Potential Stafford Act Declarations for the Gulf Coast Oil Spill: Issues for Congress

Description: This report discusses the Robert T. Stafford Disaster Relief and Emergency Assistance Act, P.L. 93-288, which presents several options, and could provide a number of programs, to address the Gulf Coast oil spill. The Stafford Act authorizes the President to issue "major disaster" or "emergency" declarations before or after catastrophes occur. Emergency declarations trigger aid that protects property, public health, and safety and lessens or averts the threat of an incident becoming a catastrophic event.

Description: This report briefly discusses the Federal Flood Risk Management Standard (FFRMS), which is the principal mechanism for accomplishing the flood risk management policies established by President Obama in Executive Order (E.O.) 13690. Homelessness: Targeted Federal Programs and Recent Legislation

Description: This report describes the federal programs that are targeted to assist those who are homeless; includes recent funding levels; discusses current issues, including homelessness after the economic downturn and federal efforts to end homelessness; and provides information on recent legislation. Among active legislation are bills to reauthorize the Violence Against Women Act, which includes transitional housing for those who are homeless as a result of domestic violence and legislation that would, among other things, reauthorize the Education for Homeless Children and Youth program.
