Understanding the Culture of Giving among Utility Fuel Fund Donors in Southern California

Description: The Energy Assistance Fund (EAF) is a voluntary, nonprofit fuel fund that provides grants to income qualified utility customers in an effort to help those customers avoid electricity service disconnection. The administering utility and the energy industry as a whole is undergoing transformative change, resulting in a projected decrease of fundraising capacity for EAF among its most substantial donor pool - utility shareholders and employees. Utility customers represent a small percentage of EAF donors, despite the significant size of the customer base. Through a series of ethnographic interviews and secondary research, this thesis seeks to understand the demographics and motivations of utility customers who donate to EAF in order to help improve EAF’s fundraising strategy and donor solicitations to eventually grow customer donations. The goal of EAF is to maintain or grow donations from 2014 levels so the Fund can continue to serve income qualified customers facing energy poverty. This thesis provides a contextual review of fuel funds; challenges faced by the energy and utility industry; the politics and culture of energy; as well as nonprofit sector fundraising challenges and cultures/motivations of giving. This thesis includes client deliverables such as thick description of donor motivation, motivation themes and a donor motivation map, demographic data which could be used to target solicitations, and lastly a series of recommendations for EAF to improve its fundraising strategy.

Unconventional Oil and Gas Development: Key Environmental and Public Health Requirements

Description: A letter report issued by the Government Accountability Office with an abstract that begins "As with conventional oil and gas development, requirements from eight federal environmental and public health laws apply to unconventional oil and gas development. For example, the Clean Water Act (CWA) regulates discharges of pollutants into surface waters. Among other things, CWA requires oil and gas well site operators to obtain permits for discharges of produced water—which includes fluids used for hydraulic fracturing, as well as water that occurs naturally in oil- or gas-bearing formations—to surface waters. In addition, the Resource Conservation and Recovery Act (RCRA) governs the management and disposal of hazardous wastes, among other things. However, key exemptions or limitations in regulatory coverage affect the applicability of six of these environmental and public health laws. For example, CWA also generally regulates stormwater discharges by requiring that facilities associated with industrial and construction activities get permits, but the law and its regulations largely exempt oil and gas well sites. In addition, oil and gas exploration and production wastes are exempt from RCRA hazardous waste requirements based on a regulatory determination made by the Environmental Protection Agency (EPA) in 1988. EPA generally retains its authorities under federal environmental and public health laws to respond to environmental contamination."

Employment and Training: Labor's Green Jobs Efforts Highlight Challenges of Targeted Training Programs for Emerging Industries

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Of the $595 million identified by Labor as having been appropriated or allocated specifically for green jobs activities since 2009, approximately $501 million went toward efforts with training and support services as their primary objective, with much of that funding provided by the American Recovery and Reinvestment Act of 2009 (Recovery Act). Because the Recovery Act directed federal agencies to spend funds quickly and prudently, Labor implemented a number of high-investment green jobs efforts simultaneously. As a result, in some cases, Recovery Act training programs were initiated prior to a full assessment of the demand for green jobs, which presented challenges for grantees. While Labor's internal agencies initially communicated with each other and with other federal agencies after the Recovery Act was passed, most Recovery Act grants have ended or are winding down."

Nuclear Regulatory Commission: Revision of Fee Schedules--100 Percent Fee Recovery, FY 2000

Description: Other written product issued by the General Accounting Office with an abstract that begins "Pursuant to a legislative requirement, GAO reviewed Nuclear Regulatory Commission's (NRC) new rule on fee recovery. GAO noted that: (1) the final rule would implement for fiscal year (FY) 2000 section 6101 of the Omnibus Budget Reconciliation Act of 1990; (2) it requires NRC to recover from its applicants and licensees approximately 100 percent of its budget authority, less amounts appropriated from the Nuclear Waste Fund; (3) for FY 2000, NRC must collect approximately $447 million through these fees; (4) two types of fees are assessed: (a) applicants and licensees are charged for specific services, such as inspections and licensing reviews, that are provided by the NRC; and (b) NRC assesses an annual fee to its licensees to recover generic costs that cannot be attributed to specific licensees; and (5) NRC complied with applicable requirements in promulgating the rule."

Acceptor-sensitizers for Nanostructured Oxide Semiconductor in Excitonic Solar Cells

Description: Organic dyes are examined in photoelectrochemical systems wherein they engage in thermal (rather than photoexcited) electron donation into metal oxide semiconductors. These studies are intended to elucidate fundamental parameters of electron transfer in photoelectrochemical cells. Development of novel methods for the structure/property tuning of electroactive dyes and the preparation of nanostructured semiconductors have also been discovered in the course of the presented work. Acceptor sensitized polymer oxide solar cell devices were assembled and the impact of the acceptor dyes were studied. The optoelectronic tuning of boron-chelated azadipyrromethene dyes has been explored by the substitution of carbon substituents in place of fluoride atoms at boron. Stability of singlet exited state and level of reduction potential of these series of aza-BODIPY coumpounds were studied in order to employ them as electron-accepting sensitizers in solid state dye sensitized solar cells.

Substitution Effects of Phenothiazine and Porphyrin Dyes in Dye-sensitized Solar Cells

Description: The details of dye sensitized solar cells was explained and phenothiazine and porphyrin based dyes were synthesized for use in DSSCs. DSSCs offer a unique and cost effective method of renewable energy. DSSCs are characterized through various tests, with the overall efficiency, η, bearing the greatest importance. Incident photon to current conversion efficiency, or IPCE, is also another important characterization of DSSCs. Effect of positioning of the cyanoacrylic acid anchoring group on ring periphery of phenothiazine dye on the performance of dye sensitized solar cells (DSSCs) is reported. The performances of the cells are found to be prominent for solar cells made out of Type-1 dyes compared to Type-2 dyes. This trend has been rationalized based on spectral, electrochemical, computational and electrochemical impedance spectroscopy results. Free-base and zinc porphyrins bearing a carboxyl anchoring group at the para, meta, or ortho positions of one of the meso-phenyl rings were synthesized for DSSCs. Photoelectrochemical studies were performed after immobilization of porphyrins onto nanocrystalline TiO2. The performance of DSSCs with the porphyrin anchoring at the para or meta position were found to greatly exceed those in the ortho position. Additionally, zinc porphyrin derivatives outperformed the free-base porphyrin analogs, including better dye regeneration efficiency for the zinc porphyrin derivatives and for the meta and para derivatives through electrochemical impedance spectroscopy studies. The overall structure-performance trends observed for the present porphyrin DSSCs have been rationalized based on spectral, electrochemical, electrochemical impedance spectroscopy and transient spectroscopy results.

Impacts of Comprehensive Climate and Energy Policy Options on the U.S. Economy

Description: This study compiles and updates the findings of 16 comprehensive state climate action plans and extrapolates the results to the nation. The study then takes those results and using a widely accepted econometric model projects the national impact of these policies on employment, incomes, gross domestic product (GDP) and consumer energy prices. Finally, using the bottom-up data developed by the states and aggregated here, the study models the national impact of major features of the Kerry-Lieberman climate bill under consideration in Congress in 2010. These state action plans and supporting assessments were proposed by over 1,500 stakeholders and technical work group experts appointed by 16 governors and state legislatures to address climate, energy and economic needs through comprehensive, fact-based, consensus-driven, climate action planning processes conducted over the past five years with facilitative and technical assistance by the Center for Climate Strategies. Findings show potential national improvements from implementation of a top set of 23 major sector-based policies and measures drawn from state plans.
