Financial Regulatory Reform: Systemic Risk and the Federal Reserve

Description: The recent financial crisis contained a number of systemic risk episodes, or episodes that caused instability for large parts of the financial system. The lesson some policymakers have taken from this crisis is that a systemic risk or "macroprudential" regulator is needed to prevent similar episodes in the future. This report defines the potential duties and responsibilities of a systemic risk regulator, relating those duties to events that potentially contributed to the recent crisis. It then identifies the powers that would need to be given to a regulator to perform those duties, and compares those powers and responsibilities to the Fed's existing powers and responsibilities. It discusses advantages and disadvantages of giving those responsibilities to the Fed or the executive branch. The report also includes a brief overview of major elements of the Administration's proposal, H.R. 4173, which passed the House on December 11, 2009, and the Restoring American Financial Stability Act, which was ordered to be reported out of the Senate Banking Committee on March 22, 2010.

Issues and relationships among software standards for nuclear safety applications. Version 2.0

Description: Lawrence Livermore National Laboratory is assisting the Nuclear Regulatory Commission with the development of draft regulatory guides for selected software engineering standards. This report describes the results of the initial task in this work. The selected software standards and a set of related software engineering standards were reviewed, and the resulting preliminary elements of the regulatory positions are identified in this report. The importance of a thorough understanding of the relationships among standards useful for developing safety-related software is emphasized. The relationship of this work to the update of the Standard Review Plan is also discussed.

What is Scanning Probe Microscopy? And How Can It Be Used In Failure Analysis?

Description: Scanning probe microscopy (SPM) techniques are not suitable as global defect-localization tools. They can, however, pinpoint the exact location of the defects once the approximate locations of the defects have been identified by other failure analysis techniques. SPM techniques also provide information such as 3-D topology, current, surface potential, and 2-D dopant profile that may not be readily obtainable with other techniques. This information, coupled with the unparalleled spatial resolution and high detection sensitivity can be used by failure analysts for root cause analysis.

Nonlinear longitudinal dynamics studies at the ALS

Description: We present a summary of results for a variety of studies of nonlinear longitudinal dynamics in the Advanced Light Source, an electron storage ring. These include observation of decoherence at injection, decay of an injected beam, forced synchrotron oscillations and diffusion from one bunch to the next. All of the measurements were made using a dual-scan streak camera which allowed the real-time observation of the longitudinal distribution of the electron beam.

The industrial ecology of steel

Description: This study performs an integrated assessment of new technology adoption in the steel industry. New coke, iron, and steel production technologies are discussed, and their economic and environmental characteristics are compared. Based upon detailed plant level data on cost and physical input-output relations by process, this study develops a simple mathematical optimization model of steel process choice. This model is then expanded to a life cycle context, accounting for environmental emissions generated during the production and transportation of energy and material inputs into steelmaking. This life-cycle optimization model provides a basis for evaluating the environmental impacts of existing and new iron and steel technologies. Five different plant configurations are examined, from conventional integrated steel production to completely scrap-based operations. Two cost criteria are used to evaluate technology choice: private and social cost, with the latter including the environmental damages associated with emissions. While scrap-based technologies clearly generate lower emissions in mass terms, their emissions of sulfur dioxide and nitrogen oxides are significantly higher. Using conventional damage cost estimates reported in the literature suggests that the social costs associated with scrap-based steel production are slightly higher than with integrated steel production. This suggests that adopting a life-cycle viewpoint can substantially affect environmental assessment of new technologies. Finally, this study also examines the impacts of carbon taxes on steel production costs and technology choice.

MESQUITE design : issues in the development of a mesh quality improvement toolkit.

Description: Poor mesh quality is known to adversely affect both solution efficiency and accuracy. There has been considerable research on a wide variety of mesh improvement algorithms, but the impact of these algorithms on applications has been limited because they are typically embedded in particular meshing software packages. To rectify this situation, they are developing a stand-alone mesh quality improvement toolkit called MESQUITE. In this paper, the authors describe the motivation, goals, and design of MESQUITE and give some computational results using the underlying algorithms that show the benefit of such a package.

