No Longer Under Our Control: The Nature and Role of Standards in the 21st Century Library

Description: This lecture script examines the nature and role of standards for the emerging 21st century library. Given the dynamic character of the networked environment, when are standards appropriate and how can they be developed in a manner consistent with the volatility of information technologies and changing library services? What are the roles and responsibilities of standards developing organizations, technology vendors, content creators, and librarians for standards? Do local practices of libraries threaten standards-based resource sharing and resource access technologies? Can local needs be balanced with broader library community responsibilities, and how do standards affect this balance? The speaker's assumption is that adherence to standards has never been more critical, yet his implementation experience with Z39.50 and MARC suggests that the commitment to national and international standards by librarians, technology vendors, and content creators are often an example of good intentions rather than actual practice. This standards disconnect threatens the emerging 21st century library's ability to deliver fundamental services in appropriate ways to their users.

Federal Agency Actions Following the Supreme Court's Climate Change Decision: A Chronology

Description: This report presents a chronology of major federal agency actions taken in the wake of Massachusetts v. EPA. In Massachusetts v. EPA, the Court held that greenhouse gases (GHGs), widely viewed as contributing to climate change, constitute "air pollutants" as that phrase is used in the Clean Air Act (CAA). As a result, said the Court, the U.S. Environmental Protection Agency (EPA) had improperly denied a petition seeking CAA regulation of GHGs from new motor vehicles by saying the agency lacked authority over such emissions.

Catastrophic failure of contaminated fused silica optics at 355 nm

Description: For years, contamination has been known to degrade the performance of optics and to sometimes initiate laser-induced damage to initiate. This study has W to quantify these effects for fused silica windows used at 355 mm Contamination particles (Al, Cu, TiO{sub 2} and ZrO{sub 2}) were artificially deposited onto the surface and damage tests were conducted with a 3 ns NdYAG laser. The damage morphology was characterized by Nomarski optical microscopy. The results showed that the damage morphology for input and output surface contamination is different. For input surface contamination, both input and output surfaces can damage. In particular, the particle can induce pitting or drilling of the surface where the beam exits. Such damage usually grows catastrophically. Output surface contamination is usually ablated away on the shot but can also induce catastrophic damage. Plasmas are observed during illumination and seem to play an important role in the damage mechanism. The relationship between fluence and contamination size for which catastrophic damage occurred was plotted for different contamination materials. The results show that particles even as small as 10 {micro}m can substantially decrease the damage threshold of the window and that metallic particles on the input surface have a more negative effect than oxide particles.

RELATIVISTIC THOMSON SCATTERING EXPERIMENT AT BNL - STATUS REPORT.

Description: 1.7 x 10{sup 8} x-ray photons per 3.5 ps pulse have been produced in Thomson scattering by focusing CO{sub 2} laser pulse on counter-propagating relativistic electron beam. We explore a possibility of further enhancement of process efficiency by propagating both beams in a plasma capillary. Conventional synchrotron light sources based on using giga-electron-volt electron synchrotron accelerators and magnetic wigglers generate x-ray radiation for versatile application in multi-disciplinary research. An intense laser beam causes relativistic electron oscillations similar to a wiggler. However, because the laser wavelength is thousand times shorter than a wiggler period, very moderate electron energy is needed to produce hard x-rays via Thomson scattering. This allows using relatively compact mega-electron-volt linear accelerators instead of giga-electron-volt synchrotrons. Another important advantage of Thomson sources is a possibility to generate femtosecond x-ray pulses whereas conventional synchrotron sources have typically {approx}300 ps pulse duration. This promises to revolutionize x-ray research in chemistry, physics, and biology expanding it to ultra-fast processes. Thomson sources do not compete in repetition rate and average intensity with conventional light sources that operate at the megahertz frequency. However, Thomson sources have a potential to produce much higher photon numbers per pulse. This may allow developing a single shot exposure important for structural analysis of live biological objects. The BNL Thomson source is a user's experiment conducted at the Accelerator Test Facility since 1998 by an international collaboration in High Energy Physics. Since inception, the ATF source produces the record peak x-ray yield, intensity and brightness among other similar proof-of-principle demonstrations attempted elsewhere. Note that this result is achieved with a moderate laser power of 15 GW. A key to this achievement is in choosing right apparatus and efficient interaction geometry. Test Plan and Test Specifications for Unloading LR-56 Waste at the 204-AR Waste Unloading Facility

