The Proposed AT&T/T-Mobile Merger: Would It Create a Virtuous Cycle or a Vicious Cycle?

Description: This report discusses the pros and cons of a proposed AT&T and T-Mobile merger. The largest con would be that the merged company would have over 70% of the cell phone market share. The largest pro would be that a merged company would be able to provide better service to its customers. The report also gives a brief overview of the mobile phone industry as a whole.

FCC Media Ownership Rules: Current Status and Issues for Congress

Description: The Federal Communications Commission (“FCC” or “Commission”) adopted an order on June 2, 2003 that modified five of its media ownership rules and retained two others. The new rules have never gone into effect. Congress passed the FY2004 Consolidated Appropriations Act (P.L. 108-199), Sec. 629 of which instructs the FCC to modify one of the rules — the National Television Ownership rule. This report examines these rules and relevant policy issues.

Telecommunications Act: Competition, Innovation, and Reform

Description: In 1996, Congress enacted comprehensive reform of the nation’s statutory and regulatory framework for telecommunications by passing the Telecommunications Act, which substantially amended the 1934 Communications Act. The general objective of the 1996 Act was to open up markets to competition by removing unnecessary regulatory barriers to entry. This report discusses the history of the law and examines current issues.
