Amblema plicata, Specimen #83

Description: One preserved mussel specimen including both the left and right valves. The specimen exhibits a quadrate shape; thick shell; single looped beak sculpturing; white internal coloring; reddish-brown external coloring; external sculpturing in the form of ridges. Collected in the Guadalupe basin. The specimen measures between 100 - 120 mm in length and was assessed to be long dead when collected.

Contract Types: An Overview of the Legal Requirements and Issues

Description: This report provides an overview of the various contract types (e.g., fixed-price, cost-reimbursement) used in federal procurement and the legal requirements and issues pertaining to each. Current congressional and public interest in contract types is, in part, an outgrowth of the reported increase in the use of cost-reimbursement contracts during the George W. Bush Administration and the Obama Administration's proposal to reduce by at least 10% the funds obligated by "high risk-contracting authorities," such as cost-reimbursement, time-and-materials, and labor-hour contracts, in FY2010.

Samantar v. Yousef: The Foreign Sovereign Immunities Act and Foreign Officials

Description: On June 1, 2010, the U.S. Supreme Court decided unanimously in Samantar v. Yousef that the Foreign Sovereign Immunities Act (FSIA), which governs the immunity of foreign states in U.S. courts, does not apply in suits against foreign officials. This report provides an overview of the FSIA, followed by a consideration of the remaining options for foreign officials who seek immunity from lawsuits, as well as some of the questions that may emerge from each option. The report also addresses legislation that would affect the immunity of foreign officials, including S. 2930.

Southwest Border Violence: Issues in Identifying and Measuring Spillover Violence

Description: This report focuses on how policy makers would identify any spillover of drug trafficking-related violence into the United States. This report provides an overview of Mexican drug trafficking organization structures, how they conduct business, and the relationship between the drug trafficking organizations in Mexico and their partnerships operating here in the United States; a discussion of the illicit drug trade between Mexico and the United States, as well as a discussion of factors implicated in drug trafficking-related violence; an analysis of the possible nature of any spillover violence that may arise, as well as issues involved in accurately identifying and measuring such violence; and an evaluation of available crime rate data and a discussion of how this data may or may not reflect changes in drug trafficking-related crime.

Grazing Regulations: Changes by the Bureau of Land Management

Conventional Arms Transfers to Developing Nations, 2004-2011

Description: This report provides Congress with official, unclassified, background data from U.S. government sources on transfers of conventional arms to developing nations by major suppliers for the period 2004 through 2011. All agreement and delivery data in this report for the United States are government-to-government Foreign Military Sales (FMS) transactions. Similar data are provided on worldwide conventional arms transfers by all suppliers, but the principal focus is the level of arms transfers by major weapons suppliers to nations in the developing world.