Electric Industry Restructuring in Ohio: Residential and Low Income Customer Impacts

Description: Throughout the country the long standing administratively based regulatory structure for determining the cost and service parameters for electric utilities is changing. More and more market elements are coming into the structure. There is a push by many players to eliminate much of the current regulation. For the production side of electricity at least, these players argue that a market approach will do a better n job of pricing power and making it available to customers. However, the electricity industry currently has a large base of investment in power production equipment, some of which may have difficulty competing in a market-based system. What to do about this potentially uneconomic existing investment is an important question receiving a great deal of attention at the policy discussion level. Some argue that if the investment in existing facilities is uneconomic in a new market based system, that is too bad for the owners of the above-market cost facilities, and customers should bear no responsibility to help make those owners whole. Others argue that the owners of above-market cost facilities invested in those facilities in good faith and should not be made to bear the cost of a changing underlying industry structure. The arguments on both sides are long and involved, and this paper is not the place to explore them. However, it is clear that the result of the debate is uncertain, and both approaches must be explored. The purpose of this report is to analyze the current electric utility cost structure in Ohio, estimate the expected changes in that structure and cost levels under various restructuring proposals, and determine the likely impact on low income and other residential customers. Achieving Finite Element Mesh Quality via Optimization of the Jacobian Matrix Norm and Associated Quantities, Part II - A Framework for Volume Mesh Optimization and the Condition Number of the Jacobian Matrix

Description: Three-dimensional unstructured tetrahedral and hexahedral finite element mesh optimization is studied from a theoretical perspective and by computer experiments to determine what objective functions are most effective in attaining valid, high quality meshes. The approach uses matrices and matrix norms to extend the work in Part I to build suitable 3D objective functions. Because certain matrix norm identities which hold for 2 x 2 matrices do not hold for 3 x 3 matrices. significant differences arise between surface and volume mesh optimization objective functions. It is shown, for example, that the equivalence in two-dimensions of the Smoothness and Condition Number of the Jacobian matrix objective functions does not extend to three dimensions and further. that the equivalence of the Oddy and Condition Number of the Metric Tensor objective functions in two-dimensions also fails to extend to three-dimensions. Matrix norm identities are used to systematically construct dimensionally homogeneous groups of objective functions. The concept of an ideal minimizing matrix is introduced for both hexahedral and tetrahedral elements. Non-dimensional objective functions having barriers are emphasized as the most logical choice for mesh optimization. The performance of a number of objective functions in improving mesh quality was assessed on a suite of realistic test problems, focusing particularly on all-hexahedral ''whisker-weaved'' meshes. Performance is investigated on both structured and unstructured meshes and on both hexahedral and tetrahedral meshes. Although several objective functions are competitive, the condition number objective function is particularly attractive. The objective functions are closely related to mesh quality measures. To illustrate, it is shown that the condition number metric can be viewed as a new tetrahedral element quality measure.

Describing current and potential markets for alternative-fuel vehicles

Description: Motor vehicles are a major source of greenhouse gases, and the rising numbers of motor vehicles and miles driven could lead to more harmful emissions that may ultimately affect the world`s climate. One approach to curtailing such emissions is to use, instead of gasoline, alternative fuels: LPG, compressed natural gas, or alcohol fuels. In addition to the greenhouse gases, pollutants can be harmful to human health: ozone, CO. The Clean Air Act Amendments of 1990 authorized EPA to set National Ambient Air Quality Standards to control this. The Energy Policy Act of 1992 (EPACT) was the first new law to emphasize strengthened energy security and decreased reliance on foreign oil since the oil shortages of the 1970`s. EPACT emphasized increasing the number of alternative-fuel vehicles (AFV`s) by mandating their incremental increase of use by Federal, state, and alternative fuel provider fleets over the new few years. Its goals are far from being met; alternative fuels` share remains trivial, about 0.3%, despite gains. This report describes current and potential markets for AFV`s; it begins by assessing the total vehicle stock, and then it focuses on current use of AFV`s in alternative fuel provider fleets and the potential for use of AFV`s in US households.

Workshop for coordinating South Carolina`s pre-college systemic initiatives

Description: The goal of the South Carolina Statewide Systemic Initiative (SC SSI) is to provide quality and effective learning experiences in science and mathematics to all people of South Carolina by affecting systemic change. To accomplish this goal, South Carolina must: (1) coordinate actions among many partners for science and mathematics change; (2) place the instruments of change into the hands of the effectors of change - teachers and schools; and (3) galvanize the support of policy makers, parents, and local communities for change. The SC SSI proposes to establish a network of 13 regional mathematics and science HUBs. The central idea of this plan is the accumulation of Teacher Leaders at each HUB who are prepared in special Curriculum Leadership Institutes to assist other teachers and schools. The HUB becomes a regional nexus for delivering services to schools who request assistance by matching schools with Teacher Leaders. Other initiatives such as the use of new student performance assessments, the integration of instructional technologies into the curriculum, a pilot preservice program, and Family Math and Family Science will be bundled together through the Teacher Leaders in the HUBs. Concurrent policy changes at the state level in teacher and administrator certification and recertification requirements, school regulations and accountability, and the student performance assessment system will enable teachers and schools to support instructional practices that model South Carolina`s new state Curriculum Frameworks in Mathematics and Science.

