Canadian Oil Sands: Life-Cycle Assessments of Greenhouse Gas Emissions

Description: This report discusses the basic methodology of life-cycle assessments and compares several of the publicly available studies of greenhouse gas (GHG) emissions data for Canadian oil sands crudes against each other and against those of other global reference crudes. As congressional concern over the environmental impacts of Canadian oil sands production may encompass both a broad understanding of the resource as well as a specific assessment of the proposed Keystone XL pipeline, the report surveys both the general scientific literature as well as the individual findings in the State Department's 2011 Final Environmental Impact Statement (EIS) and 2013 Draft Supplementary EIS for the Keystone XL Project.

Global Environment Facility (GEF): An Overview

Description: Many governments acknowledge that environmental degradation and climate change pose international and trans-boundary risks to human populations, economies, and ecosystems. To address these challenges, countries have implemented global environmental policies through a range of domestic, bilateral, and multilateral mechanisms. Recent mechanisms have taken the form of (1) treaties and frameworks that seek to harmonize international commitments; (2) legislative and regulatory policies that support emission reductions, renewable energy portfolios, and energy efficiency strategies; (3) developmental programs that assist with sustainable growth strategies in lower-income countries; and (4) financial pledges that increase public funding for global environmental initiatives. This report investigates the last policy measure: public funding for global environmental initiatives.

Description: The United Nations Framework Convention on Climate Change (UNFCCC, Treaty Number: 102-38, 1992), the Copenhagen Accord (2009), and the UNFCCC Cancun Agreements (2010), wherein the higher-income countries pledged jointly up to $30 billion of "fast start" climate financing for lower-income countries for the period 2010-2012, and a goal of mobilizing jointly $100 billion annually by 2020. The Cancun Agreements also proposed that the pledged funds are to be new, additional to previous flows, adequate, predictable, and sustained, and are to come from a wide variety of sources, both public and private, bilateral and multilateral, including alternative sources of finance.

Description: The United States supports international financial assistance for global climate change initiatives in developing countries. The Global Climate Change Initiative (GCCI) aims to integrate climate change considerations into U.S. foreign assistance through a full range of bilateral, multilateral, and private sector mechanisms to foster low-carbon growth, promote sustainable and climate-resilient societies, and reduce emissions from deforestation and land degradation. The GCCI is implemented through programs at three "core" agencies—the Department of State, the Department of the Treasury, and the U.S. Agency for International Development (USAID)—and is funded through the Administration's Executive Budget, Function 150 account, for State, Foreign Operations, and Related Programs. As Congress considers potential authorizations and/or appropriations for activities administered through the GCCI, it may have questions concerning U.S. agency initiatives and current bilateral and multilateral programs that address global climate change.

Description: Recent congressional interest in U.S. energy policy has focused in part on ways through which the United States could secure more economical and reliable crude oil resources both domestically and internationally. Many forecasters identify petroleum refined from Canadian oil sands as one possible solution. This report discusses conclusions revealed from a survey of available literature on the matter, particularly in regards to Greenhouse Gas and Well-to-Tank emissions.
