Technology Cooperation Agreement Pilot Project: Development-Friendly Greenhouse Gas Reduction

Description: This paper provides an overview of TCAPP, including the methodology, the results to date, and proposed future activities. It includes a detailed description of the technology cooperation frameworks completed by each country, the process that produced them and the plans for how TCAPP will help to implement the directions articulated by the country teams. The US Government initiated the Technology Cooperation Agreement Pilot Project (TCAPP) in August 1997 in recognition of the need to establish a mechanism for implementing Article 4.5 of the Framework Convention on Climate Change. ''The developed country partners shall take all practicable steps to promote, facilitate and finance, as appropriate, the transfer of, or access to, environmentally sound technologies and know-how to other Parties, particularly developing country Parties, to enable them to implement the provisions of the Convention.'' TCAPP builds support for implementing clean energy technologies by facilitating collaboration among the participating countries, the US and other OECD countries, international donors, and the private sector. The governments of Brazil, China, Kazakhstan, Mexico and the Philippines are currently participating and helping to shape this initiative. International donors and the private sector have also been actively engaged in the design and implementation of this pilot program.

Transportation Energy Futures Series: Effects of Travel Reduction and Efficient Driving on Transportation: Energy Use and Greenhouse Gas Emissions

Description: Since the 1970s, numerous transportation strategies have been formulated to change the behavior of drivers or travelers by reducing trips, shifting travel to more efficient modes, or improving the efficiency of existing modes. This report summarizes findings documented in existing literature to identify strategies with the greatest potential impact. The estimated effects of implementing the most significant and aggressive individual driver behavior modification strategies range from less than 1% to a few percent reduction in transportation energy use and GHG emissions. Combined strategies result in reductions of 7% to 15% by 2030. Pricing, ridesharing, eco-driving, and speed limit reduction/enforcement strategies are widely judged to have the greatest estimated potential effect, but lack the widespread public acceptance needed to accomplish maximum results. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.

Transportation Energy Futures Series: Freight Transportation Demand: Energy-Efficient Scenarios for a Low-Carbon Future

Description: Freight transportation demand is projected to grow to 27.5 billion tons in 2040, and to nearly 30.2 billion tons in 2050. This report describes the current and future demand for freight transportation in terms of tons and ton-miles of commodities moved by truck, rail, water, pipeline, and air freight carriers. It outlines the economic, logistics, transportation, and policy and regulatory factors that shape freight demand, the trends and 2050 outlook for these factors, and their anticipated effect on freight demand. After describing federal policy actions that could influence future freight demand, the report then summarizes the capabilities of available analytical models for forecasting freight demand. This is one in a series of reports produced as a result of the Transportation Energy Futures project, a Department of Energy-sponsored multi-agency effort to pinpoint underexplored strategies for reducing GHGs and petroleum dependence related to transportation.

Strategic Nuclear Research Collaboration - FY99 Annual Report

Description: The Idaho National Engineering and Environmental Laboratory (INEEL) has created the Strategic Nuclear Research Collaboration. The SNRC brings together some of America's finest laboratory and university nuclear researchers in a carefully focused research program intended to produce ''breakthrough'' solutions to the difficult issues of nuclear economics, safety, non-proliferation, and nuclear waste. This integrated program aims to address obstacles that stand in the way of nuclear power development in the US These include fuel cycle concerns related to waste and proliferation, the need for more efficient regulatory practices, and the high cost of constructing and operating nuclear power plants. Funded at an FY99 level of $2.58M, the SNRC is focusing the efforts of scientists and engineers from the INEEL and the Massachusetts Institute of Technology to solve complex nuclear energy challenges in a carefully chosen, integrated portfolio of research topics. The result of this collaboration will be research that serves as a catalyst for future direct-funded nuclear research and technology development and which preserves and enhances the INEEL's role as America's leading national laboratory for nuclear power research. In its first year, the SNRC has focused on four research projects each of which address one or more of the four issues facing further nuclear power development (economics, safety, waste disposition and proliferation-resistance). This Annual Report describes technical work and accomplishments during the first year of the SNRC's existence.

Description: The purpose of this Greenhouse Gas (GHG) Monitoring Plan is to meet the monitoring plan requirements of Title 40 of the Code of Federal Regulations Part 98.3(g)(5). This GHG Monitoring Plan identifies procedures and methodologies used at the Idaho National Laboratory Site (INL Site) to collect data used for GHG emissions calculations and reporting requirements from stationary combustion and other regulated sources in accordance with 40 CFR 98, Subparts A and other applicable subparts. INL Site Contractors determined subpart applicability through the use of a checklist (Appendix A). Each facility/contractor reviews operations to determine which subparts are applicable and the results are compiled to determine which subparts are applicable to the INL Site. This plan is applicable to the 40 CFR 98-regulated activities managed by the INL Site contractors: Idaho National Laboratory (INL), Idaho Cleanup Project (ICP), Advanced Mixed Waste Treatment Project (AMWTP), and Naval Reactors Facilities (NRF).

