Standards for Evaluating Paintings by Children in the Primary Grades

Description: Since most adults generally evaluate children's creative expression by adult standards, view it as meaningless, and frequently present children with hackneyed forms of visual "art"--such as stencil patterns, or color books in which the children are encouraged to copy adult drawings--the purpose of this study is to develop legitimate standards which the adult observer may use in judging children's paintings and to explain these standards through analyses of children's paintings selected from Grades I through III.

No Longer Under Our Control: The Nature and Role of Standards in the 21st Century Library

Description: This lecture script examines the nature and role of standards for the emerging 21st century library. Given the dynamic character of the networked environment, when are standards appropriate and how can they be developed in a manner consistent with the volatility of information technologies and changing library services? What are the roles and responsibilities of standards developing organizations, technology vendors, content creators, and librarians for standards? Do local practices of libraries threaten standards-based resource sharing and resource access technologies? Can local needs be balanced with broader library community responsibilities, and how do standards affect this balance? The speaker's assumption is that adherence to standards has never been more critical, yet his implementation experience with Z39.50 and MARC suggests that the commitment to national and international standards by librarians, technology vendors, and content creators are often an example of good intentions rather than actual practice. This standards disconnect threatens the emerging 21st century library's ability to deliver fundamental services in appropriate ways to their users.

Texas Heritage Online Wiki

Description: This is the wiki for the Texas Heritage Online project. This project is a collaboration between the University of North Texas (UNT) Libraries and the Texas State Library and Archives Commission. It is supported in part by funds granted by the Institute for Museum and Library Services (IMLS). The goal of Texas Heritage Online was to promote collaboration among Texas institutions by establishing common standards, sharing best practices and facilitating cooperative funding to provide online access to cultural heritage resources that benefit learners. It includes information such as records of the THO board meetings, presentations, the different working groups and committees, grants, and standards and guidelines.

Z39.50 Interoperability Testing Framework for Online Library Catalogs Using Radioactive MARC Records

Description: This document discusses a Z39.50 Interoperability Testing framework. In a first phase of the Z39.50 Interoperability Testbed, a large dataset of MARC records was used. In this work, the authors are exploring how a set of special, diagnostic MARC records can be developed and used to identify interoperability problems between a Z39.50 client and a Z39.50 server providing access to a database of bibliographic records supporting the search and retrieval functions of an online library catalog. The authors refer to these special, diagnostic records as radioactive MARC records. It discusses the various components and identifies the tasks related to developing and implementing the components.

Preschool Mathematics: An Examination of One Program's Alignment with Recommendations from NAEYC and NCTM

Description: The purpose of this study was to determine the extent to which a preschool program followed the recommendations outlined by the National Association for the Education of Young Children (NAEYC) and the National Council of Teachers of Mathematics (NCTM) in their joint position statement "Early Childhood Mathematics: Promoting Good Beginnings." Six teachers were randomly selected from three of the preschool program's six locations that are situated in an urban city in North Texas. Two parts of this program's approach to mathematics were investigated: the teachers' instructional practices and the program's curricular materials. Data came from observations using the Classroom Observation of Early Mathematics-Environment and Teaching (COEMET) protocol and field notes. Each teacher participated in three interviews over the course of this research. Analyses of these sources provided insights into teachers' instructional practices for mathematics. Reviews of curricular documents and lesson plans for mathematics instruction provided information pertaining to the math curriculum used at this preschool program. All of these data sources were analyzed using the framework presented in NAEYC and NCTM's position statement. Analysis of the data indicated that, although teachers did not have any knowledge of these guidelines, teachers followed some of these recommendations; such as presenting children with daily developmentally appropriate mathematics activities and connecting mathematics to classroom routines. Other practices did not align with NAEYC and NCTM's suggestions, such as offering children few opportunities to engage in problem-solving situations and providing an inconsistent integration of mathematics into meaningful activities related to other content areas. Several possible factors may have influenced teachers' use of these recommendations. Teachers' prior educational opportunities, the program's curriculum materials, and the teachers' prior experiences with mathematics all may have contributed to the teachers' understandings of high quality mathematics instructional practices. Thermocouple Reference Tables Based on the IPTS-68: Reference Tables in Degrees Fahrenheit for Thermoelements versus Platinum (Pt-67)

Description: Report presenting tables as a supplement to those given in NBS Monograph 125. Tables were calculated from the power series expansions presented in that Monograph. They are based upon the absolute electrical units and the International Practical Temperature Scale of 1968 (IPTS-68). Reference tables for several thermoelements versus platinum (Pt-67) are given with values of the thermoelectric voltage as a function of temperature in degrees Fahrenheit. Only tables for standard letter-designated thermoelements are included.

Tentative Provisions for the Development of Seismic Regulations for Buildings: A Cooperative Effort with the Design Professions, Building Code Interests, and the Research Community

Microwave Attenuation Standards and Measurements

Description: Report discussing microwave attenuation measurement methods and standards. In addition, a relatively new and more precise way of representing and analyzing an attenuation measurement is presented. This in turn permits more rigorous definitions and error analyses than were previously possible. The referral of microwave attenuation measurements to standards operating at lower frequencies is discussed with particular attention to the errors in the referral processes as well as the errors in the standards themselves. Desirable characteristics are listed for attenuators which are suitable for calibration. Measurement methods are classified and described. Comments are made on the accuracy and convenience of various methods, and references are given which cover most of the basic and important research in this field.
