Vermont 25x'25 Initiative: Preliminary Findings and Goals

Description: This first biennial report of the Climate Neutral Working Group (CNWG) is being issued as required by Executive Order #14-03, signed by Governor James Douglas in September 2003. It is intended to give a brief introduction to the environmental, economic, and social risks that climate change poses to Vermont. It aims to provide a clear summary of the ongoing energy consumption and greenhouse gas (GHG) emissions inventory of Vermont State Government operations. In addition, the report includes potential emission reduction strategies, energy consumption case studies, and other relevant work conducted by the CNWG since the signing of the Executive Order regarding Climate Change.

Vermont Comprehensive Energy Plan 2009 And Update to the 2005 Twenty-Year Electric Plan

Description: This is a Public Review Draft of the State of Vermont’s third Comprehensive Energy Plan (CEP). It is being presented at a time in which combined concerns for energy and the environment are at the center of both state and federal policy attention. As we are completing this Public Review Draft of the Comprehensive Energy Plan, crude oil prices continue to set new peaks and are cresting above $130/barrel. The challenges presented to Vermont consumers who rely heavily on petroleum for transportation, heating, and process energy have never been more acute.

Quebec and Climate Change: A Chllenge for the Future

Description: In June 2006, Québec established its first climate change action plan that set ambitious goals and established the means to achieve them. Entitled QUÉBEC AND CLIMATE CHANGE: A Challenge for the Future, the 2006–2012 Climate Change Action Plan was a major step on the road to a society where sustainable development is at the core of priorities and collective choices. The government is now moving forward by improving the action plan with new measures and additional funding. The revised action plan allows Québec to maintain its position as a North American leader in the fight against climate change.

Climate Change Transition Team Report

Description: Representatives from 4 state agencies (Agency of Natural Resources, Agency of Transportation, Agency of Agriculture Food & Markets & Department of Public Service), known collectively as the Climate Change Transition Team (CCTT) worked over the past 5 months to review the recommendations in the Governor’s Commission on Climate Change(GCCC) Report (October 2007) and to develop work plans for each recommendation. The resulting report provides these draft work plans and also serves as a current inventory of ongoing activities and programs that either directly or indirectly address the climate change/GHG emission issue.

Estimating the cost of building capacity in rainforest nations to allow them to participate in a global REDD mechanism

Description: This report provides an estimation of the funds that will be needed to build carbon sink capacity in 25 rain forest nations to enable them to participate in the Reduced Emissions from Deforestation and Forest Degradation mechanism, an instrument proposed under the UN Convention on Climate Change that rewards countries for avoiding the removal or degradation of forests. This paper was commissioned by the Office of Climate Change as background work to its report "Climate Change: Financing Global Forests" (the Eliasch Review).

The story provides a glimpse of a post-apocalyptic dystopia as a result of severe global climate change, as well as a future utopian ideal that comes as a result of implementing massive changes to land use and food and energy production.
