Estimating the cost of building capacity in rainforest nations to allow them to participate in a global REDD mechanism

Description: This report provides an estimation of the funds that will be needed to build carbon sink capacity in 25 rain forest nations to enable them to participate in the Reduced Emissions from Deforestation and Forest Degradation mechanism, an instrument proposed under the UN Convention on Climate Change that rewards countries for avoiding the removal or degradation of forests. This paper was commissioned by the Office of Climate Change as background work to its report "Climate Change: Financing Global Forests" (the Eliasch Review).

Updating Carbon Density and Opportunity Cost Parameters in Deforesting Regions in the GCOMAP Model

Description: This paper explores the economics of carbon density and carbon pricing in forestry and in deforested areas. According to a footnote, this paper was commissioned by the [United Kingdom] Office of Climate Change as background work to its report 'Climate Change: Financing Global Forests' (the Eliasch Review).

Kew-Eliasch Review Consultation: Report to the Office of Climate Change

Description: This paper discusses the research tools used to create baseline data for carbon offset mechanisms. The paper explains vegetation survey methodologies with examples of their application in a variety of contexts. These range from rapid studies using remote sensing imagery, to full multiphase survey methods. The paper gives specific examples of how these methods are used to monitor deforestation and forest regeneration.

Capability and cost assessment of the major forest nations to measure and monitor their forest carbon

Description: According to the Executive Summary, the aims and objective of this report are to provide an assessment of national capacity and capability in 25 tropical countries for measuring and monitoring forest as a requirement for reporting on REDD under IPCC guidelines. This paper was commissioned by the United Kingdom Office of Climate Change as background work to its report 'Climate Change: Financing Global Forests' (the Eliasch Review).

2010 Forest Carbon Workgroup: Final Report

Description: This document provides a detailed report and recommendations of the 2010 Forest Carbon Work group to the Director of the Department of Ecology and the Commissioner of Public Lands. The recommendations relate to the critical role Washington’s forest lands will play in addressing the challenge of climate change; appropriate responses to pressure for conversion of working forest lands to non-forest uses; and the role of ecosystem service markets, including carbon offset markets, and other incentive systems in bringing about desired results. The 2010 Work group included some members of a similar 2008 Work group and built on the results of that 2008 effort. The report appendix contains purpose statements by each participating interest, explaining its rationale for participation. In light of the 2010 Work group emphasis, this document focused on three topics: Forest carbon considerations in avoiding forest land use conversion; incentives to reward forest landowners for providing ecosystem services, including carbon storage and improvement of forest health; and features of forest carbon offset protocols and registries that are appropriate for use by forest offset project developers in Washington State.

Greenhouse Gas Emission Baselines and Reduction Potentials from Buildings in South Africa

Description: The report concludes that the operation of non-residential and residential building sectors account for around 23% of total emissions. Of this, non-residential sector accounts for around 10% of total emissions and the urban and rural high-medium income residential sectors account for around 8%. In addition, it is estimated that the manufacture of building materials accounts for around 5% of total emissions.
