UNEP in China: Building Back Better

Natural Disasters: Public Policy Options for Changing the Federal Role in Natural Catastrophe Insurance

Description: A letter report issued by the Government Accountability Office with an abstract that begins "In recent years, much attention has been focused on the roles that the private sector and federal government play in providing insurance and financial aid before and after catastrophic events. In this context, GAO examined (1) the rationale for and resources of federal and state programs that provide natural catastrophe insurance; (2) the extent to which Americans living in catastrophe-prone areas of the United States are uninsured and underinsured, and the types and amounts of federal payments to such individuals since the 2005 hurricanes; and (3) public policy options for revising the federal role in natural catastrophe insurance markets. To address these questions, GAO analyzed state and federal programs, examined studies of uninsured and underinsured homeowners and federal payments to them, identified and analyzed policy options, and interviewed officials from private and public sectors in both high- and low-risk areas of the United States. GAO also developed a four-goal framework to help analyze the available options."

The Effects of a Natural Disaster on Academic Abilities and Social Behavior of School Children

Description: Although most research has focused on adults, studies indicate that children also experience detrimental psychological effects as the result of natural disasters. The purpose of the present study was to determine if the tornado which struck Wichita Falls,, Texas, on April 10, 1979, had any negative effects on the academic performance or social behavior of school children. Three groups of students were studied: (a) victims of the tornado who suffered a significant loss, (b) observers of the disaster who did not suffer a significant loss, and (c) newcomers who arrived after the disaster. Achievement test scores, grades, and attendance over a 4-year period were studied. The overall results do not indicate significant differences among the three groups.

Recovery.gov: the official U.S. Government website for the Recovery Accountability and Transparency Board

Description: This is the website for the Recovery Accountability and Transparency Board, a non-partisan, non-political agency established by the American Recovery and Reinvestment Act of 2009 (ARRA) with the goals of providing transparency of ARRA-related funds, and detecting and preventing fraud, waste, and mismanagement of those funds. Under the Consolidated Appropriations Act of 2012, the Board's authority was expanded to include oversight of all federal funding and, under the Disaster Appropriations Act of 2013, the Board was mandated by Congress to use its resources to provide oversight of Hurricane Sandy funding. The website contains information about the board's activities, as well as data related to the $840 billion stimulus bill and information about the distribution and spending of Hurricane Sandy funds.
