Description: This report provides a historical examination of the SBA's size standards, assesses competing views concerning how to define a small business, and discusses how the Small Business Jobs Act of 2010 might affect program eligibility. It also discusses H.R. 585, the Small Business Size Standard Flexibility Act of 2011, which would authorize the SBA's Office of Chief Counsel for Advocacy to approve or disapprove a size standard proposed by a federal agency if it deviates from the SBA's size standards.

Organized Retail Crime

Description: This report provides an overview of organized retail crime (ORC) rings, their operations, and goods targeted. It then examines the domestic impact of ORC in the arenas of the economy, public health and safety, and domestic security. The report also outlines current efforts by retailers, resale markets, and the federal government to combat ORC. Emergency Designation: Current Budget Rules and Procedures

Description: Budgetary legislation is constrained by certain enforcement rules that are generally intended to control spending, revenues, and the deficit. Since 1990, those rules have provided, in various forms, procedural mechanisms allowing Congress to effectively exempt certain budgetary amounts from such constraints by designating a provision in a measure as an emergency requirement. This report provides a brief description of the current rules and congressional procedures associated with the emergency designation.

The Uniformed and Overseas Citizens Absentee Voting Act: Overview and Issues

Description: This report discusses the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA), under which members of the uniformed services and U.S. citizens who live abroad are eligible to register and vote absentee in federal elections.
