The Creation of the Science Commission

Description: For 155 years, the Smithsonian Institution has had as its mission "the increase and diffusion of knowledge." Given the important questions facing the scientific world today, the existing level of institutional financial and physical resources, the strengths of the Institution's people and its collections, how should the Smithsonian set priorities for scientific research in the years ahead and, in general, carry out its historic mission more effectively? 1) How should scientific research be organized to optimize the use of the Institution's human, physical and financial resources? 2) How should the performance of scientific research by individuals and research departments be evaluated? 3) How can the relationship between research and public programming be enhanced? 4) What suggestions, of any type might the Science Commission have to strengthen research at the Smithsonian? 5) What should be the qualifications of those chosen to lead key scientific research units of the Smithsonian? 6) What should be done to enhance public recognition of Smithsonian science?

Federal officials have testified that the shortage is acute and, unless alternatives are found, will affect federal investments in homeland security, scientific research, and other areas. This report discusses the nature of the shortage; federal actions undertaken so far to address it; current and potential sources of helium-3 and options for increasing the supply; current and projected uses of helium-3 and options for reducing the demand; and options for allocating the supply if it continues to fall short of demand.

Coast Guard Polar Icebreaker Modernization: Background and Issues for Congress

Description: The Coast Guard's proposed FY2013 budget includes $8 million in acquisition funding to initiate survey and design activities for a new polar icebreaker. The Coast Guard's Five Year Capital Investment Plan includes an additional $852 million in FY2014-FY2017 for acquiring the ship. The Coast Guard anticipates awarding a construction contract for the ship "within the next five years" and taking delivery on the ship "within a decade." The project to design and build a polar icebreaker is a new acquisition project initiated in the FY2013 budget.

Coast Guard Polar Icebreaker Modernization: Background, Issues, and Options for Congress

Description: Coast Guard polar icebreakers perform a variety of missions supporting U.S. interests in polar regions. The Coast Guard's two heavy polar icebreakers - Polar Star and Polar Sea - have exceeded their intended 30-year service lives. Following a decision to design and build one or more new polar icebreakers, the first replacement polar icebreaker might enter service in eight to 10 years, by which time Polar Star and Polar Sea could be more than 40 years old. The issue for Congress is whether to approve, reject, or modify Coast Guard plans for modernizing its polar icebreakers. Congressional decisions on this issue could affect the Coast Guard's ability to perform its polar missions, Coast Guard funding requirements, and the U.S. shipbuilding industrial base.

Environmental Assessment for Selection and Operation of the Proposed Field Research Centers for the Natural and Accelerated Bioremediation Research (NABIR) Program

Description: The US Department of Energy (DOE) Office of Biological and Environmental Research (OBER), within the Office of Science (SC), proposes to add a Field Research Center (FRC) component to the existing Natural and Accelerated Bioremediation Research (NABIR) Program. The NABIR Program is a ten-year fundamental research program designed to increase the understanding of fundamental biogeochemical processes that would allow the use of bioremediation approaches for cleaning up DOE's contaminated legacy waste sites. An FRC would be integrated with the existing and future laboratory and field research and would provide a means of examining the fundamental biogeochemical processes that influence bioremediation under controlled small-scale field conditions. The NABIR Program would continue to perform fundamental research that might lead to promising bioremediation technologies that could be demonstrated by other means in the future. For over 50 years, DOE and its predecessor agencies have been responsible for the research, design, and production of nuclear weapons, as well as other energy-related research and development efforts. DOE's weapons production and research activities generated hazardous, mixed, and radioactive waste products. Past disposal practices have led to the contamination of soils, sediments, and groundwater with complex and exotic mixtures of compounds. This contamination and its associated costs and risks represents a major concern to DOE and the public. The high costs, long duration, and technical challenges associated with remediating the subsurface contamination at DOE sites present a significant need for fundamental research in the biological, chemical, and physical sciences that will contribute to new and cost-effective solutions. One possible low-cost approach for remediating the subsurface contamination of DOE sites is through the use of a technology known as bioremediation. Bioremediation has been defined as the use of microorganisms to biodegrade or biotransform hazardous organic contaminants to environmentally safe levels in soils, subsurface materials, water, sludges, and residues.. ...