Description: A greenhouse gas (GHG) inventory is a systematic approach to account for the production and release of certain gases generated by an institution from various emission sources. The gases of interest are those that climate science has identified as related to anthropogenic global climate change. This document presents an inventory of GHGs generated during fiscal year (FY) 2009 and 2010 by Idaho National Laboratory (INL), a Department of Energy (DOE)-sponsored entity, located in southeastern Idaho. In recent years, concern has grown about the environmental impact of GHGs. This, together with a desire to decrease harmful environmental impacts, would be enough to encourage the calculation of an inventory of the total GHGs generated at INL. Additionally, INL has a desire to see how its emissions compare with similar institutions, including other DOE national laboratories. Executive Order 13514 requires that federal agencies and institutions document reductions in GHG emissions. INL's GHG inventory was calculated according to methodologies identified in federal GHG guidance documents using operational control boundaries. It measures emissions generated in three scopes: (1) INL emissions produced directly by stationary or mobile combustion and by fugitive emissions, (2) the share of emissions generated by entities from which INL purchased electrical power, and (3) indirect or shared emissions generated by outsourced activities that benefit INL (occur outside INL's organizational boundaries, but are a consequence of INL's activities). This inventory found that INL generated 103,590 and 102,413 MT of CO2-equivalent emissions during FY09 and FY10, respectively. This document presents an inventory of GHGs generated during fiscal year (FY) 2008 by Idaho National Laboratory (INL), a Department of Energy (DOE)-sponsored entity, located in southeastern Idaho. Using Renewable Energy Purchases to Achieve Institutional Carbon Goals: A Review of Current Practices and Considerations

Description: With organizations and individuals increasingly interested in accounting for their carbon emissions, greater attention is being placed on how to account for the benefits of various carbon mitigation actions available to consumers and businesses. Generally, organizations can address their own carbon emissions through energy efficiency, fuel switching, on-site renewable energy systems, renewable energy purchased from utilities or in the form of renewable energy certificates (RECs), and carbon offsets. This paper explores the role of green power and carbon offsets in carbon footprinting and the distinctions between the two products. It reviews how leading greenhouse gas (GHG) reporting programs treat green power purchases and discusses key issues regarding how to account for the carbon benefits of renewable energy. It also discusses potential double counting if renewable energy generation is used in multiple markets.

Life Cycle Assessment of the Energy Independence and Security Act of 2007: Ethanol - Global Warming Potential and Environmental Emissions

Description: The objective of this study is to use life cycle assessment (LCA) to evaluate the global warming potential (GWP), water use, and net energy value (NEV) associated with the EISA-mandated 16 bgy cellulosic biofuels target, which is assumed in this study to be met by cellulosic-based ethanol, and the EISA-mandated 15 bgy conventional corn ethanol target. Specifically, this study compares, on a per-kilometer-driven basis, the GWP, water use, and NEV for the year 2022 for several biomass feedstocks.

International Assistance for Low-Emission Development Planning: Coordinated Low Emissions Assistance Network (CLEAN) Inventory of Activities and Tools--Preliminary Trends

Description: The Coordinated Low Emissions Assistance Network (CLEAN) is a voluntary network of international practitioners supporting low-emission planning in developing countries. The network seeks to improve quality of support through sharing project information, tools, best practices and lessons, and by fostering harmonized assistance. CLEAN has developed an inventory to track and analyze international technical support and tools for low-carbon planning activities in developing countries. This paper presents a preliminary analysis of the inventory to help identify trends in assistance activities and tools available to support developing countries with low-emission planning.

Transportation Energy Futures: Combining Strategies for Deep Reductions in Energy Consumption and GHG Emissions (Brochure)

Description: This fact sheet summarizes actions in the areas of light-duty vehicle, non-light-duty vehicle, fuel, and transportation demand that show promise for deep reductions in energy use. Energy efficient transportation strategies have the potential to simultaneously reduce oil consumption and greenhouse gas (GHG) emissions. The Transportation Energy Futures (TEF) project examined how the combination of multiple strategies could achieve deep reductions in GHG emissions and petroleum use on the order of 80%. Led by NREL, in collaboration with Argonne National Laboratory, the project's primary goal was to help inform domestic decisions about transportation energy strategies, priorities, and investments, with an emphasis on underexplored opportunities. TEF findings reveal three strategies with the potential to displace most transportation-related petroleum use and GHG emissions: 1) Stabilizing energy use in the transportation sector through efficiency and demand-side approaches. 2) Using additional advanced biofuels. 3) Expanding electric drivetrain technologies.

Life Cycle Assessment of a Parabolic Trough Concentrating Solar Power Plant and Impacts of Key Design Alternatives: Preprint

Description: Climate change and water scarcity are important issues for today's power sector. To inform capacity expansion decisions, hybrid life cycle assessment is used to evaluate a reference design of a parabolic trough concentrating solar power (CSP) facility located in Daggett, California, along four sustainability metrics: life cycle greenhouse gas (GHG) emissions, water consumption, cumulative energy demand (CED), and energy payback time (EPBT). This wet-cooled, 103 MW plant utilizes mined nitrate salts in its two-tank, thermal energy storage (TES) system. Design alternatives of dry-cooling, a thermocline TES, and synthetically-derived nitrate salt are evaluated. During its life cycle, the reference CSP plant is estimated to emit 26 g CO2eq per kWh, consume 4.7 L/kWh of water, and demand 0.40 MJeq/kWh of energy, resulting in an EPBT of approximately 1 year. The dry-cooled alternative is estimated to reduce life cycle water consumption by 77% but increase life cycle GHG emissions and CED by 8%. Synthetic nitrate salts may increase life cycle GHG emissions by 52% compared to mined. Switching from two-tank to thermocline TES configuration reduces life cycle GHG emissions, most significantly for plants using synthetically-derived nitrate salts. CSP can significantly reduce GHG emissions compared to fossil-fueled generation; however, dry-cooling may be required in many locations to minimize water consumption.

Transportation Energy Futures: Key Opportunities and Tools for Decision Makers (Brochure)

Description: The Transportation Energy Futures (TEF) project examines underexplored greenhouse gas-abatement and oil-savings opportunities by consolidating transportation energy knowledge, conducting advanced analysis, and exploring additional opportunities for sound strategic action. Led by NREL, in collaboration with Argonne National Laboratory, the project's primary goal is to provide analysis to accompany DOE-EERE's long-term transportation energy planning by addressing high-priority questions, informing domestic decisions about transportation energy strategies, priorities, and investments.