Description: The LR-56 cask is an International Atomic Energy Agency (IAEA), type B (U) certified Medium to High Level Radioactive Liquid Waste Transport Cask. The LR-56 consists of a trailer equipped with the following component and systems: cubic meter lead shielded cask; Self-contained ventilation system including an air pressure/vacuum pump for cask loading and unloading; Waste temperature, level, leak detection, and other surveillance equipment; Control room for control of loading and unloading operations and waste surveillance; Hoist system for removing well caps on the cask; Power connection and control connections for operating the cask from a remote facility; The cask may be unloaded or loaded using either the onboard pressure/vacuum pump or by an external waste transfer pump. Rinse heads and connections allow the cask to be rinsed using supplied rinse water. The cask was designed to be vented using the LR-56 onboard ventilation system, which is connected to the cask via a hose through a penetration in the cask. Three wells located on the top of the cask, offer valved penetrations into the cask for venting, waste pumping, and rinsing. Other penetrations in the cask enable surveillance instrumentation to be used to monitor inside the cask. To date, the LR-56 cask system at the Hanford facility has not been used. Since the vessel has never received radioactive waste, the LR-56 is not yet a regulated system. It is desired to use the LR-56 cask to transport waste in calendar year 2000.

Fault tolerant issues in the BTeV trigger

Description: The BTeV trigger performs sophisticated computations using large ensembles of FPGAs, DSPs, and conventional microprocessors. This system will have between 5,000 and 10,000 computing elements and many networks and data switches. While much attention has been devoted to developing efficient algorithms, the need for fault-tolerant, fault-adaptive, and flexible techniques and software to manage this huge computing platform has been identified as one of the most challenging aspects of this project. They describe the problem and offer an approach to solving it based on a distributed, hierarchical fault management system.

Advanced Emissions Control Development Program

Description: Babcock & Wilcox (B&W) is conducting a five-year project aimed at the development of practical, cost-effective strategies for reducing the emissions of hazardous air pollutants (commonly called air toxics) from coal-fired electric utility plants. The need for air toxic emissions controls may arise as the U. S. Environmental Protection Agency proceeds with implementation of Title III of the Clean Air Act Amendment (CAAA) of 1990. Data generated during the program will provide utilities with the technical and economic information necessary to reliably evaluate various air toxics emissions compliance options such as fuel switching, coal cleaning, and flue gas treatment. The development work is being carried out using B&W�s new Clean Environment Development Facility (CEDF) wherein air toxics emissions control strategies can be developed under controlled conditions, and with proven predictability to commercial systems. Tests conducted in the CEDF provide high quality, repeatable, comparable data over a wide range of coal properties, operating conditions, and emissions control systems. Development work to date has concentrated on the capture of mercury, other trace metals, fine particulate, and the inorganic species hydrogen chloride and hydrogen fluoride.

Numerical results of PT-IP-338A and supplement A: DR reactor heat decay test at high outlet water temperatures

Description: This report summarizes the results obtained in the experimental measurement of the reactor heat extracted by the coolant during two different scrams of the DR Reactor. These tests were conducted with the reactor flow carefully controlled to establish different reactor coolant temperatures following the scram. During normal reactor scrams, which have been used in the past to measure the reactor heat output, a high coolant flow was maintained. Consequently, the coolant outlet temperature dropped very quickly from an operating value of 90 to 95 C down to 20 to 30 C following the scram. Under emergency conditions, however, with only the last ditch emergency flow available, the coolant outlet temperature could remain as high as 80 to 90 C. This condition could prevail because of the small amount of last ditch flow available, and could last for 5 to as long as 70 minutes after the reactor scram.

Equation of state measurements at extreme pressures using laser-driven shocks

Description: The regime of high density and extreme pressure in hydrogen is very difficult to approach theoretically since it is a strongly correlated, partially degenerate composite of molecules, atoms, and electrons. For this reason, a number of theoretical models of the EOS of hydrogen have been proposed. This makes reliable experimental data essential as a guide to theory. We have accessed this regime by shocking liquid D2 to pressures at and above the metallic transition where we measured the thermodynamic properties of the shocked state.
