Another Look at the Relationship Between Accident- and Encroachment-Based Approaches to Run-Off-the-Road Accidents Modeling

Description: The purpose of this study was to look for ways to combine the strengths of both approaches in roadside safety research. The specific objectives were (1) to present the encroachment-based approach in a more systematic and coherent way so that its limitations and strengths can be better understood from both statistical and engineering standpoints, and (2) to apply the analytical and engineering strengths of the encroachment-based thinking to the formulation of mean functions in accident-based mod… more

Effect of nitrite concentration on pit depth in carbon steel exposed to simulated radioactive waste

Description: The growth of pits in carbon steel exposed to dilute (0.055 M nitrate-bearing) alkaline salt solutions that simulate radioactive waste was investigated in coupon immersion tests. Most coupons were tested in the as-received condition, with the remainder having been heat treated to produce an oxide film. Nitrite, which is an established pitting inhibitor in these solutions, was present in concentrations from 0 to 0.031 M to 0.16 M; the last concentration is known to prevent pitting initiation in … more

Selection of sites for monitoring network performance (extended abstract)

Description: The authors apply the ideas from optimal design theory to the very specific area of monitoring large computer networks. The behavior of these networks is so complex and uncertain that it is quite natural to use the statistical methods of experimental design developed for situations in which the random character of phenomena is a crucial component and systems are too complicated to be described by any reasonable deterministic model. The authors want to emphasize that only the first steps have be… more

Conditioning geological reservoir realizations with time-dependent data with applications to the Carpenteria Offshore Field

Description: This is the final report of a one-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). The project effort was directed toward preliminary geostatistical analysis of the Carpenteria Offshore Field as a precursor to the step of integrating time-dependent data into a geostatistical model of the Field.

On the statistical strength of nicalon fibers and its characterization

Description: Nicalon fibers are one of the most attractive ceramic fibers for reinforcing high temperature structural composites. Experiment show that the diameter variation (from 8 to 22 {mu}m) in a tow of commercial Nicalon fibers has an effect on statistical strength distribution of Nicalon fibers. Therefore, an appropriate characterization of the statistical distribution of fiber strength, capable of accounting for the effect of diameter variation, is required. The two-parameter single-modal Weibull dis… more

Statistical validation of system models

Description: It is common practice in system analysis to develop mathematical models for system behavior. Frequently, the actual system being modeled is also available for testing and observation, and sometimes the test data are used to help identify the parameters of the mathematical model. However, no general-purpose technique exists for formally, statistically judging the quality of a model. This paper suggests a formal statistical procedure for the validation of mathematical models of systems when data … more

A comparison of attribute sampling plans

Description: This report describes, compares, and provides sample size selection criteria for the most common sampling plans for attribute data (i.e., data that is qualitative in nature such as Pass-Fail, Yes-No, Defect-Nondefect data). This report is being issued as a guide in prudently choosing the correct sampling plan to meet statistical plan objectives. The report discusses three types of sampling plans: AQL (Acceptable Quality Level expressed as a percent), RQL (Rejectable Quality Level as a percent),… more

Traffic characterization and modeling of wavelet-based VBR encoded video

Description: Wavelet-based video codecs provide a hierarchical structure for the encoded data, which can cater to a wide variety of applications such as multimedia systems. The characteristics of such an encoder and its output, however, have not been well examined. In this paper, the authors investigate the output characteristics of a wavelet-based video codec and develop a composite model to capture the traffic behavior of its output video data. Wavelet decomposition transforms the input video in a hierarc… more

Characterizing reliability in a product/process design-assurance program

Description: Over the years many advancing techniques in the area of reliability engineering have surfaced in the military sphere of influence, and one of these techniques is Reliability Growth Testing (RGT). Private industry has reviewed RGT as part of the solution to their reliability concerns, but many practical considerations have slowed its implementation. It`s objective is to demonstrate the reliability requirement of a new product with a specified confidence. This paper speaks directly to that object… more

Integration of geologic interpretation into geostatistical simulation

Description: Embedded Markov chain analysis has been used to quantify geologic interpretation of juxtapositional tendencies of geologic facies. Such interpretations can also be translated into continuous-lag Markov chain models of spatial variability for use in geostatistical simulation of facies architecture.

A computer toolbox for damage identification based on changes in vibration characteristics

Description: This paper introduces a new toolbox of graphical-interface software algorithms for the numerical simulation of vibration tests, analysis of modal data, finite element model correlation, and the comparison of both linear and nonlinear damage identification techniques. This toolbox is unique because it contains several different vibration-based damage identification algorithms, categorized as those which use only measured response and sensor location information ({open_quotes}non-model-based{clos… more

Meeting report: Workshop on reduction and predictability of natural disasters

Description: Natural hazards such as earthquakes and severe floods are a continual menace to large segments of the population worldwide. Recently the United Nations has focused attention on this global problem by declaring the 90`s the Decade of Natural Hazard Reduction. In addition to the obvious threat to human life natural hazards can cause severe economic hardship locally and, in an ever more complex and interactive world economy, dislocations that are felt in areas far beyond the region of a specific e… more

Model-based image reconstruction from time-resolved diffusion data

Description: This paper addresses the issue of reconstructing the unknown field of absorption and scattering coefficients from time-resolved measurements of diffused light in a computationally efficient manner. The intended application is optical tomography, which has generated considerable interest in recent times. The inverse problem is posed in the Bayesian framework. The maximum {ital a posteriori} (MAP) estimate is used to compute the reconstruction. We use an edge- preserving generalized Gaussian Mark… more

A further study of the impact of bias on accountability

Description: When measurements are obtained for the purpose of material accountability, any deviation of averages from true value is one of great concern. The key term here is true value. Any deviation of averages from their true value will result in inventory discrepancies. It will not matter that the bias is of no statistical significance. Even small biases will over a period of time result in large inventory discrepancies. The terms `target value`, `accepted value`, and `certified value` are all very use… more

Statistical signal processing and artificial intelligence applications in the nondestructive assay of U/Pu bearing materials

Description: Over the years a number of techniques have been developed to determine the quantity and distribution of radiative isotopes contained in given assay samples through the measurement and analysis of penetrating characteristic radiations. An active technique of particular utility when assaying samples containing very small quantities of fissionable material or when high gamma ray backgrounds are encountered is the delayed neutron nondestructive assay (DN-NDA) technique. Typically, analysis of the d… more

Prediction of heat capacities of solid inorganic salts from group contributions

Description: A group contribution technique is proposed to predict the coefficients in the heat capacity correlation, C{sub p} = a + bT + c/T{sup 2} + dT{sup 2}, for solid inorganic salts. The results from this work are compared with fits to experimental data from the literature. It is shown to give good predictions for both simple and complex solid inorganic salts. Information content of low-dose radiographs, Part 1

Description: Two measures (not independent) of radiographic image quality are contrast and spatial frequency response. At normal radiographic exposure levels, noise is not a significant factor in evaluating these parameters. However, when the photon fluence on the detector is less than 100 photons/pixel, the statistical noise in the image significantly degrades the image contrast. This paper presents a method of characterizing the image quality that utilizes both contrast and noise by calculating the net in… more
