Description: The Coalition Provisional Authority, called CPA, is the name for the temporary government of Iraq. It is composed of a coalition of more than 40 nations from around the world which represent every continent and race on earth. All of these countries are united in the purpose of achieving a free and stable Iraq which respects the rights of its citizens and is at peace with its neighbors. Once a constitution is in place and democratic elections are held, the CPA will have accomplished its mission and will go home, leaving behind it, God willing, an Iraq that is a decent place for peace-loving citizens to live and exercise the freedoms given to all men by their creator.

Description: This report describes the Keystone XL Project Presidential Permit application, and the process that the State Department is obligated to complete in processing that permit application. It also reviews selected issues that arose during the 2008 permit application process, particularly those that may affect the current permit application. This report also summarizes key arguments that have been raised, both for and against the pipeline, by the pipeline's developers, state and federal agencies, environmental groups, and other stakeholders. Finally, the report discusses the constitutional basis for the State Department's authority to issue a Presidential Permit, and opponents' possible challenges to this authority.

Europe's Energy Security: Options and Challenges to Natural Gas Supply Diversification

Description: This report focuses on potential approaches that Europe might employ to diversify its sources of natural gas supply, and Russia's role, as well as identifying some of the issues hindering efforts to develop alternative suppliers of natural gas. The report assesses the potential suppliers of natural gas to Europe and the short- to medium-term hurdles needed to be overcome for those suppliers to be credible, long-term providers of natural gas to Europe.
