American Jihadist Terrorism: Combating a Complex Threat

Description: Between May 2009 and August 2010, arrests were made for 19 "homegrown," jihadist-inspired terrorist plots by American citizens or legal permanent residents of the United States. The apparent spike in such activity after May 2009 suggests that at least some Americans - even if a tiny minority - continue to be susceptible to ideologies supporting a violent form of jihad. The National Response Framework: Overview and Possible Issues for Congress

Description: In response to the terrorist attacks of September 11, 2001, Congress and the President consolidated numerous federal emergency plans into the National Response Plan (NRP). This report discusses how national response planning documents have evolved over time and describes the authorities that shape the National Response Framework (NRF). Several issue areas that might be examined for potential lawmaking and oversight concerning the NRF are also highlighted.

Relevance of international research facilities to international stability

Description: International Facilities have played an important play in expanding and keeping open a dialogue between east and west. The advent of glasnost has dramatically reduced inhibitions on communications and opened new opportunities for international facilities to facilitate the understanding and appreciation of common goals and common threats. A high density plasma produced by Nd:YAG laser with drift velocity realizes high current and high charge state ion beams. Military Enjoined from Transferring American ISIS Suspect to Foreign Country--at Least for Now

Description: This report discusses the case of Doe v. Mattis, a case with potential ramifications regarding the authority to conduct military operations against the Islamic State of Iraq and the Levant (ISIS). The U.S. Court of Appeals for the D.C. Circuit (D.C. Circuit) upheld 2-1 the district court's injunctions temporarily protecting "John Doe" from forcible transfer to another country from Iraq, where he is currently being held by the U.S. military as a suspected ISIS combatant.

Uganda: Current Conditions and the Crisis in North Uganda

Description: This report discusses the current political conditions of Uganda, which have long been ravaged by the Lord's Resistance Army (LRA), an armed rebel group backed by the government of Sudan.
