U.S. Climate Change Technology Program Strategic Plan

Description: The U.S. Department of Energy (DOE) has released the Climate Change Technology Program (CCTP) Strategic Plan, which details measures to accelerate the development and reduce the cost of new and advanced technologies that avoid, reduce, or capture and store greenhouse gas emissions. According to the DOE, the CCTP is the technology component of a comprehensive U.S. strategy introduced by President George W. Bush in 2002 to combat climate change that includes measures to slow the growth of greenhouse gas emissions through voluntary, incentive-based, and mandatory partnerships; advance climate change science; spur clean energy technology development and deployment; and promote international collaboration.

OECD Global Forum on Sustainable Development: Emissions Trading: Concerted Action on Tradeable Emissions Permits Country Forum

Description: The aim of the Forum was to bring representatives from OECD and non-OECD country governments together with representatives from the research community, to identify and discuss key policy issues relating to GHG emissions trading and other project based mechanisms for GHG emission reduction, such as Joint Implementation and the Clean Development Mechanism. These mechanisms are of significant interest to both Economies in Transition and developing countries. The scope of the Forum also covered experiences with the use of emission trading in other environmental policy applications, such as reducing conventional air pollutants.

Second Biennial Report of the Climate Neutral Working Group

Description: This second biennial report of the Climate Neutral Working Group (CNWG) is intended to provide a concise update regarding the science of climate change, catalog the ongoing work of the CNWG and synergistic parallel initiatives, and indicate progress made towards attaining the goals of Executive Order #14-03. Since April 2005, Vermont State Government has implemented a number of strategies and initiatives that will enable it to make progress toward attaining its emission reduction goals. In addition to initiatives that reduce emissions, Vermont State Government has also begun implementing strategies that will improve its ability to quantify and document such emissions reductions in the future.

Vermont 25x'25 Initiative: Preliminary Findings and Goals

In addition, the report includes potential emission reduction strategies, energy consumption case studies, and other relevant work conducted by the CNWG since the signing of the Executive Order regarding Climate Change.

Who Needs what to Implement the Kyoto Protocol?: An Assessment of Capacity Building Needs in 33 Developing Countries

Description: For African countries, it is imperative to increase capacity for implementing both the Climate Convention and the Kyoto Protocol, in view of the continent’s vulnerability to the adverse impacts of climate change, including the threat to food security and sustainable development. The country surveys, which are framed around the list of perceived capacity building needs annexed to Decision 10/CP.5, provided insight into the capacity building needs of the project-countries. Hence, the aspects examined during the assessment exercise reflect some of the concerns of African countries; and the stakeholders’ responses can be taken as indications of the capacity building needs of the African countries assessed.

Blue Ribbon Advisory Council on Climate Change, Report to Governor Jon M. Huntsman, Jr.

Description: The final report from an advisory panel of 15 scientists and industry experts finding that humans are responsible for climate warming and that Utah is responsible for more greenhouse gas emissions per capita than the rest of the nation. It makes about 70 recommendations for fighting global warming including: developing significant amounts of renewable energy with incentives and tax credits, encouraging the capture and disposal of carbon dioxide, improving efficiency at power plants, implementing an aggressive mass-transit strategy, and preserving open space and agricultural land and protecting forests. The report, however, does not include specific policy recommendations or rules to implement action.

California Assembly Bill No. 1493

Description: The "Pavley" bill requires the registry, in consultation with the State Air Resources Board, to adopt procedures and protocols for the reporting and certification of reductions in greenhouse gas emissions from mobile sources for use by the state board in granting the emission reduction credits. This bill requires the state board to develop and adopt, by January 1, 2005, regulations that achieve the maximum feasible reduction of greenhouse gases emitted by passenger vehicles and light-duty trucks.

Korea's Green Growth Strategy Mitigating Climate Change and Developing New Growth Engines

Description: Korea’s greenhouse gas emissions almost doubled between 1990 and 2005, the highest growth rate in the OECD area. Korea recently set a target of reducing emissions by 30% by 2020 relative to a "business as usual" baseline, implying a 4% cut from the 2005 level. Achieving this objective in a cost-effective manner requires moving from a strategy based on voluntary commitments by firms to market-based instruments. The priority is to establish a comprehensive cap-and-trade scheme, supplemented, if necessary, by carbon taxes in areas not covered by trading. Achieving a significant cut in emissions requires a shift from energy-intensive industries to low-carbon ones. Korea is strongly committed to promoting green growth through its Five-Year Plan, which envisages spending 2% of GDP per year through 2013. One challenge is to ensure that these expenditures are efficiently targeted so as to develop green technologies, while avoiding the risks inherent in industrial policy.

Quebec and Climate Change: A Chllenge for the Future

Description: In June 2006, Québec established its first climate change action plan that set ambitious goals and established the means to achieve them. Entitled QUÉBEC AND CLIMATE CHANGE: A Challenge for the Future, the 2006–2012 Climate Change Action Plan was a major step on the road to a society where sustainable development is at the core of priorities and collective choices. The government is now moving forward by improving the action plan with new measures and additional funding. The revised action plan allows Québec to maintain its position as a North American leader in the fight against climate change.
