Decision-making and radiological protection at Three Mile Island: response of the Department of Health, Education and Welfare

Description: Decision-making by decision-makers during the nuclear accident at Three Mile Island all had to do in some way, and impacted on the public health and safety, the health and safety of the workers, and emergency preparedness and health care. This paper reviews the activities of only one federal agency during the accident, the Department of Health, Education, and Welfare (HEW), and its effectiveness in its role as the leading institution responsible for protecting the public health during the first… more

Comparing energy technology alternatives from an environmental perspective

Description: A number of individuals and organizations advocate the use of comparative, formal analysis to determine which are the safest methods for producing and using energy. Some have suggested that the findings of such analyses should be the basis upon which final decisions are made about whether to actually deploy energy technologies. Some of those who support formal comparative analysis are in a position to shape the policy debate on energy and environment. An opposing viewpoint is presented, arguing… more

Department of Energy's High Flux Beam Reactor (HFBR), September 15--19, 1980: An independent on-site safety review

Description: The intent of this on-site safety review was to make a broad management assessment of HFBR operations, rather than conduct a detailed in-depth audit. The result of the review should only be considered as having identified trends or indications. The Team's observations and recommendations for the most part are based upon licensed reactor facility practices used to meet industry standards. These standards form the basis for many of the comments in this report. The Team believes that a uniform min… more

Ecology for a changing earth

Description: To forecast the ecological impact of global change, research initiatives are needed on the explicit role of humans in ecological systems, and on how ecological processes functioning at different spatial and temporal scales are coupled. Furthermore, to synthesize the results of ecological research for Congress, policymakers, and the general public, a new agency, called the United States Ecological Survey (USES) is urgently required. Also, a national commitment to environmental health, as exempli… more

Description: Radionuclide concentrations ({sup 90}Sr, {sup 137}Cs, {sup 238}Pu, {sup 239}Pu,and total uranium) were determined in fish collected from Jemez, Nambe, and San Ildefonso tribal lakes. With the exception of {sup 137}Cs, all other radionuclides were not significantly different in (stocked) rainbow trout collected from Jemez and Nambe as compared with game fish collected from Abiquiu, Heron, and El Vado Reservoirs. Although {sup 137}Cs levels in trout from Jemez (3.2 {times} 10{sup -2} pCi per dry … more

Risk management in facility transition and management decision making: Needs and opportunities

Description: An overall approach to risk management is described in this paper. Many of these concepts have been developed and applied as part of Hanford Mission Planning (HMP) (Hanford Mission Plan, 1992). At Hanford, HMP provides a mechanism for integrating planning across all the missions and programs of the site. This paper discusses the decision context within which EM must make and defend decisions, the types of decisions that are being and will need to be made in order to progress with the cleanup of… more

Public agency partnership: Hanford`s history artifacts as a communications tool

Description: The Hanford Site in eastern Washington state currently is engaged in the largest waste cleanup in world history. In order to make informed decisions about remediation options, the public throughout the Pacific Northwest and the nation needs to understand the wastes that are present, their sources of generation, their composition, and their behavior in the environment. The fact that Hanford operations` were conducted in secret for over four decades presents a unique public information challenge … more

The United States Department of Energy Process for Performance Assessment for Disposal of Low-Level Radioactive Waste

Description: The US Department of Energy (DOE) manages disposal of low-level radioactive waste through the requirements of DOE Order 5820.2A on Radioactive Waste Management. The order specifies long-term performance objectives for permanent disposal, requires a performance assessment to determine compliance with those objectives, and establishes a Peer Review Panel to review those assessments for technical quality and completeness. Performance assessment for continuing and future operations at Solid Waste Storage Area 6

Description: This radiological performance assessment for the continued disposal operations at Solid Waste Storage Area 6 (SWSA 6) on the Oak Ridge Reservation (ORR) has been prepared to demonstrate compliance with the requirements of the US DOE. The analysis of SWSA 6 required the use of assumptions to supplement the available site data when the available data were incomplete for the purpose of analysis. Results indicate that SWSA 6 does not presently meet the performance objectives of DOE Order 5820.2A. C… more

The Airborne Metagenome in an Indoor Urban Environment

Description: The indoor atmosphere is an ecological unit that impacts on public health. To investigate the composition of organisms in this space, we applied culture-independent approaches to microbes harvested from the air of two densely populated urban buildings, from which we analyzed 80 megabases genomic DNA sequence and 6000 16S rDNA clones. The air microbiota is primarily bacteria, including potential opportunistic pathogens commonly isolated from human-inhabited environments such as hospitals, but no… more