Comparison of Techniques for Bonding VCSELs Directly to Ics

Description: This paper reports the successful bonding of 8 x 8 and 4 x 4 VCSEL arrays to Si CMOS and GaAs MESFET integrated circuits and to GaAs substrates. Three different bonding techniques are demonstrated and their electrical, optical and mechanical characteristics are compared. All three techniques remove the substrate from the VCSEL wafer, leaving individual VCSELs bonded directly to locations within the integrated circuit.

Polyimide capsules may hold high pressure DT fuel without cryogenic support for the National Ignition Facility indirect-drive targets

Description: New target designs for the Omega upgrade laser and ignition targets in the National Ignition Facility (NIF) require thick (80 - 100 {micro}m) cryogenic fuel layers. The Omega upgrade target will require cryogenic handling after initial fill because of the high fill pressures and the thin capsule walls. For the NIF indirectly driven targets, a larger capsule size and new materials offer hope that they can be built, filled and stored in a manner similar to the targets used in the Nova facility without requiring cryogenic handling.

Effects of symmetry on circular and linear magnetic dichroism in angle-resolved photoemission spectra of Gd/Y (0001) and Fe-Ni//Cu (001)

Description: We have observed circular and linear magnetic dichroism in angle- resolved photoemission spectra of 50-monolayer Gd film grown on Y(0001) and 6-monolayer Fe-Ni alloy films grown on Cu(001). The 4f level of Gd and the Fe 3p level of the Fe-Ni alloy were measured. A different geometry was used for the magnetic circular dichroism than was used to measure the magnetic linear dichroism. The geometries were chosen so that the shape of the magnetic circular dichroism is predicted to be equal to the shape of the magnetic linear dichroism for four-fold symmetric Fe-Ni/Cu(001) but not for three-fold symmetric Gd/Y(0001). Experimental results are presented. In this paper we examine the effect of symmetry (experimental geometry and sample geometry) on magnetic linear and circular dichroism in angle- resolved photoemission. In particular we chose separate geometries for measuring magnetic circular and magnetic linear dichroism. The geometries were chosen such that samples with four-fold symmetry about the sample normal may have magnetic circular and magnetic linear dichroism of the same shape. But samples with three-fold symmetry should not exhibit circular and magnetic linear dichroism of the same shape. The samples studied are three-fold symmetric Gd films grown on Y(0001) and four-fold symmetric Fe-Ni alloy grown on Cu(001). After presenting the methods of the experiment, we briefly review parts of a model of magnetic dichroism developed by Venus and coworkers and our specialization and extension of it, particularly for FeNi/Cu(001). We then show the results of our measurements.

Sputter-deposited Be ablators for NIF target capsules

Description: We have performed a series of preliminary experiments to determine whether sputter deposition of doped Be is a practical route to producing NIF target capsules with Be ablators. Films ranging in thickness from 7 to {approximately} 120 {micro}m have been deposited on spherical polymer mandrels using a bounce pan to ensure uniform coating. With no voltage bias applied to the pan, relatively porous coatings were formed that were highly permeable to hydrogen. The surface finish of these films ranged from {approximately}250 nm rms for 13-{micro}m-thick films to a minimum of {approximately}75 nm rms for an 80-{micro}m-thick film. Application of a voltage bias was found to significantly modify the film morphology. At a bias of 120 V, 7-{micro}m-thick films with a dense, fine-grained microstructure were produced. These capsules had a reflective surface with a 50 nm rms roughness. Finally, to demonstrate the ability to produce a graded dopant profile, a coating was produced in which the concentration of added Cu was varied from 2.5 atom % at the beginning to zero after 40 {micro}m of deposition.

Chemical Microsensor and Micro-Instrument Technology at Sandia National Laboratories

Description: Important factors in the application of chemical sensing technology to space applications are low mass, small size, and low power. All of these attributes are enabled by the application of MEMS and micro-fabrication technology to chemical sensing. Several Sandia projects that apply these technologies to the development of new chemical sensing capabilities with the potential for space applications will be described. The Polychromator project is a joint project with Honeywell and MIT to develop an electrically programmable diffraction grating that can be programmed to synthesize the spectra of molecules. This grating will be used as the reference cell in a gas correlation radiometer to enable remote chemical detection of most chemical species. Another area of research where micro-fabrication is having a large impact is the development of a lab on a chip. Sandia's efforts to develop the {mu}ChemLab{trademark} will be described including the development of microfabricated pre-concentrators, chromatographic columns, and detectors. Chemical sensors are evolving in the direction of sensor arrays with pattern recognition methods applied to interpret the pattern of response. Sandia's development of micro-fabricated chemiresistor arrays and the VERI pattern recognition technology to interpret the sensor response will be described.
