Projections of Global Emissions of Fluorinated Greenhouse Gases in 2050

Description: This is the result of a German study which underlines once more the urgent need for measures to reduce F-gas emissions. Global emissions of fluorinated greenhouse gases (F-gases) will increase to 4 gigatonnes of CO2 equivalents by 2050 if no political mitigation measures are taken. The contribution of F-gases to global warming is projected to grow from 1.3% (2004) to 7.9% of total direct CO2 emissions.

U.S. Climate Change Technology Program Strategic Plan

Description: The U.S. Department of Energy (DOE) has released the Climate Change Technology Program (CCTP) Strategic Plan, which details measures to accelerate the development and reduce the cost of new and advanced technologies that avoid, reduce, or capture and store greenhouse gas emissions. According to the DOE, the CCTP is the technology component of a comprehensive U.S. strategy introduced by President George W. Bush in 2002 to combat climate change that includes measures to slow the growth of greenhouse gas emissions through voluntary, incentive-based, and mandatory partnerships; advance climate change science; spur clean energy technology development and deployment; and promote international collaboration.

OECD Global Forum on Sustainable Development: Emissions Trading: Concerted Action on Tradeable Emissions Permits Country Forum

Description: The aim of the Forum was to bring representatives from OECD and non-OECD country governments together with representatives from the research community, to identify and discuss key policy issues relating to GHG emissions trading and other project based mechanisms for GHG emission reduction, such as Joint Implementation and the Clean Development Mechanism. These mechanisms are of significant interest to both Economies in Transition and developing countries. The scope of the Forum also covered experiences with the use of emission trading in other environmental policy applications, such as reducing conventional air pollutants.

Second Biennial Report of the Climate Neutral Working Group

Description: This second biennial report of the Climate Neutral Working Group (CNWG) is intended to provide a concise update regarding the science of climate change, catalog the ongoing work of the CNWG and synergistic parallel initiatives, and indicate progress made towards attaining the goals of Executive Order #14-03. Since April 2005, Vermont State Government has implemented a number of strategies and initiatives that will enable it to make progress toward attaining its emission reduction goals. In addition to initiatives that reduce emissions, Vermont State Government has also begun implementing strategies that will improve its ability to quantify and document such emissions reductions in the future.

Who Needs what to Implement the Kyoto Protocol?: An Assessment of Capacity Building Needs in 33 Developing Countries

Description: For African countries, it is imperative to increase capacity for implementing both the Climate Convention and the Kyoto Protocol, in view of the continent’s vulnerability to the adverse impacts of climate change, including the threat to food security and sustainable development. The country surveys, which are framed around the list of perceived capacity building needs annexed to Decision 10/CP.5, provided insight into the capacity building needs of the project-countries. Hence, the aspects examined during the assessment exercise reflect some of the concerns of African countries; and the stakeholders’ responses can be taken as indications of the capacity building needs of the African countries assessed.

Quebec and Climate Change: A Chllenge for the Future

Description: In June 2006, Québec established its first climate change action plan that set ambitious goals and established the means to achieve them. Entitled QUÉBEC AND CLIMATE CHANGE: A Challenge for the Future, the 2006–2012 Climate Change Action Plan was a major step on the road to a society where sustainable development is at the core of priorities and collective choices. The government is now moving forward by improving the action plan with new measures and additional funding. The revised action plan allows Québec to maintain its position as a North American leader in the fight against climate change.

Beyond Kyoto, Manitoba's Green Future : Next Steps, 2008 Action on Climate Change

Assembly Bill No. 32 CHAPTER 488

Description: California Global Warming Solutions Act of 2006. This bill would require Air Resources Board (ARB) to adopt a statewide greenhouse gas emissions limit equivalent to the statewide greenhouse gas emissions levels in 1990 to be achieved by 2020. ARB shall adopt regulations to require the reporting and verification of statewide greenhouse gas emissions and to monitor and enforce compliance with this program. AB 32 directs Climate Action Team established by the Governor to coordinate the efforts set forth under Executive Order S-3-05 to continue its role in coordinating overall climate policy.

California Legislature, 2001-2002 Session, Senate Bill No. 527

Description: Bill introduced by the California Senate to revise the functions and duties of the California Climate Action Registry and requires the Registry, in coordination with CEC to adopt third-party verification metrics, developing GHG emissions protocols and qualifying third-party organizations to provide technical assistance and certification of emissions baselines and inventories. A Bill : House Bill 2460

Description: On April 3, 2007, Governor Mike Beebe of Arkansas established a Governor's Commission on Global Warming with the signing of HB2460. The commission will study the potential impacts of climate change on the state’s environment and economy, and then recommend a global warming pollutant reduction goal and strategies for achieving it. Commission members will include representatives from the state government as well as many groups including scientific, energy, forestry, agricultural, and environmental organizations, among others. The Commission must report its findings by November 1, 2008.
