Progress Toward the Wisconsin Free Electron Laser

Description: The University of Wisconsin-Madison/Synchrotron Radiation Center is advancing its design for a seeded VUV/soft X-ray Free Electron Laser facility called WiFEL. To support this vision of an ultimate light source, we are pursuing a program of strategic R&D addressing several crucial elements. This includes development of a high repetition rate, VHF superconducting RF electron gun, R&D on photocathode materials by ARPES studies, and evaluation of FEL facility architectures (e.g., recirculation, compressor scenarios, CSR dechirping, undulator technologies) with the specific goal of cost containment. Studies of high harmonic generation for laser seeding are also planned.

Replacement of Lighting Fixtures with LED Energy Efficient Lights at the Parking Facility, Milwaukee, Wisconsin

Description: The Forest County Potawatomi Community (FCPC or Tribe) owns a six-story parking facility adjacent to its Potawatomi Bingo Casino (the Casino) in Milwaukee, Wisconsin, as well as a valet parking facility under the Casino (collectively, the Parking Facility). The Parking Facility contained 205-watt metal halide-type lights that, for security reasons, operated 24 hours per day, 7 days per week. Starting on August 30, 2010, the Tribe replaced these fixtures with 1,760 state-of-the-art, energy efficient 55-Watt LED lights. This project resulted in an immediate average reduction in monthly peak demand of 238 kW over the fourth quarter of 2010. The average reduction in monthly peak demand from October 1 through December 31, 2010 translates into a forecast annual electrical energy reduction of approximately 1,995,000 kWh or 47.3% of the pre-project demand. This project was technically effective, economically feasible, and beneficial to the public not only in terms of long term energy efficiency and associated emissions reductions, but also in the short-term jobs provided for the S.E. Wisconsin region. The project was implemented, from approval by U.S. Department of Energy (DOE) to completion, in less than 6 months. The project utilized off-the-shelf proven technologies that were fabricated locally and installed by local trade contractors.

Wisconsin Energy and Cost Savings for New Single- and Multifamily Homes: 2009 and 2012 IECC as Compared to the Wisconsin Uniform Dwelling Code

Description: The 2009 and 2012 International Energy Conservation Codes (IECC) yield positive benefits for Wisconsin homeowners. Moving to either the 2009 or 2012 IECC from the current Wisconsin state code is cost effective over a 30-year life cycle. On average, Wisconsin homeowners will save $2,484 over 30 years under the 2009 IECC, with savings still higher at $10,733 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for both the 2009 and 2012 IECC. Average annual energy savings are $149 for the 2009 IECC and $672 for the 2012 IECC.

Regional forest-ABL coupling: influence on CO{sub 2} and climate. Progress to date

Description: A National Center for Atmospheric Research (NCAR) Integrated Sounding System (ISS) was deployed about 5 km east of the WLEF-TV tower in Chequamegon National Forest, Wisconsin. The tower is instrumented for high-precision, high-accuracy CO{sub 2} mixing ratio measurements at six levels up to 396 m above ground and continuous eddy-covariance flux measurements at three levels up to 396 km. The ISS, including boundary layer radar profile, radio acoustic sounding system, and rawinsonde system was operated from March through October of 1998 and 1999. The NCAR ISS was also deployed at the Walker Branch flux tower in Oak Ridge, Tennessee from March through November of 1999. Continuous observations of atmospheric structure including radar reflectivity and horizontal wind profiles were collected at each site, and rawinsondes were launched at midday once per week. Boundary layer depths were derived from the radar reflectivity data. A combination of tall tower and radar boundary layer depths was us ed to describe the seasonal evolution of the diurnal mixing depth and its relationship to local turbulent forcing and synoptic conditions. These depths were compared with model predictions from a General Circulation Model (GCM). The proposed method of computing the jump in CO{sub 2} mixing ratio across the convective boundary layer top was tested on data from September, 1995; a journal publication is in preparation. A paper describing the comparison between GCM boundary layer depths and the observations, as well as the covariance between mixing depth and surface fluxes (the forcing for the rectifier effect) has been drafted.

Final report (Grant No. DOE DE-FG02-97ER62366) [Retrieval of cloud fraction and type using broadband diffuse and total shortwave irradiance measurements]

Description: The primary research effort supported by Grant No. DOE DEFG02-97ER62366 titled ''Retrieval of Cloud Fraction and Type Using Broadband Diffuse and Total Shortwave Irradiance Measurements'' was application of clear-sky identification and cloud fraction estimation algorithms developed by Charles N. Long and Thomas P. Ackerman to the downwelling total, direct and diffuse shortwave irradiance measurements made at all of the central, boundary, and extended facilities of the DOE Atmospheric Radiation Measurement (ARM) Program Southern Great Plains (SOP) site. Goals of the research were finalization and publication of the two algorithms in the peer-reviewed literature and operational application of them to all of aforementioned data streams from the ARM SGP site. The clear-sky identification algorithm was published as Long and Ackerman (2000) in the Journal of Geophysical Research, while a description of the cloud fraction estimation algorithm made it to the scientific literature as Long et al. (1999) in the Proceedings of the 10th American Meteorological Association Conference on Atmospheric Radiation held in Madison, Wisconsin. The cloud fraction estimation algorithm relies on empirical relationships between the outputs of the clear-sky identification algorithm and cloud fraction; as such, the cloud fraction estimation algorithm requires significant amounts of data both to properly develop the empirical relationships and to thoroughly test them. With this perspective in mind the major focus of our research efforts in the later half of the project became the operational implementation of the clear-sky identification algorithm on DOE ARM SGP data so that we could develop the data set necessary for final tuning of the cloud fraction estimation algorithm in research extending beyond the lifetime of the project.

