The impact of rising energy prices on the poor over time in the United States.

Description: Policy makers and households are concerned about the impact of rising energy prices on low-income households. In a trend starting in the 1970s, low-income households are spending an increasingly disproportionate share of their income on home energy. The burden on a household imposed by energy prices can be analyzed through four factors: energy price, energy consumption, income level, and level of assistance provided to help with the costs of energy. The combination of these factors indicates th… more

Laboratory evaluation of damage criteria and permeability of Big Hill salt.

Description: To establish strength criteria of Big Hill salt, a series of quasi-static triaxial compression tests have been completed. This report summarizes the test methods, set-up, relevant observations, and results. The triaxial compression tests established dilatant damage criteria for Big Hill salt in terms of stress invariants (I{sub 1} and J{sub 2}) and principal stresses ({sigma}{sub a,d} and {sigma}{sub 3}), respectively: {radical}J{sub 2}(psi) = 1746-1320.5 exp{sup -0.00034I{sub 1}(psi)}; {sigma}… more

Trends in U.S. Venture Capital Investments Related to Energy: 1980-2007

Description: This report documents trends in U.S. venture capital investments over the period 1980-2008. Particular attention is given to U.S. venture capital investments for “internet-specific”, biotechnology, and energy / industrial sectors over the period 1980-2007. During the early 1980s, U.S. venture capital investments in the energy / industrial area accounted for more than 20% of all venture capital investments. However subsequent periods of low energy prices and the emergence of fast growing new ind… more

Impact of the FY 2009 Building Technologies Program on United States Employment and Earned Income

Description: The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) is interested in assessing the potential economic impacts of its portfolio of subprograms on national employment and income. A special purpose input-output model called ImSET is used in this study of 14 Building Technologies Program subprograms in the EERE final FY 2009 budget request to the Office of Management and Budget in February 2008. Energy savings, investments, and impacts on U.S. national employment … more

Three dimensional simulation for Big Hill Strategic Petroleum Reserve (SPR).

Description: 3-D finite element analyses were performed to evaluate the structural integrity of caverns located at the Strategic Petroleum Reserve's Big Hill site. State-of-art analyses simulated the current site configuration and considered additional caverns. The addition of 5 caverns to account for a full site and a full dome containing 31 caverns were modeled. Operations including both normal and cavern workover pressures and cavern enlargement due to leaching were modeled to account for as many as 5 fu… more

Analysis of crude oil vapor pressures at the U.S. Strategic Petroleum Reserve.

Description: Crude oil storage caverns at the U.S. Strategic Petroleum Reserve (SPR) are solution-mined from subsurface salt domes along the U.S. Gulf Coast. While these salt domes exhibit many attractive characteristics for large-volume, long-term storage of oil such as low cost for construction, low permeability for effective fluids containment, and secure location deep underground, they also present unique technical challenges for maintaining oil quality within delivery standards. The vapor pressures of … more

Summary of Degas II performance at the US Strategic Petroleum Reserve Big Hill site.

Description: Crude oil stored at the US Strategic Petroleum Reserve (SPR) requires mitigation procedures to maintain oil vapor pressure within program delivery standards. Crude oil degasification is one effective method for lowering crude oil vapor pressure, and was implemented at the Big Hill SPR site from 2004-2006. Performance monitoring during and after degasification revealed a range of outcomes for caverns that had similar inventory and geometry. This report analyzed data from SPR degasification and d… more

The evaluation of several corrosion mitigation strategies for oil coolers used by the strategic petroleum reserve.

Description: The goal of this study was to first establish the fitness for service of the carbon steel based oil coolers presently located at the Bryan Mound and West Hackberry sites, and second, to compare quantitatively the performance of two proposed corrosion mitigation strategies. To address these goals, a series of flow loops were constructed to simulate the conditions present within the oil coolers allowing the performance of each corrosion mitigation strategy, as well as the baseline performance of … more

Impact of distributed energy resources on the reliability of a critical telecommunications facility.

Description: This report documents a probabilistic risk assessment of an existing power supply system at a large telecommunications office. The focus is on characterizing the increase in the reliability of power supply through the use of two alternative power configurations. Telecommunications has been identified by the Department of Homeland Security as a critical infrastructure to the United States. Failures in the power systems supporting major telecommunications service nodes are a main contributor to m… more

Final report on Weeks Island Monitoring Phase : 1999 through 2004.

Description: This Final Report on the Monitoring Phase of the former Weeks Island Strategic Petroleum Reserve crude oil storage facility details the results of five years of monitoring of various surface accessible quantities at the decommissioned facility. The Weeks Island mine was authorized by the State of Louisiana as a Strategic Petroleum Reserve oil storage facility from 1979 until decommissioning of the facility in 1999. Discovery of a sinkhole over the facility in 1992 with freshwater inflow to the … more

Breakeven Prices for Photovoltaics on Supermarkets in the United States

Description: The photovoltaic (PV) breakeven price is the PV system price at which the cost of PV-generated electricity equals the cost of electricity purchased from the grid. This point is also called 'grid parity' and can be expressed as dollars per watt ($/W) of installed PV system capacity. Achieving the PV breakeven price depends on many factors, including the solar resource, local electricity prices, customer load profile, PV incentives, and financing. In the United States, where these factors vary su… more

Southeast Regional Clean Energy Policy Analysis (Revised)

Description: More than half of the electricity produced in the southeastern states is fuelled by coal. Although the region produces some coal, most of the states depend heavily on coal imports. Many of the region's aging coal power facilities are planned for retirement within the next 20 years. However, estimates indicate that a 20% increase in capacity is needed over that time to meet the rapidly growing demand. The most common incentives for energy efficiency in the Southeast are loans and rebates; howeve… more

Break-Even Cost for Residential Solar Water Heating in the United States: Key Drivers and Sensitivities

Description: This paper examines the break-even cost for residential rooftop solar water heating (SWH) technology, defined as the point where the cost of the energy saved with a SWH system equals the cost of a conventional heating fuel purchased from the grid (either electricity or natural gas). We examine the break-even cost for the largest 1,000 electric and natural gas utilities serving residential customers in the United States as of 2008. Currently, the break-even cost of SWH in the United States varie… more
