Description: This report will look at the laws, programs, and policies encouraging development of wind, solar, and biomass power in China and the United States as the major renewable energy technologies common to both countries. While hydropower is the most developed source of renewable energy in both China and the United States, additional development of conventional hydropower is not a major focus of U.S. or China's renewable energy policy and will not be featured in this discussion.

World Solar Summit: Launching the World Renewable Energy Program

Description: The World Solar Summit and proposed World Solar Program 1996-2005 address energy problems through increased use of renewable energy technologies. The World Solar Commission will host the World Solar Summit in Harare, Zimbabwe, on September 16 and 17, 1996, and it will direct the World Solar Program 1996-2005. At the Summit, the Commission is expected to adopt a World Plan ofAction and a number of Strategic Projects. The proposed World Plan of Action includes a selection of high-priority renewable energy projects at the national or regional level to be implemented between 1996 and 2005.

Diimine(dithiolate)platinum(ii) Chromophores: Synthesis, Spectroscopy, and Material Applications

Description: A series of 28 square-planar dithiol(diimine)platinum(II) chromophoric complexes have been synthesized, characterized, and evaluated for potential efficacy in sensitization of solid state photovoltaic devices to the near-infrared regions of the electromagnetic spectrum. The effect of molecular stacking in the solid state and self-association in solution are shown to influence spectral, electronic, and magnetic properties of the chromophores. Such properties are investigated in the pure form and as partners in donor-acceptor charge transfer adducts. Finally, selected chromophores have been incorporated into single layer schottky diodes as neat films and as dopants in multi-layer organic photovoltaic devices. Evaluation of the devices internal quantum efficiency and voltage-current was measured as proof of concept.

Clean Energy Standard: Potential Qualifying Energy Sources

Description: This report begins with a brief examination of clean energy, renewable energy, and alternative energy. It then presents possible selection criteria Congress could use to determine which sources could be eligible for a CES depending on the goal(s) of the CES. The report provides an overview of the energy sources most commonly discussed as potential CES qualifying sources: biomass, fossil fuels (natural gas combined-cycle and coal-fired power plants with carbon capture and sequestration), geothermal resources, nuclear, solar, water, and wind. The report describes where each source can be found in the United States, the estimated quantity available for electricity generation, technologies used to create electricity from the source, advantages and disadvantages of using the source for electricity generation, and policy implications should the source be included in a CES.5 The report also contains a section on energy efficiency and its potential inclusion in a CES.