STI. DE-FG02-00ER1505 [Brief summary of 11th International Conference on Arabidopsis Research]

Description: The 11th International Conference on Arabidopsis Research was held in Madison, Wisconsin, June 24 through June 28, 2000. Arabidopsis thaliana has been the subject of genetic study for many years. However, during the last decade, the number of research laboratories using Arabidopsis as a model system has increased tremendously, and Arabidopsis is currently being used to study all aspects of plant biology. The rapid rate of progress in Arabidopsis research, including the completion of the genomic sequence, underscores the usefulness of holding a meeting every year. These conferences provide an important opportunity for the Arabidopsis community to interact and exchange information. The meeting opened with an evening keynote address on the global impact of plant biology, delivered by Richard Jefferson, the Executive Director of CAMBIA (Center for the Application of Molecular Biology to International Agriculture). This was followed by short updates from each of the NSF-funded Plant Genome groups. Many of these groups are carrying out projects that impact the Arabidopsis community. Each of the 17 platform sessions consisted of talks from two invited speakers followed by two short talks that were chosen from the submitted poster abstracts. A concerted effort was made to invite junior investigators, including graduate students and postdocs, to give these talks. Posters were available for viewing during three formal sessions, and, because the poster session was adjacent to the lecture hall, it was easy for participants to go back and forth between posters and lectures. Finally, a mixer and an informal banquet provided opportunities for participants to meet new people and renew acquaintances. Furthermore, the registration package included all lunches and dinners together in a cafeteria next to the posters and lecture hall, thus encouraging the meeting of established investigators with students and postdocs. Economic Benefits, Carbon Dioxide (CO2) Emissions Reductions, and Water Conservation Benefits from 1,000 Megawatts (MW) of New Wind Power in Wisconsin (Fact Sheet)

Description: The U.S. Department of Energy?s Wind Powering America Program is committed to educating state-level policymakers and other stakeholders about the economic, CO2 emissions, and water conservation impacts of wind power. This analysis highlights the expected impacts of 1000 MW of wind power in Wisconsin. Although construction and operation of 1000 MW of wind power is a significant effort, six states have already reached the 1000-MW mark. We forecast the cumulative economic benefits from 1000 MW of development in Wisconsin to be $1.1 billion, annual CO2 reductions are estimated at 3.2 million tons, and annual water savings are 1,476 million gallons.

Description: This is a Technical Report under a program funded by the Department of Energy's National Energy Technology Laboratory (NETL) to obtain the necessary information to assess the viability of lower cost alternatives to commercially available activated carbon for mercury control in coal-fired utilities. During this reporting period, several sorbent samples have been tested by URS in their laboratory fixed-bed system. The sorbents were evaluated under conditions simulating flue gas from power plants burning Powder River Basin (PRB) and low sulfur eastern bituminous coals. The equilibrium adsorption capacities of the sorbents for both elemental and oxidized mercury are presented. A team meeting discussing the overall program and meetings with Midwest Generation and Wisconsin Electric Power Company (WEPCO) concerning field testing occurred during this reporting period.

Demonstration of the Whole-Building Diagnostician for the Federal Building and U.S. Courthouse at Milwaukee, Wisconsin, and for the University of Wisconsin at Madison

Aerial radiological measuring survey of the area surrounding the La Crosse Boiling Water Reactor, Genoa, Wisconsin, July 1968

Description: The Aerial Radiological Measuring System (ARMS) was used to survey the area surrounding the La Crosse Boiling Water Reactor during July 1968. The survey measured terrestrial gamma radiation. A high-sensitivity detection system collected gamma spectral and gross-count data. The data were then computer processed into a map of a 625 sq. mile area showing isoexposure contours 3 ft above the ground. Exposure rates and isotopes identiiied are consistent with normal background radiation. (auth)

Electricity generation and environmental externalities: Case studies, September 1995

Description: Electricity constitutes a critical input in sustaining the Nation`s economic growth and development and the well-being of its inhabitants. However, there are byproducts of electricity production that have an undesirable effect on the environment. Most of these are emissions introduced by the combustion of fossil fuels, which accounts for nearly 70 percent of the total electricity generated in the United States. The environmental impacts (or damages) caused by these emissions are labeled environmental ``externalities.`` Included in the generic term ``externality`` are benefits or costs resulting as an unintended byproduct of an economic activity that accrue to someone other than the parties involved in the activity. This report provides an overview of the economic foundation of externalities, the Federal and State regulatory approaches, and case studies of the impacts of the externality policies adopted by three States.
