fifty percent hafnium and perhaps as high as ninety percent hafnium, can be made available with little additional cost.

Description: The Congressional Research Service frequently receives inquiries about legislative planning. Legislative and office action plans are often used by congressional offices for almost every significant project, from organizing an extensive conference in the district or state to introducing and guiding legislation. A major action plan requires a firm understanding of the project's goal, a research strategy, and a time line for completing the project. Disability Benefits Available Under the Social Security Disability Insurance (SSDI) and Veterans Disability Compensation (VDC) Programs

Description: This report seeks to clarify why one group of individuals with disabilities may be eligible for benefits under Veteran's Disability Compensation (VDC), but ineligible for benefits under Social Security Disability Insurance (SSDI) (and vice versa), through a description and comparison of several distinguishing characteristics of the SSDI and VDC programs. Unfunded Mandates Reform Act: History, Impact, and Issues

Description: This report examines debates over what constitutes an unfunded federal mandate and the Unfunded Mandates Reform Act of 1995's (UMRA) implementation. It focuses on UMRA's requirement that Congressional Budget Office (CBO) issue written cost estimate statements for federal mandates in legislation, its procedures for raising points of order in the House and Senate concerning unfunded federal mandates in legislation, and its requirement that federal agencies prepare written cost estimate statements for federal mandates in rules. It also assesses UMRA's impact on federal mandates and arguments concerning UMRA's future, focusing on UMRA's definitions, exclusions, and exceptions that currently exempt many federal actions with potentially significant financial impacts on nonfederal entities.

The Protection of Classified Information: The Legal Framework

Description: This report provides an overview of the relationship between executive and legislative authority over national security information, and summarizes the current laws that form the legal framework protecting classified information, including current executive orders and some agency regulations pertaining to the handling of unauthorized disclosures of classified information by government officers and employees.
