The Effects of District Expenditure Per Pupil and Low Socio-Economic Status on the Grade 10, 2000 and 2002 Disaggregated Student Performance Scores on the TAAS

Description: Educators can no longer simply look at student totals to distribute instructional dollars. Databased decision-making must be instituted to overcome achievement gaps between white and non-white students. In low-socioeconomic (SES) settings, districts must increase expenditure per pupil (EPP) as low-SES rates rise for all students as district administrators must be in a position to show product rather than process. It was attempted to determine if a positive or negative relationship existed between Anglo, Hispanic, and African-American student test scores and wealth factors on the Texas Assessment of Academic Skills tests in 2000 and 2002. Wealth factors studied included EPP and SES. Data analysis was carried out on 974 independent and consolidated school districts in Texas. Low-SES was found to be a negative predictor of higher test performance on standardized reading and mathematics tests. To varied degrees, low-SES affected all students from all ethnicities as well as affluent students. EPP was attributed with a positive effect on student test performance. Increases of $1,000 or more at one time produce performance increases from 0.20 to 0.40 points. In making specific recommendations, the researcher advises increasing expenditures low-SES districts, schools, and classrooms through the creation of specific district linear equations exhibited in this study. Funds must be earmarked for those students that are affected by poverty. It is also recommended to decrease the number of low-SES students by merging high-SES and low-SES students to dilute poverty's effects. Additional correlation studies that address instructional strategies and outside factors are needed. Finally, a replicating study using Texas Assessment of Knowledge and Skills data over a period would be beneficial.

A Quantitative Study of Revenue and Expenditures at U.S. Community Colleges, 1980-2001

Description: This study provides a detailed description of revenue and expenditure patterns of the United States community college by state and by institutional type (rural-, suburban-serving, and urban-serving) for each five-year period from 1980-81 to 2000-01. The Katsinas, Lacey, and Hardy classification schema for community colleges is used to analyze data from the National Center for Education Statistics' Integrated Postsecondary Educational Data System (IPEDS) and Higher Education General Information Surveys (HEGIS). Further analysis clusters states into the following groupings: states with/without substantial local funding, large "mega-states" versus all other states (employing the methodology developed by Grapevine at Illinois State University), and the structure of state coordination (as developed by Tollefson and others in their studies of state community college systems). The analysis showed wide differences in the various funding patterns for community colleges as related to revenue streams. As late as 1980-91, 16 states contributed 60% or more of the total budgets for their community colleges; by 2000-01, no state did so. By college type, rural-serving community colleges saw the greatest net negative change in their operating budget margins, from 3.2% to 0.4%, although it should be noted that every one of the community college types also experienced a significant decline in this margin. By type of governance, the statewide coordinating board type experienced the sharpest decrease in the percent of total revenue from state appropriations; revenue fell 18.6%. Yet this governance type, which includes California's community colleges, was the only one to benefit from a positive change in the net margin ratio over the 20-year period covered by this study. States with local funding saw a 2.9% increase in the percent of total revenues from tuition and fees, compared to the 5.9% increase in those states that did not have some form of local funding. A Comparative Study of School District Expenditures in Texas Since the Enactment of Senate Bill 7

Description: The purposes of this study were to: (a) determine the effects of Senate Bill 7 on expenditures in Texas school districts, (b) compare similarities and differences in expenditures among property-poor, medium-wealth, and wealthy-districts, (c) analyze spending patterns in light of equalization efforts, and (d) provide useful data to researchers in the area of equalization and adequacy.

An Investigation of the Impact of Technology Expenditures on Student Achievement in Texas Districts

Description: The purpose of this study was to explore the relationship between money spent on technology hardware, software, and training on district-wide achievement as measured by Texas standardized achievement tests, the Scholastic Aptitude Test (SAT), and the American College Test (ACT). A series of studies were carried out to develop a model of the relationship between Texas district TAKS, TAAS, ACT, and SAT scores for all subjects and district expenditures on technology hardware, technology software, and technology training. The findings of this study showed that although the mixture of uneven distribution of training, incentives, and equipment in these Texas districts clouds the issue of effective integration as it does for all districts (Anderson & Becker, 1998), and the mean level of per pupil technology expenditure for participating districts is of an amount ($192 per student) deemed unlikely to have substantial impact on student outcomes (Anderson & Becker, 1998), there are strong positive links between levels of expenditure and student achievement on the Texas Assessment of Knowledge and Skills and the American College Test that indicate that establishing guidelines for levels of expenditure, schedules of acquisition of materials and equipment, and timeframes for training and implementation may be vital to the success of technology integration in these districts and potentially for all districts in the nation. More study into effective funding levels, schedules of acquisition of materials and equipment, and timeframes of implementation is necessary to create truly successful programs of technology integration in school districts.
